Description: OFFICIAL PUBLICATION AND INVITATION TO BID Dubuque Regional Airport Commission Public Improvement Project Dubuque Regional Airport, Dubuque, Iowa Sealed bids for the work comprising the improvement as stated below must be received before 11:00 a.m. (local time), May 13, 2025 in the Office of the Airport Director located at 11000 Airport Road, Dubuque, Iowa 52003. Sealed bids will be publicly opened, read aloud, and tabulated for furnishing all labor, materials and equipment and performing all work necessary for the Dubuque Regional Airport: Relocate Taxiway A – Phase 3 Construction Project will include: Demolition and construction of taxiway pavement with associated grading, drainage improvements, airfield electrical installation, concrete paving, and other related site work. Approximate quantities include 18,000 CY of unclassified excavation, 15,000 SY of pavement removals, 10,400 SY of concrete pavement section, 10,100 LF of compression joint seals, and 1,700 LF of storm sewer. The Engineer’s opinion of probable construction cost is $3,850,000 and $4,250,000. There is no cost to the bidder for utilizing the DFS service. Printed copies of the Bidding Documents may be obtained from Tri-State Blueprint (563-556-3030), upon depositing the refundable sum of $50.00 per printed set of documents, or receipt of AGC, AMC, AMEC, MBI, or NECA card. A pre-bid conference will be held on Wednesday, April 30, 2025 at 11:00 am via Microsoft Teams or conference call format only. Attendance of the pre-bid is encouraged but is not mandatory. Each proposal must be accompanied by a bid guarantee in the amount of five (5) percent of the total amount of the bid. The bid guaranty may be by certified check or bid bond made payable to: Dubuque Regional Airport. Bids may be held by the Dubuque Regional Airport Commission for a period not to exceed 30 days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. Award of contract will be contingent on receipt of Federal funding, and the awarded Bid may be held for 120 days before a contract is signed. The Dubuque Regional Airport Commission reserves the right to reject any or all bids or to waive any informalities or minor irregularities or to re-advertise for bids. This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The Owner has established a contract goal of 2.00 percent participation for small business concerns owned and controlled by qualified Disadvantaged Business Enterprises (DBE). Disadvantaged Business Enterprises are encouraged and shall have all opportunities to participate in the contract.
