EBMUD is soliciting proposals from qualified professional engineering consultants to assist staff in analyzing and recommending biosolids management alternatives.
EBMUD intends to award a one-year contract (with an option to renew for a one-year term) to the Proposer(s) who best meet the requirements.
Please respond to this RFP no later than 4:00 p.m. on Friday, April 17, 2026. Completed proposals must be submitted electronically via email to Rebecca Overacre ( rebecca.overacre@ebmud.com )*. Hardcopy proposals will not be accepted.
*The District's email has limitations on attachment size. Make sure your response is less than 25 megabytes. If the file exceeds the limit, you will need to send multiple emails. Proposers are solely responsible for ensuring timely delivery of the proposals. The District shall not be responsible for any issues related to transfer of the files through email.

STATEMENT OF WORKA. SCOPEIt is East Bay Municipal Utility District’s (District’s) policy to promote the beneficial,sustainable, and cost-effective use of biosolids (Policy 8.02 – Biosolids Management).The District produces approximately 75,000 wet tons per year of Class B biosolids at theMain Wastewater Treatment Plant (MWWTP), which are safe for beneficial use as soilamendments under strict handling protocol per U.S. Environmental Protection Agencyregulations. Biosolids are produced 365 days per year with an average of 200 wet tonsor eight truckloads per day. Those biosolids are currently managed by a single outsidevendor from truck loading at the MWWTP in Oakland, California, to the point ofbeneficial use. To expand the portfolio of biosolids management options beyond thecurrent all-inclusive outsourcing of land application and composting services, the Districtseeks proposals for Professional Services to assist staff in analyzing and recommendingbiosolids management alternatives.The drivers for this work are multiple:1) The number of vendors capable of handling biosolids in the past practice of landapplication and composting has dwindled due to consolidation of the biosolidsmanagement business in California. Competitively bidding biosolids managementcontracts in the future will not be possible, due to the lack of firms capable ofbidding for the services.2) The San Jose-Santa Clara Water Reclamation Facility is in transition from dryingtheir biosolids in drying beds to producing Class B dewatered biosolids on a dailybasis similar to the District. This will add up to 100,000 wet tons per year ofbiosolids production in the Bay Area, which reduces available capacity at existingbiosolids-receiving facilities and potentially increases costs for services.3) The District has established a goal to become carbon neutral by 2030. There ispotential opportunity to obtain carbon offsets or sellable carbon credits throughbiosolids handling. Some biosolids handling methods sequester carbon and thuscould be used toward this goal.4) Beneficial use of biosolids on farmland requires buy-in from landowners, whotypically differ from the farmers who work the land. Landowners have fewerincentives to beneficially use biosolids and anecdotal evidence suggestsincreasing reluctance to do so. The District could benefit from owning farmlandto guarantee biosolids land application availability.RFP NO. ####Page 3BIOSOLIDS MANAGEMENT ALTERNATIVESThe scope of work includes analysis of the following topic areas:• Topic 1 - in-house management of land application practices• Topic 2 - construction of a biosolids storage facility• Topic 3 - construction of a biosolids compost facility• Topic 4 - rail or barge transportation of biosolids• Topic 5 - carbon market potential• Topic 6 - other beneficial use proposalsThe scope of each topic area is described in more detail in Exhibit B.To maximize opportunities for the best consulting expertise, Proposers are not requiredto propose on the entire project. They are encouraged to submit on a single topic ormultiple topics. Each topic will be scored separately. There will be no extra pointsscored for proposers who are capable of multiple tasks. Proposers who submit for all ormultiple tasks can still be selected to perform a portion of the work even if the Districtselects a different proposer for some of those tasks. One or more Proposers may beselected for the work.It is the intent of this RFP and its terms and conditions to describe requested services tostudy Biosolids Management Alternatives. See Exhibit B – Scope of Work for adescription of the desired services and potential tasks.The District intends to award a one-year contract (with an option to renew for a one-year term) to the Proposer(s) who best meets the District’s requirements.B. PROPOSER QUALIFICATIONS1. There are no minimum qualifications for proposers on this RFP. However, it isexpected that proposers will have professional experience in the topic on whichthey propose and that proposers will exhibit this experience in their proposals.2.
