Project Description Excavation and construction of a third clarifier and associated yard piping, addition of a new RAS/WAS pump, and replacement of two existing RAS/WAS pumps. Construction of new clarifier splitter box and demolition of existing splitter box. Upsizing of existing secondary effluent (SE) piping and addition of SE manhole (Additive Alternate No.1). Support the rehabilitation of two existing clarifiers by cleaning the existing tanks, concrete repair as identified during cleaning, and coating of the concrete in the existing tanks. Work will include, but not be limited to, excavation, concrete work, site grading and SCADA upgrades with programming performed by Owner’s SCADA programmer.

PUMP STATION IMPROVEMENTS

THIS AGREEMENT, made and entered by and between CITY OF BULLHEAD CITY an Arizona municipal

corporation, hereinafter designated the “CITY” and _______________, Inc., an Arizona Corporation,

hereinafter designated the "CONTRACTOR.”

RECITALS

A. The City Manager of the City of Bullhead City, Arizona, is authorized and empowered by approval of the

City Council to execute this contract for construction services.

B. DESCRIPTION OF PROJECT

Excavation and construction at the Section 10 WRP of a third clarifier and associated yard piping, addition

of a new RAS/WAS pump, and replacement of two existing RAS/WAS pumps. Construction of new

clarifier splitter box and demolition of existing splitter box. Upsizing of existing secondary effluent (SE)

piping and addition of SE manhole (Additive Alternate No.1). Support the rehabilitation of two existing

clarifiers by cleaning the existing tanks, concrete repair as identified during cleaning, and coating of the

concrete in the existing tanks. Work will include, but not be limited to, excavation, concrete work, site

grading and SCADA upgrades with programming performed by Owner’s SCADA programmer.

C. The Contractor has represented to the City the ability to construct the Project and based on this

representation the City has engaged _______________________________ to construct the Project.

AGREEMENT

NOW THEREFORE, for and in consideration of the mutual covenants and considerations hereinafter

contained, it is agreed by and between the City and the Contractor as follows:

Sealed bids for the project specified will be received by the Bullhead City Clerk’s Office at the First Floor

Receptionist Desk, 2355 Trane Road, Bullhead City, Arizona, 86442-5966 on the time and date specified.

Bidders shall submit one original of their bid. Bids received by the correct time and date will be opened and

read aloud shortly thereafter in the City of Bullhead City, City Clerk’s office.

Bids must be in the actual possession of the City Clerk’s office on or prior to the exact time and date indicated

above. Late bids will not be considered under any circumstances.

Bids must be submitted in a sealed opaque envelope with the Project Name and the bidder's name and

address clearly indicated on the envelope. All bids must be completed in ink or typewritten on the form

contained within the specifications titled Invitation for Bid.

constitute an amendment to the IFB. Only those plan holders registered with the City of Bullhead City will

receive any modifications to the plans, specifications and bid documents and any notices that are issued

during bidding. The City of Bullhead City reserves the right to accept or reject any or all responses or parts

am, Arizona Time. Representatives of the Owner will be present. City of Bullhead City reserves the right to

accept or reject any or all bids or any part thereof and waive informalities deemed in the best interest of the

City.

1.1 RECEIPTS AND OPENING OF BIDS The City of Bullhead City, Arizona, (hereinafter called the

"Owner” or the “City") invites Bids on the form attached hereto for the SECTION 10 WRP CLARIFIER

3 AND RAS/WAS PUMP STATION IMPROVEMENTS, 26-U-004. All blanks must be appropriately

filled in. The bidder shall also complete and submit a form listing proposed subcontractors as

enclosed herein. Bids for this project will be received by the City Clerk’s Office at the City of Bullhead

City, 2355 Trane Road, Bullhead City, Arizona 86442-5966 until 3:30 PM. Arizona Time January 14,

2026, where the Bids will be publicly opened and read aloud shortly thereafter.

The Owner may, at its option, waive immaterial errors or omissions in bids not prepared and

submitted in accordance with the provisions of this Invitation for Bids and/or the requirements of the

City’s procurement ordinance or, alternatively, may reject any and all bids not prepared and submitted

in accordance with the provisions of this Invitation for Bids and/or the requirements of the City’s

procurement ordinance. Any Bid may be withdrawn prior to the above scheduled time for the opening

of Bids or authorized postponement thereof. Any Bid received after the time and date specified shall

not be considered. No bidder may withdraw a Bid within 90 calendar days after the actual date of the

opening thereof.

1.2 PREPARATION OF BIDS Each Bid must be submitted on the prescribed Form. All blank spaces for

Bid prices must be filled in, in ink or typewritten, in both words and figures.

Each Bid must be submitted in a sealed opaque envelope bearing on the outside the name of the
