The County intends to award one (1) contractto a single vendor.2.0 COMPETITION INTENDEDIt is the County's intent that this RFP permits competition. It shall be the Offeror'sresponsibility to advise the Purchasing Agent in writing if any language, requirement,specification, etc., or any combination thereof, inadvertently restricts or limits therequirements stated in this RFP to a single source. Such notification must be receivedby the Purchasing Agent not later than fifteen (15) days prior to the acceptance datefor proposals.3.0 BACKGROUND INFORMATION3.1 Hal and Berni Hanson Regional ParkHal and Berni Hanson Regional Park (Park) opened in September 2022.The Park includes sports fields, picnic pavilions, a skate park, forested trails,and fishing ponds. At the heart of the Park is a large Nature Center whichis ideally located adjacent to the forested trails, fields, outdoor classroom,and the largest pond in the Park.The Hanson Park Nature Center opened in November 2022 and provides aspace for environmental education through exhibits, activities, andstructured programs. The Nature Center is intended to inspire lastingempathy toward nature through education that encourages curiosity,exploration, and action.The Hanson Park Nature Center’s exhibit space consists of two (2) rooms,divided by large glass accordion doors, which are equipped to containdiverse exhibits and activity spaces. The exhibits will occupy the largerexhibit space and will complement both the building design as well as theunique needs of the Nature Center’s operations. Services for the exhibitdesign were previously solicited via a separate County process. Theexhibits were originally designed by Ion Design as shown in the additionaland separate attachments to this RFP, see Attachment 1 – Exhibit DesignPackage; Attachment 2 – Hal Berni Graphics Layout Package; Attachment3 – Display Objects; Attachment 4 – Electronic Media; andAttachment 5 – Interactive Elements Descriptions. The installed exhibitsshould be durable and structurally secure for daily use by patrons as youngas two (2) years old. The design of the Nature Center facility also includesrestrooms, offices, and a covered porch that encircles the entire building.The Department of Parks, Recreation, and Community Services (PRCS)staff are intent on introducing exhibits designed to cultivate anHanson Park Nature Center Exhibits - REISSUERFP #RFQ 688001Page 4 of 42understanding of local environments and the impacts that humans can haveon the world around them.3.2 Budget and ScheduleThe current budget for the fabrication and installation of the exhibits is$300,000. PRCS staff may consider bids exceeding this budget whenreasonable justification is provided.Additional funding over and above the amount currently budgeted for exhibitdesign may become available between now and the completion of theproject. During the exhibit fabrication process, the Fabricator is invited tomake suggestions for additional or alternate exhibit materials and/or layoutsthat would enhance the visitor experience, but that cannot beaccommodated within the scope of the current budget.A firm is anticipated to be selected prior to April 1, 2026 with preliminarydevelopment meetings being scheduled for early May 2026. Due to thedesire to keep the Nature Center open to the public throughout the project,the installation could be implemented in a phased approach as outlined inSection 5.1 of this RFP.4.0 OFFEROR’S MINIMUM QUALIFICATIONSOfferors must demonstrate that they have the resources and capability to providethe materials and services as described herein. All Offerors shall submitdocumentation with their proposal indicating compliance with the minimumqualifications. Failure to include any of the required documentation may be causefor proposal to be deemed non-responsible and/or outright rejected.The following criteria shall be met in order to be eligible for this Contract:4.1 The Offeror shall provide a sample, in PDF format or a link to an onlineportfolio, demonstrating successful experience in the fabrication of at leastone (1) exhibit with a similar look and feel to the County’s current design(i.e., children's space, nature themed, bright and simplistic style).4.2 The Offeror shall provide a sample, in PDF format or a link to an onlineportfolio, demonstrating successful experience in the installation of at leasttwo (2) exhibits within a footprint of less than two thousand (2,000) squareft.4.3 The Offeror shall provide a sample, in PDF format or a link to an onlineportfolio, demonstrating successful experience in the installation of at leasttwo (2) exhibits with a predominantly mechanical style interactive.5.0 SCOPE OF SERVICESAll proposals must be made on the basis of, and either meet or exceed, therequirements contained herein.The services to be provided by the Contractor shall include, but not be limited to, therequirements contained herein.Hanson Park Nature Center Exhibits - REISSUERFP #RFQ 688001Page 5 of 42
