N O T I C E TO B I D D E R SWestern North Carolina School for the DeafCampus Repairs and Renovation ProjectSCO ID#: 25-29263-01ASealed proposals will be received by the Western North Carolina School for the Deaf inMorganton, NC, in the Main Building Large Conference Room (MB-LCR), Main Building, NorthCarolina School for the Deaf, 517 West Fleming Drive, Morganton, NC up to 2:00 pm June 30,2026, and immediately thereafter publicly opened and read for the furnishing of labor, materialand equipment entering into the construction ofWestern North Carolina School for the Deaf Campus Repairs and RenovationsCampus Repairs and Renovations include the replacement of exterior pole and buildingmounted exterior lighting systems and associated branch circuits, renovating the existing sportstrack and field to include replacing the existing track with a new 400 meter track, fine gradingand drainage improvements, new bleachers and sidewalks, and parking improvements.Bids may be mailed to: NC School for the Deaf, 517 West Fleming Drive, Morganton, NC28655, Attn: Drew Pollard, Main Building Rm 103. Packages must be clearly addressed, markedwith the Project ID and marked “Time Sensitive.” All bids must be received prior to the bid timelisted above. The bidder assumes all responsibility as to the owner’s receipt of their bid.Bids will be received for Contract type –single prime. Questions must bereceived by 2:00 PM on June 18, 2026 to allow addressing by addendum.Complete plans, specifications and contract documents will be open for inspection in the officesof McGill Associates, PA and in the plan rooms of the Associated General Contractors,Carolinas Branch, in the local North Carolina offices of McGraw-Hill Dodge Corporation, and inthe Eastern Regional Office of Reed Construction Data in Norcross, GA and in Minority PlanRooms in Hispanic Contractors Association of the Carolinas (HCAC) in Winston-Salem,Charlotte and Raleigh Areas – 877-227-1680; or may be obtained by those qualified as primebidders, upon payment of $250 dollars in cash or certified check.NOTE: The bidder shall include with the bid proposal the form Identification of MinorityBusiness Participation identifying the minority business participation it will use on the projectand shall include either Affidavit A or Affidavit B as applicable. (GS143-128.2c Effective 1/1/2002.)All contractors are hereby notified that they must have proper license as required under thestate laws governing their respective trades.SCO-Notice To Bidders 2010 – (Updated Dec. 2010)General contractors are notified that Chapter 87, Article 1, General Statutes of North Carolina,will be observed in receiving and awarding general contracts. General contractors submittingbids on this project must have license classification for: N/A – see Exemption below.NOTE--SINGLE PRIME CONTRACTS: Under GS 87-1, a contractor that superintends or managesconstruction of any building, highway, public utility, grading, structure or improvement shall be deemed a“general contractor” and shall be so licensed. Therefore a single prime project that involves other trades willrequire the single prime contractor to hold a proper General Contractors license. EXCEPT: On public buildingsbeing bid single prime, where the total value of the general construction does not exceed 25% of the totalconstruction value, contractors under GS87- Arts 2 and 4 (Plumbing, Mechanical & Electrical) may bid andcontract directly with the Owner as the SINGLE PRIME CONTRACTOR and may subcontract to other properlylicensed trades. GS87-1.1- Rules .0210Each proposal shall be accompanied by a cash deposit or a certified check drawn on somebank or trust company, insured by the Federal Deposit Insurance Corporation, of an amountequal to not less than five percent (5%) of the proposal, or in lieu thereof a bidder may offer abid bond of five percent (5%) of the bid executed by a surety company licensed under the lawsof North Carolina to execute the contract in accordance with the bid bond.
