Comprehensive One Stop Career Center Provider for Youth Services
The UCWDB will utilize a competitive contracting process to procure the listed services pursuant to N.J.S.A. 40A:11-4.1 et seq. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4.
Workforce Innovation & Opportunity Act (WIOA) funding, provided entirely (100%) by the United States Department of Labor, is being used to solicit proposals through this Request for Proposals (RFP). The RFP seeks a single service provider to furnish Comprehensive One-Stop Career Center Youth Services for both Out-of-School and In-School Youth. For Out-of-School Youth, ages 16-24 years, who are currently not enrolled in school, the services are targeted to provide an academic program for at-risk youth, ensure access to all 14 WIOA program elements including work experience opportunities, and support participants in achieving a high school diploma. For In-School Youth, ages 14-21 years, who are currently enrolled in school, the services are targeted to provide an academic program for at-risk youth and ensure access to all 14 WIOA program elements, including work experience opportunities.
Funding allocations governed by this public notice will be included in the Request for Proposals. Successful Proposers must demonstrate current or future service delivery capabilities to serve youth and adults in Union County effectively.
The Request for Proposals may be obtained online as of Monday, November 4, 2024, at http://ucnj.org/vendor-opportunities/rfqs-and-rfps/current/ .
All questions regarding the Request for Proposals must be made in writing directed to Kraig M. Dowd at kraig@weberdowdlaw.com . Written questions will be accepted through 4:00 PM, EST Wednesday, November 13, 2024. Questions submitted after this date and time may not be answered by the Union County Workforce Development Board to assist all proposers in timely submitting their proposals. Questions will be responded to no later than 4:00 PM EST on Wednesday, November 20, 2024.
All information requested in the Request for Proposals must be provided or the proposal shall be disqualified. Proposals must follow the format outlined in the Request for Proposals Application Instructions. No alteration of the Request for Proposals format or an additional cover page is permitted. Proposals must be sealed and LABELED “Comprehensive One Stop Career Center Provider for Youth Services”. Proposals must be made in the form required by the Request for Proposals specifications and one (1) original, and 1 (one) PDF electronic copy on a Thumb Drive must be received via postal mail, hand delivery or commercial carrier no later than Wednesday, December 4, 2024 at 11:00 AM EST. Proposals may be submitted prior to the deadline. The Union County Workforce Development Board will not be responsible for late delivery by the U.S. Mail or any other carrier. If delivered by hand, you will not receive confirmation of delivery. No late proposals will be accepted. Proposals submitted by fax or e-mail will not be accepted.
The Union County Workforce Development Board reserves the right to reject all proposals, to waive any informality in the Request for Proposals process, and to accept any proposals which, in their judgment, are most advantageous, price and other factors considered, and will best serve the interest of the Union County Workforce Development Board.
Proposers are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.
