Bid Requirements-BIDDING SPECIFICATIONSforDRAINAGE AREA MOWING• Any contractor wishing to bid the Drainage Areas must contact Public Works Department- Shane Wells 918-272-4959to meet for a site visit prior to bidding.• Bids will be received until 10:00 A.M. on Friday, February 27, 2026.• Bids received in person or by email must be clearly marked “Drainage Area Mowing” on the outside of the envelopeor subject line and delivered to Krystal Amberg at kamberg@cityofowasso.com or delivered to 200 South MainStreet, Owasso, Oklahoma 74055 Attn: Public Works Division.• The City reserves the right to reject any bids. All bids will be considered irrevocable offers under conditions specificfor a period of thirty (30) calendar days from the bid submittal deadline.• Liability insurance is required for the mowing of City drainage and right of ways. The contractor will need to provideto the City of Owasso a copy of their Certificate of Insurance showing the amount of coverage and the term of thepolicy. The minimum amount of coverage is One Million Dollars.• Any contractor wishing to bid shall submit minimum of 3 references with the bid submittal.• Contractor can submit a bid for one or more of the six mowing locations. Each location should be quoted separately,on the included separate bid formsMowing Specifications-1. Mow the entire designated area(s) with a “brush hog type” mower. All grass should be cut 4-5 inches in height, (noturf will be scalped). There shall be no mowing when there is significant moisture to cause ruts to be made on surface.(NO MOWING OF ANY PROPERTY SHALL BE PERFORMED ON OZONE ALERT DAYS)2. Contractor will be responsible for “trimming” all ditches, steep hills and slopes; around all trees, utility meters,pedestals, manholes, drainage structures and fences. All “trimming” will be performed to the water’s edge. Litter must bepicked up prior to mowing. Accidental mowing of trash must be picked up. All grass clippings will be blown off ofroadways and sidewalks. Clippings shall be blown back into vegetation areas for continued nutrients. Grass shall not beblown into roadways, storm drains or drainage areas.3. The City is requiring the Drainage Areas to be mowed once approximately every 5 weeks up to 6 times per growingseason.4. The mowing will begin April 13, 2026 and continue through October 15, 2026. Additional mowing may be requiredafter October 15, 2026, depending upon the actual growing season, and will be at the sole discretion of the City.5. When mowing is postponed due to rainfall or Ozone Alert days, the contractor must communicate with the City ofOwasso and agree upon date to continue.6. Mowing shall not be done prior to 7:00 am or after 7:00 pm.7. After each mowing, contractor must call (918) 272‐4959 immediately to report that mowing has been completed forinspection. All work must be called in or payment may be delayed for the mowing period.8. Invoices must be turned in by the last day of each month for that month’s work in order to receive payment followingthe second City Council meeting of the next month.9. Contractors shall notify City of Owasso – Public Works, of any downed trees or limbs within the drainage areaimmediately upon finding.10. Contractors awarded bids for the 2026 growing season, shall be given the option of mowing the same property duringthe 2027, 2028 and 2029 mowing seasons at the 2026 bid price should the City decide to continue to contract out themowing for those years. Contractors will be contacted by the City prior to January 15 each year and required to execute anew contract for that mowing season.
