INSTRUCTIONS TO BIDDERS1.1 RFP TimelineRelease of Request for ProposalQuestions to be submitted via EmailAddendum to be Issued, if requiredProposal Submission DeadlineJanuary 16, 2026January 20, 2026, 2:00PMJanuary 21, 2026January 26, 2026, 4:00PM1.2 Proposal Submission:To be considered, all proposals must be submitted in the manner set forth in the RFP. It is theResponder’s responsibility to ensure that its/their proposal arrives on or before the specifiedtime. Proposers shall provide one (1) hard copy in a SEALED envelope and one (1) PDFelectronic copy sent via email to the Purchasing Representative, Patricia Zavala, atpzavala@cityofventura.ca.gov. If discrepancies are found between the hard copy and thePDF, the hard copy will provide the basis for resolving such discrepancies. If no documentcan be identified as the original, proposal may be rejected at the discretion of the City.No oral, telegraphic, electronic, facsimile, or telephonic proposals or modifications will beconsidered in the absence of a hard copy sealed proposal.Proposals received after the scheduled submittal deadline will be returned. Proposalspostmarked prior to submittal deadline, but received after the deadline, will be returned.1.3 Question and Answer Period:All questions regarding this Request for Proposal (RFP) shall be submitted via email to PatriciaZavala, at pzavala@cityofventura.ca.gov PRIOR to January 20, 2026, at 2:00 PM. Anyquestions submitted after the deadline shall be rejected. All questions will be answered in theform of an addendum.1.4 Proposal Format:Proposals must be submitted in the format described in the Proposal Format andRequirements Section No. 3.2. Proposals must be complete in all respects as required in theProposal Format and Requirements Section. Proposals are to be prepared in such a way asto provide a straightforward, concise description of capabilities to satisfy the requirements ofthe RFP. Expensive binding, colored displays, promotional materials, etc., are not necessaryor desired. Emphasis should be concentrated on conformance to the RFP instructions,responsiveness to the RFP requirements, and on completeness and clarity of content. Aproposal may not be considered if it is conditional or incomplete.1.5 Insurance Requirements:Successful firm shall provide insurance as noted in Attachment “D.”Request for Proposal No. P-1300008661.6 Agreement Prices:At any time during the course of this anticipated contract the City may alter the Scope of Work,making changes to the assignments and times indicated, and/or adding or deletingassignments as deemed necessary. The City and firm will negotiate changes to the contractpricing accordingly.1.7 Firm Fixed Price Per TonThe Firm Fixed Price Per Ton is not subject to adjustments.1.8 Award of ContractThe City reserves the right to award one or more contracts based on the proposals submitted.1.9 Terms and ConditionsSuccessful firm shall agree to the City’s Terms and Conditions for Supplies andNon-Professional Services.1.10 Subcontracting:No Subcontracting any portion of Contractor’s duties under this agreement without priorwritten consent of the City.1.11 Communication with City Staff or Elected City Representatives:Any communication with City staff or City Elected Representatives, except for the Purchasingand Contracts Division, regarding this RFP is prohibited. SCOPE OF SERVICES2.1 IntroductionThe City of Ventura is seeking bids from qualified contractors for the removal of stormrelated wood debris from City owned beach between the Ventura Pier and the restroomfacility at Surfer’s Point, Pierpont Beach from Greenock Lane to San Pedro Street, andMarina Park beach.2.2 BackgroundThe primary purpose of this scope of work is to maintain the public health, safety, andeconomic recovery of the City of Ventura (“City”) during the response to an exigent situation,as well as to restore the public areas to a normal condition. The Contractor understands andagrees that the removal of storm related wood debris in the most expeditious mannerpossible is of the utmost importance and it will make every effort to complete allrequirements of the Contract in the shortest time possible.The work to be performed under the Contract shall consist of collection, removal, recycling,and/or disposal of the wood debris caused by the disaster. The Contractor shall not be paidto remove, process or dispose of debris that is unrelated to disaster damage, without writtendirection from the City.2.3 General RequirementsThe Contractor shall dispose of all debris, reduced debris, and other products of the debrismanagement process in accordance with all applicable federal, state and local laws,standards and regulations. All debris shall be disposed of at facilities approved by the Cityand permitted by the Regional Water Quality Control Board, Local Enforcement Agency,and California Department of Resources Recycling and Recovery as applicable. Contractormust have the experience, equipment, manpower, permits and licenses to perform all stormrelated debris removal services. The Contractor and the Monitor representative assigned tothe disposal process shall maintain disposal records and documentation. Contractor isresponsible for making their own arrangements with organics processing and/or landfilllocations including, but not limited to, extended hours of operation and billing.Contractor acknowledges and understands that any disposal, removal, transportation orpick-up of any materials not covered in this scope of work shall be at the sole risk of theContractor. Contractor understands that it will be solely responsible for any liability, fees,fines, claims, etc., which may arise from its handling of materials not covered by this scopeof work.
