Description: The Town of Hope Mills is soliciting informal bids for the repair and replacement of a failed retaining wall and asphalt trail section as well as storm drain improvements and concrete paving near Adcox Cemetery Street in Hope Mills, North Carolina. Sealed bids will be received by the Town of Hope Mills, North Carolina, located at 5770 Rockfish Rd, Hope Mills, North Carolina 28348, through Thursday, June 18, 2026, 2 p.m.  Immediately thereafter, all bids will be opened and read for the furnishing of all labor, material, equipment, supplies, and supervision for the construction of the Hope Mills Municipal Park Trail Repairs Project. bids. Pursuant to the General Statutes of North Carolina, Section 143-129, separate sealed bids

Hard copy plans and specifications of the proposed work will be on file in the office located at

5770 Rockfish Rd, Hope Mills, North Carolina, during the usual office hours, and available to

prospective bidders upon request. The Town of Hope Mills is an equal opportunity municipality

and invites small and minority contractors to bid.

INSTRUCTIONS TO BIDDERS

Written questions will be received by Elisabeth Brown, with the Town of Hope Mills, at

eabrown@townofhopemills.com and Cameron James, Engineer of Record, at

James@McAdamsco.com. Questions will be accepted until Friday, June 12th, 2026, 5 p.m.

Proposals, to be entitled to consideration, must be in accordance with the following

instructions:

1. PROPOSALS:

Proposals must be made in strict accordance with the "Form of Proposal" provided

herein, must not be detached from these documents and all blank spaces for bids and

alternates properly filled in. Numbers shall be stated both in writing and in figures,

where applicable, and the complete form shall be without any lineation, alterations, or

erasures. In accepting the proposal, the TOWN will assume that no such alterations

have been made and if they appear afterwards, they shall not be binding upon either of

them.

Any modifications to the Form of Proposal (including alternates) will disqualify the bid

and may cause the bid to be rejected.

The CONTRACTOR shall fill in the Form of Proposal as follows:

a. If the documents are executed by a sole Owner, that fact shall be evidenced by

the word "Owner" appearing after the name of the person executing them.

b. If the documents are executed by a partnership, that fact shall be evidenced by

the word "Partner" appearing after the name of the partner executing them.

c. If the documents are executed on the part of a corporation, they shall be

executed by either the President or the Vice-President and attested by the

Secretary in either case, and the title of the office of such persons shall appear

after their signatures. The seal of the corporation shall be impressed on each

copy of the documents.

d. All signatures shall be properly witnessed.

Proposals shall be addressed as indicated on the Advertisement for Bids and shall be

delivered enclosed in an opaque sealed envelope, marked "Proposal" and bearing the

title of the work, the bid number, the name of the BIDDER, and the BIDDER'S license

number.

It shall be the specific responsibility of the BIDDER to deliver its bid to the proper official

at the appointed place and prior to the announced time for the opening of bids. Later

delivery of a bid for any reason, including delivery by United States Mail, shall disqualify

the bid.
