Expression of Interest for Professional Services for: Transportation Action Plan - Consultant Services related a Safe Streets for All project being administered in collaboration between the Town of Christiansburg and the New River Valley Regional Commission (NRVRC) will be received by THE TOWN OF CHRISTIANSBURG, VIRGINIA at the office of the PROCUREMENT OFFICER, at 100 East Main St, Christiansburg, VA until 3:00 PM local time on May 26, 2026.
The Town has identified the need to formulate and implement the use of a strategic Transportation Action Plan that will enable local partners to secure funding that improves the safety of transportation systems and save lives. Federal Highway Administration funding from the Safe Streets and Roads for All (SS4A) program will support more thorough crash analyses, active transportation remediation, identify high injury networks and safety hot spots. The Town has partnered with the New River Valley Regional Commission to complete the Transportation Action plan development. The selected A/E firm will collaborate with Town and New River Valley Regional Commission (NRVRC) staff to develop systemic improvement actions and location prioritization. Data analyses and conceptual design solutions will be utilized to support a robust public engagement strategy that will include surveys, town halls, working groups, and stakeholder collaboration.
If proposals are hand delivered or mailed , they must be delivered to the Town of Christiansburg Purchasing Office, 100 East Main Street, Christiansburg, VA 24073. It is the bidder’s responsibility to confirm that all bids are received by the Town’s Procurement Officer prior to the time stated above. Sealed bids should be returned in a sealed envelope clearly marked, “ RFP 26500025 – Safe Streets for All (SS4A) Transportation Action Plan Project ” and addressed to Tara Vance, Procurement Officer. The bidder’s name should be clearly marked on the outside of the envelope.

Adherence to these standards iscritical because the Town plans to apply for funding through this source and other funding opportunities forsafety improvement project funds in subsequent years. The development of the strategic transportation actionplan must:• be data driven – using the best available incident history to support emphasis topics and hazardouslocations• identify transportation safety issues, High Injury Networks, System Counter Measures, etc.• prioritizes activities with benefit/cost to address the issues• identify potential funding sources to implement the activitiesII. Procurement Schedule and Evaluation Criteria and Technical PresentationsTown of Christiansburg, in its sole discretion, reserves the right to modify the tentative procurement scheduleas shown on the Executive Summary as it finds necessary. Offerors who submit a proposal in response to thisRFP may be required to give a technical presentation of their proposal to the agency. This provides anopportunity for the Offeror to clarify or elaborate on the proposal. This is a fact-finding and explanation sessiononly and does not include negotiation. Technical presentations are an option of Town of Christiansburg andmay or may not be conducted. TheOfferor’s EOI must meet all requirements established in this RFP. Failure to meet an RFP requirement mayrender a EOI non-responsive as solely determined by Town of Christiansburg. EOI submittals are to bereceived no later than May 26, 2026, by 3pm EST. Responses received after this date and time will not beconsidered. An Offeror shall not submit more than one EOI in response to this RFP, otherwise the Offeror shallbe disqualified.Town of Christiansburg reserves the right to alter the project delivery method at any time during the contractperiod.
