Project Description

The City of Springfield Development and Public Works (DPW) department is seeking written quotes to complete the following work: Roof Repairs, Roof Membrane installation, HVAC Installation, Electrical Installation and Modifications, and Interior Finishing work at its Development and Public Works (DPW) Operations Division Administration Building, 201 S. 18th Street, Springfield, OR 97477.

Questions will be reviewed and responses will be posted to this website. If, in the opinion of the City, it is necessary to amend or supplement the Request for Proposals, an Addendum will be prepared, posted below, and notifications sent to all proposers that provided a valid e-mail address. The City will make every reasonable effort to notify all proposers of Addenda, however, it is recommended that teams routinely check the website for updated information. The City is not responsible for any explanation, clarification, interpretation or approval made or given in any manner except by written Addendum issued by the City.

Addenda will not be issued within 72 hours of the RFP response deadline without extending the RFP deadline.

DUE DATE: Quotes shall be submitted via email to Tonja Kling at tkling@springfield-or.gov by 5:00 PM on: Wednesday June 24, 2026. Quotes received after the due date and time will not be considered.

Pre-Proposal Meeting will be held at the project site (201 S. 18th Street, Springfield, OR 97477) at 1:30 pm on June 18, 2026. Eligible Proposers shall be limited to those firms that have an authorized representative in attendance at the Pre-Proposal Meeting. Proposals will only be accepted from Eligible Proposers.

OFFICE CLOSURE: City of Springfield offices are closed June 19, 2026. Project site will be inaccessible to Proposers on this day, as well as after 5 pm and on weekends.

Requests for Clarification: All Requests for Clarification shall be sent via email to Tonja Kling at tkling@springifled-or.gov and must be time stamped not later than 5:00 pm on Monday June 22, 2006. City of Springfield will endeavor to provide written responses via email to all Eligible Proposers by 2:00 pm on Tuesday June 23, 2026.

Oregon Prevailing Wage: This project is a prevailing wage job and must follow Oregon Prevailing Wage laws apply to all work performed under this Agreement and as such the Independent Contractor, and all Subcontractors, shall comply with the applicable requirements of ORS 279C.800 through 279C.870.

project summary: The City of Springfield (Owner) Development and Public Works (DPW) department is seeking written quotes to complete the following work at its DPW Operations Division Administration building located at 201 S. 18th Street, Springfield, OR 97477, summarized below and described in more detail in Attachment A – Scope of Work:

• Repair rotted wood in existing roof structure.

• Install new roof membrane.

• Install new HVAC system.

• Install new and modify existing electrical system.

• Provide interior surface finishing work.

PROJECT DESCRIPTION:

This project includes all labor, materials, supplies and equipment, unless otherwise noted, to complete the scope of work described in Attachment A – Scope of Work for roof repairs and roof membrane installation, new HVAC system, electrical system installation and modifications, and interior surface finishing. All work shall be completed in accordance with applicable codes by appropriately licensed personnel.

Additional information:

Key Dates:

• Commence Work not later than 10 calendar days after issuance of Notice to Proceed.

• July 3, 2026, is observed as a city holiday and the project site will be closed.

• Daily work hours will be limited to 7:00 am to 5 pm, Monday through Friday. Requests to work outside of these times shall be submitted in writing to the Owner’s Representative not less than 5 working days prior to the desired schedule change. City will endeavor to issue its decision within 3 workdays prior to the start of the requested schedule change.

• Weather tight/dry-in status must be achieved within 30 days after issuance date of Notice to Proceed

• All work included in Attachment A and any duly authorized modifications or alterations or corrective actions shall be completed not later than September 30, 2026.

Proposal cost shall also include all costs associated with:

• Mobilization;

• Labor, materials, supplies, and equipment;

• Plans and permits;

• All work and modifications necessary to comply with applicable codes and issued permits;

• Waste disposal at a legally authorized disposal facility; and

• Final site cleanup.

Project Site Access:

• Project site is a secured campus and an active work location for City of Springfield employees.
