Baxter Family Housing Phase I - Vertical Construction
On behalf of Baxter Borealis I Limited Partnership, Cook Inlet Housing Authority (CIHA) is accepting sealed bids hand-delivered, mailed, or emailed from responsible and responsive contractors for the Baxter Family Housing Phase I – Vertical Construction project, located at 4220 Baxter Road, Anchorage, Alaska.
The scope of work for this project includes furnishing all material, labor, installation and performing all work necessary to complete the Baxter Family Housing Phase I – Vertical Construction project as described in the design documents, adhering to all applicable local, state, & federal regulatory building codes and standards. The scope of work includes, but is not limited to, utility connections, hardscape, limited civil work, landscaping and all construction of (2) 9-plex & (1) 6-plex multifamily buildings. The buildings’ total sq ft will be approximately 22,500, consisting of a foundation with basement/crawl space and vertical wood framing. All units will have 1 or 2 bathrooms, a kitchen, 2-3 bedrooms and living space. The 6-plex will have a resident manager's office. Additionally, the contractor shall comply with all administrative requirements of the contract, including the submission of a project schedule, safety plan, schedule of values, daily reports, job training reports, Section 3 reports, MBE/WBE reports, certified payroll reports, submittals and other tasks required under the contract.
The anticipated start date is late June 16, 2025, with completion and approval for unit turnover and as follows: (6) units by June 30, 2026; (9) units by July 31, 2026, (9) units by August 31, 2026; Substantial Completion of the contract by August 31, 2026.
100% Performance and Payment will be required for the project.
Bids must be hand-delivered or mailed to CIHA at 3510 Spenard Road, Anchorage, Alaska 99503 or emailed to procurement@cookinlethousing.org to be received by the deadline below. Bids received after this time shall not be accepted. It is the bidder’s responsibility to ensure its bid is received at the specified location and time.

Public Bid Opening May 01, 2025, 2:15 p.m.Bid documents will be available on our website at www.cookinlethousing.org. Plan holders are responsible to check the website for addenda.
Preference. Preference will be given to Minority- and Women-owned and Section 3 businesses.
Minority- and Women-owned and Section 3 businesses are encouraged to submit bids.
Contractors requesting a preference must submit form HUD 5369-A with its bid.Equal Employment Opportunity. The Contractor may not discriminate against any employee or
applicant for employment because of race, religion, color, national origin, age, physical handicap,
sex, marital status, changes in marital status, pregnancy, or parenthood. The Contractor shall
post in conspicuous places, accessible to employees and applicants for employment, at the
location of the grant project, notices setting out the provisions of AS 18.80.220.The Contractor shall state, in all solicitations or advertisements for employees to work on this project, that the Contractor is an equal opportunity employer (EEO) and that all qualified applicants will be considered for employment without regard to race, religion, color, national origin, age, physical handicap, sex, marital status, changes in marital status, pregnancy, or parenthood.
The Contractor shall include the provisions of this EEO article in every subcontract relating to this Contract and shall require the inclusion of these provisions in every agreement entered into by any of its subcontractors, so that those provisions will be binding upon each subcontractor.

to pay for any cost incurred in the submission of bids or any other incurred costs prior to the
