BACKGROUNDThe City of Owasso (“City”) is a vibrant and innovative city situated just north of Tulsawith an estimated area population over 40,000. The steady growth experienced in the21980s continued in the 1990s, making Owasso one of the fastest growing cities in theState of Oklahoma, with a 65.9% percent increase in population since 1990.Owasso is home to a variety of unique demographic features that contribute to itsdiverse fabric. Furthermore, cultural events and heritages specific to Owasso shape thedemographics, showcasing the city’s rich traditions and values which highlights the city’sattractiveness and potential for further development.Our Recreation and Culture Department is proud to offer a wide variety of parks andrecreation experiences for our community. We currently support 14 individual parksconsisting of 272.5 acres.Within these parks are a variety of amenities, including splash pads, walking trails,sports venues, and gathering areas. The City wants to continue upon this foundation forresidents and visitors to further the sense of fun, safety, and pride.The City of Owasso invites qualified professional planning consultants to submit aresponse (“Proposal”) to the Request for Proposals (“RFP”) for defining, developing, andpreparing the City of Owasso’s Parks Master Plan (“ Plan”). This plan will help meetfuture recreation trends and community growth while setting the framework fordecision-makers in the planning, funding, maintenance, development, and rehabilitationof Owasso’s parks, open spaces, and outdoor recreation facilities for at least the next 10years.III. GENERAL SCOPE OF WORKOwasso’s existing parks and recreation infrastructure needs rehabilitation or redesign tobetter meet future recreation trends and community growth. When complete, the Planwill support planning and programming by achieving the following results:A. Establish goals and objectives for the City’s parks, facilities, amenities, features, andpublic spaces to ensure it is positioned to meet current and future community needsfor at least 10 years.B. Establish goals and objectives for the City’s programs, events, and sports leagues toensure it is positioned to meet current and future community needs for at least 10years.3C. Determine ways in which the community is or is not currently served through thecity’s recreation services and develop a gap analysis and needs assessment.D. Identify and prioritize needs, desires, and interests of the community today and forthe next 10 years based on anticipated demographic, economic development,recreation trends, and preferences.E. Establish a detailed prioritization and implementation program for achieving thePlan’s vision, including anticipated costs, potential funding opportunities,maintenance implications, anticipated increased staffing needs, and necessaryresources.F. Involve robust community and stakeholder engagement as part of the process.IV. DESCRIPTION OF REQUESTED SERVICESThe scope of services for this proposal will include several components. Please note thatconsultants are not limited to the general components presented here and areencouraged to expand on the suggested components and the approach they would taketo develop the Plan. The selected consultant will be responsible for, but not limited to,the following:A. Project CoordinationThe City expects the consultant to work closely with staff from the Recreation andCulture Department throughout the course of the project. The Consultant shallcommunicate with City staff at least every other week and have a minimum of onemonthly meeting. Monthly status reports shall be submitted to City staff in order tokeep the project on schedule and to keep all identified stakeholders apprised of theprogress in preparing the Master Plan report. The meetings are to facilitatecommunication and allow opportunity for input on project issues, status, schedule,coordination, and guidance. These meetings can be held in person or virtually.B. Guiding Principals1. Overall commitments must remain within the financial capacity of the City.2. Existing and proposed facilities, whenever possible, should support multipleuses and/or joint uses, including recommendations on enhancing existingparks, community facilities, and programs.4C. Evaluate Existing Conditions1. Compile an assessment of the current administrative structure to include theroles of Parks Division staff, Community Center staff, all support staff, andsports league operations.2. Compile an assessment of the current budget for operations, maintenance,capital improvements, and general programming.3. Review City’s existing policies and procedures relevant to parks, recreationvenues, community facilities, sports leagues, and trail systems.4. Compile an inventory and assessment of the existing parks, trails, openspace, community facilities, and sports venues to include type, name, andsize. The analysis should consider the capacity of each amenity as well astheir functionality, accessibility, condition, comfort, and convenience.5. Evaluate opportunities in currently underdeveloped areas.6. Create a comparative analysis with other parks, community facilities, andprograms located in nearby cities with similar population and budget.7. Create a map of Owasso public parks and community facilities.8. Compile an assessment of each park and community facilities for accessibilityto people with disabilities.9. Identify and compile information on open space or land that may bedesirable for future access through acquisition.D. Community Engagement1. Administer a community-wide survey through multiple outreach channels(such as online survey, stakeholder focus groups, community events, pop-upsites, public meetings) to assess community priorities and the degree ofsatisfaction with current amenities and offerings.2. Prepare handouts and other media for posting on the City’s website and atcommunity meetings.3. Facilitate workshops.4. Administer an online engagement to share ideas with community membersand keep them apprised of updates.5. Meet with City staff and key stakeholders to assess park conditions,understand community issues, and solicit recommendations.5
