INTRODUCTIONThe City of Spring Hill, Tennessee (“City”), through its Water Department, is soliciting Statements of Qualifications(SOQs) from experienced and qualified firms to provide professional services related to water and sewerinfrastructure planning, design, cost estimating, and associated disciplines.The City intends to establish a prequalified pool of firms across multiple service categories. Contracts will beawarded for an initial three (3) year term with the option for the City to extend the agreement for up to two (2)additional one-year terms.This RFQ will allow the City to engage selected firms with master agreements and work will be assigned throughtask orders for specific projects as needed.II. SCOPE OF SERVICESThe City seeks qualified firms in the following service categories:1. Engineering Serviceso Planning, design, and modeling of water distribution and sewer collection systems.o Wastewater treatment and advanced purification facility design.o Hydraulic modeling, condition assessments, and capacity evaluations.o Capital Improvement Program (CIP) development and updates.2. Surveying & Mappingo Boundary, topographic, easement, and right-of-way surveys.o GIS mapping and asset management support.3. Geotechnical & Environmental Serviceso Subsurface exploration, soil testing, and foundation recommendations.o Environmental site assessments, NEPA documentation, permitting assistance.o Soil scientist and alternative onsite wastewater treatment system design, bidding, and constructionassistance.4. Planning & Landscape Architectureo Long-range facility and site planning.o Buffering, screening, and site enhancement planning.5. Appraisal Serviceso Property valuation and appraisal support for easements, rights-of-way, and facility acquisition.6. Cost Estimation & Contractor Engagemento Preparation of construction cost estimates, procurement budgets, and total project cost models.o Collaboration with contractors experienced in water and sewer construction to provide market-based cost evaluations and value-engineering.Note: Firms may submit for one or more categories but are not required to submit for all categories.III. INITIAL TASK ORDER PRIORITIESWhile the City anticipates using this RFQ for a broad range of water and sewer infrastructure projects, initial taskorders are expected to focus on:• Process assessments and evaluations at the Water Reclamation Facility associated with the currentsewer moratorium and consent decree.• Discipline- and process-specific updates to the Water and Wastewater Master Plans, with an emphasison reviewing and updating previous recommendations to ensure alignment with the City’s AdvancedPurification Program.A. Water Facilities Plan UpdateThe selected consultant will update the 2019 Water Treatment Plant (WTP) Facilities Plan and Raw WaterTransmission System evaluation. The update will include:• Assessment of the existing WTP infrastructure, including process, mechanical, electrical, and structuralsystems.• Evaluation of hydraulic capacity, raw water conveyance reliability, and treatment performance.• Development of expansion alternatives to increase treatment capacity from 5.0 MGD to 6.0 MGD, withprovisions for future expansion based on incorporating additional water purchases through our partnershipwith CPWS and the downstream intake project, as well as the Advanced Purification program.• Recommendations for process modernization, SCADA and VFD system upgrades, and energy efficiencyimprovements.• Evaluation of the raw water intake, pumping systems, and transmission lines, including potential upgradesto 600-HP pump systems and related electrical and control infrastructure.• Preparation of planning-level cost estimates and phased implementation schedules.B. Wastewater Facilities Plan UpdateThe City will also update its 2019 Wastewater Treatment Plant (WWTP) Facilities Plan, which will include:• Evaluation of current plant performance and condition, including all major process units.• Coordination with the Tennessee Department of Environment and Conservation (TDEC) to support NPDESpermit modifications and the update of the Rutherford Creek Water Quality Model (WQM).• Identification of improvements necessary to expand treatment capacity from 5.0 MGD to 7.5 MGD, withprovisions for future expansion to 10.0 MGD.• Analysis of process control systems, SCADA integration, and energy optimization opportunities.• Development of a comprehensive reclaimed water and reuse evaluation to support the City’s sustainabilitygoals.• Preparation of planning-level cost estimates and phased implementation recommendations.These initial efforts are critical to supporting regulatory compliance, capacity management, and long-terminfrastructure planning for the City.IV. COORDINATION REQUIREMENTSAll active firms will be required to participate in monthly progress meetings with City staff and other selectedconsultants to ensure coordination across all projects. These meetings will be used to integrate deliverables with theCity’s Advanced Purification Program and broader capital planning initiatives.V. CONTRACT STRUCTURE• Term: Three (3) years, with the option for two (2) one-year extensions.• Task-Order Based: Projects will be issued under separate task orders.• No Guarantee of Work: Selection to the pool does not guarantee a minimum volume of work.VI. STATEMENT OF QUALIFICATIONS (SOQ) SUBMISSIONFirms must submit an SOQ including the following:1. Cover Letter – Identify the categories for which your firm is applying.2. Firm Overview – History, size, office location(s), and primary point of contact.3. Relevant Experience – Projects completed in the past five (5) years for municipal water/sewer utilities,including size, complexity, and project cost.4. Key Personnel – Names, roles, and qualifications of staff assigned to each category.5. Approach to Coordination – Plan for integrating services across categories and participating in monthlycoordination meetings.6. Special Expertise – Experience with advanced purification, collaborative cost estimating with contractors,and innovative infrastructure delivery methods.7. References – At least three (3) municipal clients for similar services.VII. Respondents should indicate any certifications, partnerships, or subcontracting arrangementsthat support participation by DBE/MBE/WBE firms.IX. INSURANCE & CONTRACT REQUIREMENTSSelected firms must provide evidence of insurance coverage, including:• General Liability: $1,000,000 per occurrence.• Professional Liability: $1,000,000 per claim.• Workers’ Compensation: As required by Tennessee law.Standard City contract terms will apply.X.
