1. Questions
Respondents should e-mail questions to above contact. To encourage a fair
process, individual or telephone consultations will not be accepted. All
questions will be documented and answered by Addendum. Addendums will
be placed on the Citys website and it is the responsibility of the vendor to
ensure their proposal incorporates all addendums posted.
2. Requirements
Submit five (5) copies of the proposal with box or package marked: City of
Owasso Parks Master Plan Proposal. In addition, include an electronic copy of
the complete proposals on a USB Flash Drive.
3. Notice to Finalist
RFP respondents will be advised in writing if their application is not selected
as a finalist.
II. BACKGROUND
The City of Owasso (City) is a vibrant and innovative city situated just north of Tulsa
with an estimated area population over 40,000. The steady growth experienced in the

1980s continued in the 1990s, making Owasso one of the fastest growing cities in the
State of Oklahoma, with a 65.9% percent increase in population since 1990.
Owasso is home to a variety of unique demographic features that contribute to its
diverse fabric. Furthermore, cultural events and heritages specific to Owasso shape the
demographics, showcasing the citys rich traditions and values which highlights the citys
attractiveness and potential for further development.
Our Recreation and Culture Department is proud to offer a wide variety of parks and
recreation experiences for our community. We currently support 14 individual parks
consisting of 272.5 acres.
Within these parks are a variety of amenities, including splash pads, walking trails,
sports venues, and gathering areas. The City wants to continue upon this foundation for
residents and visitors to further the sense of fun, safety, and pride.
The City of Owasso invites qualified professional planning consultants to submit a
response (Proposal) to the Request for Proposals (RFP) for defining, developing, and
preparing the City of Owassos Parks Master Plan (Plan). This plan will help meet
future recreation trends and community growth while setting the framework for
decision-makers in the planning, funding, maintenance, development, and rehabilitation
of Owassos parks, open spaces, and outdoor recreation facilities for at least the next 10
years.
III. GENERAL SCOPE OF WORK
Owassos existing parks and recreation infrastructure needs rehabilitation or redesign to
better meet future recreation trends and community growth. When complete, the Plan
will support planning and programming by achieving the following results:
A. Establish goals and objectives for the Citys parks, facilities, amenities, features, and
public spaces to ensure it is positioned to meet current and future community needs
for at least 10 years.
B. Establish goals and objectives for the Citys programs, events, and sports leagues to
ensure it is positioned to meet current and future community needs for at least 10
years.

C. Determine ways in which the community is or is not currently served through the
citys recreation services and develop a gap analysis and needs assessment.
D. Identify and prioritize needs, desires, and interests of the community today and for
the next 10 years based on anticipated demographic, economic development,
recreation trends, and preferences.
E. Establish a detailed prioritization and implementation program for achieving the
Plans vision, including anticipated costs, potential funding opportunities,
maintenance implications, anticipated increased staffing needs, and necessary
resources.
F. Involve robust community and stakeholder engagement as part of the process.
IV. DESCRIPTION OF REQUESTED SERVICES
The scope of services for this proposal will include several components. Please note that
consultants are not limited to the general components presented here and are
encouraged to expand on the suggested components and the approach they would take
to develop the Plan. The selected consultant will be responsible for, but not limited to,
the following:
A. Project Coordination
The City expects the consultant to work closely with staff from the Recreation and
Culture Department throughout the course of the project. The Consultant shall
communicate with City staff at least every other week and have a minimum of one
monthly meeting. Monthly status reports shall be submitted to City staff in order to
keep the project on schedule and to keep all identified stakeholders apprised of the
progress in preparing the Master Plan report. The meetings are to facilitate
communication and allow opportunity for input on project issues, status, schedule,
coordination, and guidance. These meetings can be held in person or virtually.
B. Guiding Principals
1. Overall commitments must remain within the financial capacity of the City.
2. Existing and proposed facilities, whenever possible, should support multiple
uses and/or joint uses, including recommendations on enhancing existing
parks, community facilities, and programs.

C. Evaluate Existing Conditions
1. Compile an assessment of the current administrative structure to include the
roles of Parks Division staff, Community Center staff, all support staff, and
sports league operations.
2. Compile an assessment of the current budget for operations, maintenance,
capital improvements, and general programming.
3. Review Citys existing policies and procedures relevant to parks, recreation
venues, community facilities, sports leagues, and trail systems.
4. Compile an inventory and assessment of the existing parks, trails, open
space, community facilities, and sports venues to include type, name, and
size. The analysis should consider the capacity of each amenity as well as
their functionality, accessibility, condition, comfort, and convenience.
5. Evaluate opportunities in currently underdeveloped areas.
6. Create a comparative analysis with other parks, community facilities, and
programs located in nearby cities with similar population and budget.
7. Create a map of Owasso public parks and community facilities.
8. Compile an assessment of each park and community facilities for accessibility
to people with disabilities.
9. Identify and compile information on open space or land that may be
desirable for future access through acquisition.
D. Community Engagement
1. Administer a community-wide survey through multiple outreach channels
(such as online survey, stakeholder focus groups, community events, pop-up
sites, public meetings) to assess community priorities and the degree of
satisfaction with current amenities and offerings.
2. Prepare handouts and other media for posting on the Citys website and at
community meetings.
3. Facilitate workshops.
4. Administer an online engagement to share ideas with community members
and keep them apprised of updates.
5. Meet with City staff and key stakeholders to assess park conditions,
understand community issues, and solicit recommendations.
