Multi-Award Sign Replacement Projects
Brief Description: MnDOT requests letters of interest for two standalone sign replacement projects. This Pre-qualification announcement will be used to award up to two separate professional/technical contracts. MnDOT anticipates that selected responders (up to two) will be awarded one contract per firm. The letters of interest will be used as a basis to award the remaining contracts for the projects below. It will be MnDOT’s decision how to divide these projects among the successful responders. State Project (SP) 6286-72 (Project A), a standalone sign replacement project along Trunk Highway (TH) 694 between the east junction with TH 35E in Vadnais Heights and TH 94 in Woodbury. The project includes sign replacement within the project limits, including one overhead truss structure and six bridge mounted sign structures, and associated guardrail impacts. SP 2789-201 (Project B), a standalone sign replacement project along TH 394 between Theo Wirth Parkway and Washington Ave in Minneapolis. The project includes sign replacement within the project limits.

The project includes sign replacement within the project limits.(CSS/CM Last Updated 05/05/2026)2Anticipated Project costs for Project B are anticipated not to exceed $200,000.00.Project GoalThe goal of these projects is to replace signs, markers, delineators, and extruded panel overlays to achieve MnDOT life cyclerequirements for sign replacement within the standards and guidelines of the current editions of the Minnesota Manual onUniform Traffic Control Devices (MN MUTCD) and MnDOT Traffic Engineering Manual. Overhead sign structures will alsobe replaced due to condition or age.Scope of Work and DeliverablesSee Exhibit C: Specifications, Duties, and Scope of Work, posted separately from this announcement, for the full scope ofwork. For purposes of this solicitation, there is no Exhibit A or B.Quality Management Plan (QMP) and Quality Assurance and Quality Control (QA/QC) Procedures.The successful responder will develop a project specific QMP that specifies how Contractor will perform QA/QC activitiesthroughout the duration of the project to ensure delivery of a quality product in a timely manner that conforms toestablished contract requirements. The successful responder will be required to submit the project specific QMP to State’sProject Manager for approval within five business days of Notice to Proceed.Responder RequirementsThe "Official List," identifies the consultants who are eligible to submit for this specific project. In order to be eligible as aresponder to submit a letter of interest to this project, the prime consultant must:1. Be pre-qualified in at least of one work type identified on the project,2. Be pre-qualified at the time the project is posted,3. Add value to the project, and4. Appear on the Official List posted with the project.If the responder meets the eligibility requirements above but is not pre-qualified for the remaining work types deemednecessary for project, they must make arrangements to subcontract with firms that are pre-qualified in those work types.When applicable, the responder must identify in the letter of interest their sub-consultant(s), and which work type(s) thesub-consultant(s) will be completing. A Breakdown of the Project Tasks, detailing the tasks, and how they will be completedc. Deliverable Due Dates and an Overall Project Scheduled. A List of Personnel Working on the Project, including details of each person’s role, by task4Artificial Intelligence. In its breakdown of each Project Task, responders must also disclose whether it intends to use anyartificial intelligence technologies, either directly or indirectly, to accomplish Project Tasks and if so, a detailed descriptionof such technologies and how they will be used.
