Request for ProposalsMaster Plan for the Greenville Recreation & Community CenterProposal Due November 25, 20251Introduction:The Greenville Area Recreation and Community Center (GARCC), 900 E. Kent Road, was built in the mid-1970s. It continues to play a vital role for the City of Greenville, but it is believed that some of the spacescould be better arranged to meet the needs of current uses. It is desired to secure the services of aqualified firm to review the current building layout, current uses, user groups, the demographics of thearea and any other means to make recommendations for improvements to better suit the needs of todayand projected needs of the future. Preliminary architectural plans will be an objective of this processalong with estimated costs of recommended improvements for budgeting purposes.The City will receive Statements of Qualifications (SOQ) from firms until 2:00 pm on Tuesday, November25, 2025. The following paragraphs describe the Greenville Area Recreation and Community Center andthe required elements of the SOQ.Description:The Greenville Area Recreation & Community Center (GARCC) was built in 1976 to support cultural andrecreational activities for the people residing in the Greater Greenville Area. The community center isused by many organizations throughout the year, including the Flat River Community Players and theHans Christian Andersen Children’s theater; the public can also utilize the building for a variety ofevents, including weddings, showers, birthday parties, memorial gatherings, and meetings. Therecreation services also include rentals, from pavilions and softball fields for picnics and games, tocanoe/kayak/tube rentals for fun on the Flat River. This is in addition to youth and adult sportsprogramming, sledding/snowboarding tow rope services, walking and mountain bike trails, and more.We provide vital services that ensure quality of life to a service area of approximately 75,000 people.The building is a well-loved and much-used staple of the community. In 2024, the community centerhosted 97 private rentals, 16 GARCC special events, 5 weddings and 26 theater performances. It wasalso utilized for sports pictures for several different youth divisions, as well as a space for coaches’meetings, workshops, and cooling stations during the summer. The building also provides office spacefor five employees, and space for weekly classes such as yoga, Tae Kwan Do and gymnastics. It alsoserves as a polling place for local elections.We are looking forward to the process of creating a new master plan for the building that will helpguide facility updates and chart a course for the next 50 years of creating community in Greenville.2Required Elements of a Statement of Qualification:The content of the Statement must include the following, which will be scored by a selection committeeaccording to the assigned values as shown.• Full business name and address, primary contact(s) and authorized negotiator(s) for this proposaland project, and their contact information. Include a brief history and background of yourcompany that highlights the necessary areas of expertise. If partnering with another firm, pleaseinclude that firm’s background and history also.• Provide a statement of what makes your firm uniquely qualified to do this work.• Provide an outline of the approach you will use to study, analyze, and make recommendations.40 points• Describe the process to identify and engage interested community partners and user groups toreceive input on perceived needs of the GARCC. 10 points• Provide a proposed schedule for work in terms of weeks from Notice to Proceed. 20 points• Provide a list of at least three similar studies that you have done with similar characteristicshighlighted of each. 20 points• Identify your team and experience. 10 pointsThe selection committee may include Community Center and Recreation Department staff, CityManager’s office and others as deemed appropriate to obtain objectivity in reviews. The committee willevaluate the Statements and assign a score based on their impression as to how well each firm addressesthe issues described above. Each firm will be ranked in order of the point scores assigned in theevaluation process.Do NOT send price information with the Statement of Qualifications. The City of Greenville will negotiatethe Contract price with the top scoring firm, and the firm must provide a derivation of cost and a costanalysis. If the City of Greenville is unable to successfully negotiate price with the top scoring firm, theCity of Greenville will end negotiations and negotiate price with the next highest scoring firm.Electronic submittals are permissible but also submit three (3) hard copies of your Statement ofQualifications for consideration, not later than 2:00 p.m. on Tuesday, November 25, 2025, to:Valarie Mester, Greenville Recreation and Community Center DirectorGreenville Area Community Center900 E. Kent RoadGreenville, MI 48838Late submissions will not be accepted.3Submission Conditions:Submitted qualifications become the property of the City of Greenville. The contents of the submittedqualifications are considered valid for one hundred and twenty (120) days after the submission deadline.This will be a firm, fixed price contract. Final payment will not be made until the Scope of Work iscompleted to the City of Greenville’s satisfaction.The City of Greenville reserves the right to waive any informalities or minor defects and to accept orreject any or all of the submitted proposals, or to postpone the proposal due date for sound,documentable, business reasons. Protests will be handled consistent with the City of Greenville’s policy.Conditional submissions will be considered non-responsive and may be rejected unless the City ofGreenville gives specific approval to a written request received at least ten (10) working days prior tothe submission due date. No other submission changes will be accepted after submittal. All otherinterested parties will be notified of any changes to the Scope of Work.This RFQ does not commit the City of Greenville to award a contract, to pay any cost incurred in thepreparation of a proposal, or to preclude the City of Greenville from canceling, in part or in its entirety,this RFQ, for sound, documentable, business reasons.Questions:Verbal questions are not allowed as part of this RFQ. All questions must be submitted by email tovmester@greenvillemi.org. Written answers will be distributed for all questions by email to all firms whohave indicated an interest in the project, have submitted qualifications or a question, and will be postedon the City of Greenville’s website www.greenville.org. The deadline for submitting questions is 5:00p.m. on Friday, November 14.Terms And Conditions:The City of Greenville complies with all Federal and State civil rights, equal opportunity, and fair housingrequirements of Title VI of the Civil Rights Act of 1964.All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction overthe project shall apply to the contract. The City of Greenville is exempt from federal, state, and localtaxes. The City of Greenville will not be responsible for any taxes levied on the respondent as a result of4the contract resulting from this RFQ. Protests must be submitted consistent with the City of Greenville’spolicy.The selected firm will contract with the City of Greenville. The selected company will receive a Notice toProceed upon award of the contract. The City of Greenville reserves the right to cancel the contract withthirty (30) days’ written notice.Indemnification:The selected firm shall indemnify, defend, and hold harmless the City of Greenville, its officers, agents,employees, independent contractors, the State of Michigan and all officers, agents, employees thereof:--from any and all claims by persons, firms, or corporations for labor, materials, supplies, or servicesprovided in connection with any contract awarded, which the offeror shall perform under the terms ofthis contract; and--from any and all claims for injuries to, or death of, any and all persons, for loss of or damage to property,environmental damage, degradation response and cleanup costs, and attorney fees or other relatedcosts arising out of, under, or by reasons of this RFQ, except claims resulting from the sole negligence orwillful acts or omissions of said indemnities, its agents or employees.5
