Description: The Municipality of Westbrook, ME is soliciting proposals for professional services for the design of signalization improvements at Route 302 and East Bridge Street that includes a new Trafficware ATC controller, cabinet, video detection, signal heads and pedestrian safety enhancements crossing East Bridge Street and a feasibility/cost evaluation for a pedestrian crossing on Bridgton Road. The Municipality is undertaking this Municipal Partnership Initiative (MPI) with funding from the Maine Department of Transportation (MaineDOT) through PACTs. This project is subject to MaineDOT’s design standards. Bids for the Route 302 & East Bridge Street Signalization Improvements will be received by City of Westbrook, at the office of the City Clerk at City Hall, ATTN: Ellis Ledoux, 2 York Street, Westbrook, ME 04092, until 10:30 AM on Friday, April 3rd, 2026. To be considered a responsive Bidder, the Contractor shall have obtained at least one set of Bidding Documents from the Issuing Office. The Bid will not be awarded to a Bidder unless a record for obtaining at least one set of Bidding Documents exists in the Issuing Office. To meet this requirement and to establish the record of receipt, a prospective Bidder must obtain Bidding Documents using the name that is to appear on the Bid Form. All questions shall be directed, in writing, to Katherine Kelley at least three (3) business days before the opening date. Questions received after this time will not be addressed. Responses from the City that substantially alter this RFP will be issued in the form of a written addendum to all those that have expressed interest in the project. Oral explanations or interpretations given before the award of contract will not be binding. The City of Westbrook reserves the right to reject any or all Bids, to waive any technical or legal deficiencies, and to accept any Bid that it may deem to be in the best interests of the City.
