The general scope of workconsists of the following:Renovations & Additions to East Jackson Middle School• Construction of a new classroom wing (approximately 12 classrooms)• Construction of a classroom addition (approximately 4 classrooms)• Modifications of existing restrooms• Construction of a new storage addition adjacent to the existing gymnasium• Renovations and Additions to the existing Band & Chorus rooms• Construction of an addition to the existing Cafeteria• Miscellaneous modifications to existing doors• Rerouting of the existing sanitary system to an on-site lift station and installation of a force mainrouted to the East Jackson High School septic systemAdditions to East Jackson Elementary School• Construction of a new classroom wing (approximately 11 classrooms)Addition to West Jackson Middle School• Construction of a new storage addition adjacent to the existing gymnasiumThe construction budget of the project is $16,000,000 Construction of the project is anticipated tocommence in July 2026, with work to be completed in June 2027.A mandatory pre-proposal meeting will be held on March 12, 2026 @ 10:00 am at East Jackson MiddleSchool at 1880 Hoods Mill Rd, Commerce, Georgia 30529. Proposals submitted from CM’s that do notattend the conference will NOT be accepted.The Jackson County School System plans to select the most qualified Construction Management Firm(hereinafter referred to as CM) to enter into a CM at Risk contract for the construction for the abovereferenced project. The proposed fee to be submitted as a part of the CM Proposal will include“Overhead and Profit” to be awarded as a percentage and “General Conditions” awarded on a fixed fee.The services to be performed by the CM will have as their objective the efficient, economical, andtimely delivery of the project by managing the construction of the project within the time and costlimitations and within established quality requirements. The services will be performed during the pre-construction phase, construction phase and post construction phase including working with the owner inestimating, value engineering, arrangements of bid packages, bidding and award of the trade contracts,and management of construction until occupancy is achieved, and implementing the one (1) yearwarranty and one (1) year warranty inspection.2The procedures for public works construction contracts as established by the Georgia Local GovernmentPublic Works Construction Law, O.C.G.A., 36-91-1 shall be followed. Final selection will be made inaccordance with the policies and administrative directives of the School District and any other statutoryprovisions.Responses must be received by the Jackson County Board of Education at 1660 Winder Highway,Jefferson, Georgia 30549 on or before 2:00 p.m. Eastern Standard Time on March 26, 2026, after whichtime and date they will no longer be accepted. Late responses will be returned unopened and will not beconsidered. Proposal documents will not be sent to plan rooms. All documents,including any addendum will only be posted at the office of Southern A&E and at their online planroom.Site visits to inspect the site can be arranged by appointment. Southern A&E will coordinate withJackson County Schools to schedule the visits. It is the respondent's responsibility to arrange andconduct any necessary site visits to familiarize themselves with existing conditions.Jackson County School System reserves the right to amend this RFP prior to the proposal due date. Allamendments and additional information will be e-mailed to proposers of record and posted to theJackson County School System’s website, https://www.jacksonschoolsga.org. Proposers should checkthis web page frequently for new information.Submission of a proposal authorizes Jackson County School System to make inquiries concerning theproposer and its officers, agents, and representatives to any persons or firms deemed appropriate byJackson County School System.Proposals are subject to the Georgia Open Records Act. Jackson County School System cannot protectproprietary data submitted in proposals.Submission of proposals indicates Respondent’s acceptance of the evaluation technique andRespondent’s recognition that some subjective judgments must be made by Jackson County SchoolSystem during the determination of ranking order and award.Jackson County School System reserves the right to select or reject any and all responses as a result ofthis Request for Proposal. The School District is not liable for any costs incurred by any person or firmresponding to this Request for Proposal.The Jackson County School System also reserves the right to negotiate with proposers prior to the awardfor the purpose of obtaining best and final offers. All shortlisted firms will be given an opportunity toparticipate in negotiations and submission of a best and final offer. The Jackson County School Systemshall not disclose the contents of proposals to competing proposers during the negotiations. ReferenceO.C.G.A 36-91-21 for regulations for best and final offers.4CM ResponsibilityGENERAL REQUIREMENTSThe selected CM will be required to assume total responsibility for all services offered in his/herproposal. The selected CM will be considered the prime contractor and the sole point of contact withregard to all contractual matters. The CM shall also be expected to obtain at least three competitivebids for each bid package (work category), exclusive of the CM’s guaranteed maximum price for theindividual bid packages (work categories). If any bid packages receive less than three qualified bids,the Owner reserves the right to require rebidding these packages. The CM shall be required to submita GMP for each bid package (work category) to Jackson County School System prior to theopening of subcontractor bids. All subcontractor bids shall be opened in a location designated bythe Jackson County School System and all subcontractor bids shall be opened in the presence of arepresentative of the Jackson County School System and the Architect. The CM will not perform anyportion of the project with its own forces except as may be mutually agreed to by the owner and the CMand as allowed by the Georgia Department of Education. Individual trade contracts will be between theCM and the Trade Contractors, subject to School District approval.The CM agrees to perform all work in compliance with O.C.G.A.13-10-91, Georgia Security andImmigration Compliance Act. The CM shall state affirmatively that the individual, firm, orcorporation which is contracting with the Jackson County School System, has registered with and isparticipating in a federal work authorization program using any of the electronic verification of workauthorization programs operated by the United States Department of Homeland Security or anyequivalent federal work authorization program operated by the United States Department of HomelandSecurity to verify information of newly hired employees, pursuant to the Immigration Reform andControl Act of 1986 (IRCA), P.L. 99-603], in accordance with the applicability provisions anddeadlines established in O.C.G.A. 13-10-91. See Attachment 7 that must be completed with proposals.The CM further agrees that, should it employ or contract with any subcontractor(s) in connection withthe physical performance of services pursuant to this contract with Jackson County School System,contractor will secure from such subcontractor(s) similar verification of compliance with O.C.G.A. 13-10-91 on the Subcontractor Affidavit provided in Rule 300-10-01-08 or a substantially similar form.Contractor further agrees to maintain records of such compliance and provide a copy of each suchverification to the Jackson County School System at the time the subcontractor(s) is retained to performsuch service.The CM also agrees to perform all work in compliance with O.C.G.A. 50-36-1 Systematic AlienVerification for Entitlements (SAVE) program. The CM agrees that, should it employ or contract withany subcontractor(s) pursuant to this contract with Jackson County School System, the CM will securefrom such subcontractor(s) similar verification of compliance with O.C.G.A. 50-36-1. The CM alsoagrees to provide verification of compliance with executed affidavits available on the Department ofAudits and Accounts website. The CM further agrees to maintain records of such compliance andprovide a copy of each such verification to the Jackson County School System at the time thesubcontractor(s) is retained to perform such service.”5
