Project Description: The City of Roswell (the “City”) and Roswell Downtown Development Authority (the ”DDA”), collectively the City Entities, issue this Request for Proposals (“RFP”) for Construction Manager at Risk preconstruction services and construction services for the construction of the Hill Street Mixed-Use Parking Deck and Townhome Pads (the “Scope”). The Scope includes select components of the Hill Street Mixed-Use Development (the “Project”), and both the Scope and the Project are further described below. Pre-construction activities will be managed by Atlantic Companies Roswell Manager, LLC, an affiliate of the Atlantic Companies, acting as the development manager (“Development Manager”) for the parking deck design and pre-construction coordination, though Development Manager will not be under formal contract until Master Development Agreement is executed upon other transactions. The purpose of this Request for Proposal is to identify and select a construction manager (the “CM”) to provide Construction Manager at Risk (“CMAR”) preconstruction services and construction services related to the Scope. The City Entities and Development Manager will then work with the CM and design team to finalize the design and construction documents for the Scope such that a Guaranteed Maximum Price (“GMP”) contract can be executed between the DDA and the CM for the construction of the Scope.
