Qualified Proposers will, prior to the submission of ,demonstrate established, full-service lobbying operations in the Washington, D.C. area within at least the past five (5) consecutive years. Staff assigned to SMUD projects will, by agreement with the client, be fully qualified, professional lobbyists, appropriately registered with the requisite offices of the U.S. Congress.
