REQUEST FOR PROPOSAL (RFP) RFP: DPW - Water Dump Truck with Plow Equipment

Bid Specifications

City of Claremont, New Hampshire

The City of Claremont’s Department of Public Works is soliciting formal proposals for the purchase of one (1) new heavy-duty truck chassis equipped for now plowing, sanding, and general winter maintenance operations. The vehicle shall be new, current production, and fully compliant with all applicable federal and state regulations.

Attached are the specifications for the vehicle and a Bid Sheet for you to submit your proposal.

- Proposal due date is Wednesday, April 1st, 2026, at 10:00 AM, at the Office of the City Manager, 58 Opera House Square, Claremont, NH 03743. Please mark "RFP - DPW - Water Dump Truck with Plow Equipment" on the outside of the sealed envelope. Unsealed, late, emailed, or faxed proposals will not be accepted.

- Bid opening date is Friday, April 3rd, 2026, at 10:15 AM, located in City Council Chambers, 58 Opera House Square, Claremont, NH 03743.

Persons submitting proposals should note on the bid sheet any deviations from the specifications. Persons submitting should also note any options that in their opinion would be mission critical for its use in a municipal public works department. Any recommended options should be priced separately. INTRODUCTION

The City is soliciting proposals from qualified vendors for the furnishing and delivery of one (1)

new heavy-duty truck chassis equipped for snow plowing, sanding, and general winter

maintenance operations. The vehicle shall be new, current production, and fully compliant with

all applicable federal and state regulations.

SCOPE OF WORK

The successful proposer shall provide a complete, turnkey unit including chassis, body, hydraulic

systems, plow equipment, material spreading equipment, lighting, controls, and all necessary

accessories. The unit shall be fully assembled, tested, and ready for municipal service upon

delivery.

GENERAL VEHICLE REQUIREMENTS

Paint

• Red in color

o To closely match existing fleet

Chassis Configuration

• Heavy-duty truck chassis suitable for municipal snow and ice operations

• GVWR appropriate for municipal payload requirements

• Extended front frame suitable for front-mounted plow equipment

• Heavy duty pintle plate with swivel pintle and associated equipment

Engine and Powertrain

• Turbocharged diesel engine

• Automatic transmission designed for heavy-duty vocational use

• Engine braking system

• PTO provision for hydraulic operation

• Appropriate cooling and filtration systems for severe-duty service

Axles and Suspension

• Front axle rated for plow and accessory loads

• Rear single axle rated for heavy payload applications

• Heavy-duty rear rubber block suspension system designed for municipal duty cycles

• Auxiliary springs or load-support components as required

Warranty

• Clear statement of warranty duration and service provisions

Delivery

• Unit shall be delivered fully assembled, inspected, and ready for service

• Vendor shall provide operational training at time of delivery

• Delivery timeline shall be clearly stated in proposal

Proposal Submission Requirements

Proposals shall include:

• Detailed specifications of proposed unit

• Itemized pricing

• Estimated delivery schedule

• Warranty documentation

Trade in Allowance

• There will be no equipment being traded toward the purchase of the new equipment. The

existing equipment will be sold on an auctions site after delivery of new equipment.
