Wisconsin Ave., Oconomowoc, WI 53066262-569-2199 Fax: 262-569-3221January 22, 2026The City of Oconomowoc Parks, Recreation and Forestry Department is seeking proposals fornew playground equipment consisting of one (1) modular play structure, independent swing set,playground surfacing and related equipment/materials as detailed and specified in the attacheddocumentation.The proposal shall consist of providing design, materials, and installation for a replacementneighborhood playground at Hawthorne Ridge Park, 1180 Shoal Ridge Rd in the City ofOconomowoc. The new play structure, swing set, and related equipment/materials are to beconstructed of aluminum or steel posts and have steps, transfer points and decks included (nowood will be permitted). All equipment must consist of new and unused material. The proposalshall also include the provision of fiber type, fall absorbing wood surfacing material around allequipment as indicated in the specifications. The proposal must meet or exceed the current CPSCguidelines, ASTM standards and IPEMA certification and the most recent requirements and intentof the Americans with Disabilities Act (ADA) for accessibility, play components and design.Sealed proposals shall be delivered to the Parks, Recreation and Forestry Department mainoffice, 220 W. Wisconsin Avenue, Oconomowoc, WI 53066, no later than 4:00 p.m., CentralDaylight Time, on Thursday, February 26, 2026. The proposal form furnished by the City shall beproperly completed by the interested firm representative. The City reserves the right to rejectany and all quotes and to select the proposal best suited to its purpose. All proposals shall remainfirm and may not be withdrawn for a period of 60 days after the opening date without theconsent of the City of Oconomowoc. Wisconsin Ave., Oconomowoc, WI 53066262-569-2199 Fax: 262-569-3221PLAYGROUND EQUIPMENT PROPOSAL QUOTE REQUIREMENTS & CONDITIONS1.0 SCOPE AND CLASSIFICATIONThe City of Oconomowoc Department of Parks, Recreation & Forestry is soliciting proposalsfor the design, furnishing of materials and installation of playground equipment to WestoverPark as specified herein and indicated below:• Approximate area: Open space, playground should be constructed in the designatedspace• Required equipment:- One (1) modular structure- Independent swing set- Related individual play equipment- Shaded cover to one or more components- Appropriate user signageNOTE: Proposed equipment must provide age-appropriate play equipment for ages 5 – 12.This may be accomplished through one structure designed in a manner to separate the agegroups by the location and nature of the play components. Other free-standing equipmentwill be considered in accomplishing this objective.OTHER:• Access to the required modular play structure may be achieved through transfer pointsor modules.• The quote proposal shall also include the provision of fiber type wood, full absorbing,surfacing as required for the designated area where the new equipment will be located.• All equipment/items shall be new and current year’s product.• No wooden play equipment will be allowed.1.01 EXAMINATION OF PLANS, SPECIFICATIONS AND WORKThe quoter is required to examine carefully the site of the proposed work, the proposal,plans, specifications and contract forms prior to submitting a quote. The submission of aproposal shall consider conclusive evidence that the quoter has made such examinationand is satisfied as to all the conditions, contingencies, provisions and requirements of thecontract documents.1.02 PREPARATION OF PROPOSALS AND FORM OF QUOTEA. The quoter must submit the proposal on the forms furnished and here unto attached.The quoter shall specify unit prices and a lump sum price for each of the separateParks, Recreation & Forestry Department220 W. The quoter must sign the proposal correctly. If the proposal is offered by anindividual, name, office and post office address must be shown; if made by a firm orpartnership, office and post office addresses of each member of the firm orpartnership must be given. If offered by a corporation, the person signing theproposal must give the name of the State under which the corporation was chartered.Anyone signing the proposal as agent must file legal evidence of authority to do so,and the signature is binding upon the firm or corporation.C. Design Plans - All proposals must include a design plan at a scale of 1-inch equals 10feet for the modular play structure. The area design plan must also show thecomplete layout of the modular play structure with all the attached components,swing sets, any proposed free-standing equipment, playground border and indicatethe required use zones for the equipment with a square footage calculation ofsurfacing material required for the area. The design plans shall also include a clearconcise list of all proposed play components. Quoter shall include their name andphone number on their respective design plans. Failure to provide these plans withyour quote will result in the rejection of your quote. A three-dimensional perspectivedrawing of each modular play structure must also be submitted. Multiple designs maybe submitted if contractor so desires.D. The following additional items are required with the proposal:• Itemized Play Component List – Each proposal must include a complete anddetailed itemized list of each play component or piece of play equipmentcomprising this proposal. This list shall include all support posts, decks, roofs,kick plates, playground border, etc. This list must also include, in a clear and easy-to-read line-item manner, the retail or list price of each play component or pieceof equipment. Failure to provide this required list with your proposal will resultin the rejection of your proposal.• Individual specification sheets of component parts• Factory warranty• Insurance Certificate for manufacturer and distributor• List of area installations with phone numbersE. The complete proposal (containing the quote proposal form, the design plan, and theadditional items listed above in 1.02-D shall be placed in a sealed envelope so markedas to indicate the description of the work to which it applies and the name of thequoter. The award of the quote shall be based upon the total aggregate proposalutilizing the following evaluative criteria in order of importance:A.Play Value• Quality vs. number of components (including any proposed free-standing equipment)B.Layout/Design• Accessible features and method of access• Variety of play events• Circulation• Expandability• Utilization of shade elementsC.Maintenance• Durability/PerformanceD. Proposals may berejected if they show any alterations of form, additions or amendments not called for,conditional or alternate quotes unless called for, incomplete quotes, erasures, orirregularities of any kind. Proposals in which the unit prices for other items or proposalsin which unit prices are not submitted for each item of work listed may be rejected. TheOwner reserves the right to waive technicalities as to changes, alterations, or reservations,to delete work items from the proposal, and to make the award to the quoter(s) whoseproposal is deemed most advantageous to the Owner.1.06 COMPETENCY OF QUOTERSThe quoter must, if requested, satisfy the local governing body of their practical andfinancial ability to perform the work on which they quote. The Owner reserves the rightto disregard the quote of any quoter who is, in the judgment of the Owner or municipality,incompetent or otherwise unreliable for the performance of the work on which theyquote.1.07 AWARD OF CONTRACT AND FOLLOW-UP SERVICEA. The Contract shall be deemed awarded when a written notice of award and/orpurchase order is delivered to the address of the quoter given in the proposal.B. Upon completed installation of all playground equipment, the vendor, or theirqualified representative, must, within 5 work days of final work completion, inspectthe completed play equipment installation and submit to the Parks, Recreation andForestry Department a certificate of written acceptance of all work, including acompleted play equipment safety audit performed according to the requirements ofthe National Playground Safety Institute (NPSI) by a NPSI certified playground safetyauditor.1.08 DEADLINE FOR DELIVERY OF PRODUCTS AND SERVICEA. Award of this contract is scheduled for approval by the City of Oconomowoc Parks andRecreation Board in March 2026.B. The complete installation of all required play equipment, playground borders, age-appropriate signs, and safety surface material must be completed no later thanSeptember 31, 2019, unless otherwise approved in writing by the City ofOconomowoc.
