The City is seeking the most comprehensive coverage at the lowest, long-term cost. The City will not consider proposals from brokers.
Offeror shall provide all labor, materials, supervision, travel, facilities, informational materials, and equipment required to provide a group dental insurance plan (“Dental Plan”). Offeror shall provide administrative services, attend meetings and provide documentation including, but not limited to, brochures of the Plan, member insurance cards and reports. Offeror shall administer the Plan in compliance with the requirements of the Agreement and all applicable laws and regulations.
The City reserves the right to add to or otherwise modify this Scope of Services at any time prior to the final execution of an Agreement.
The City is also seeking proposals for self-funding of its dental plan.
BackgroundThere are approximately 3400 active employees and 775 retirees eligible for the City's Plans. Summaries of current enrollment statistics are located in Appendix; however, the City makes no Member enrollment guarantees for the Plans. Under the current Dental Plan, the City offers a Preferred Provider Organization (“PPO”) and a Dental Health Maintenance Organization (“DHMO”) option to its active and retired employees and their dependents.
Active employees can enroll or change dental plan options during the annual employee benefits open enrollment period each February, for an April 1 – March 31 plan year. Retired employees must enroll in dental plans prior to retirement and can choose to stay enrolled in the plan options in which they are enrolled at time of retirement, but may not change plans or options after retirement.
Since April 1, 2016, Humana/CompBenefits has provided the City its dental plans. The City anticipates continuing with a sole carrier arrangement for both active and retired employee group dental insurance plans.
Those eligible for participation in the dental plans include all full-time employees scheduled to regularly work 40 hours per week, temporary employees hired for six months or more and scheduled to regularly work 40 hours per week, City Council members, retirees who are enrolled in a dental plan prior to retirement and elect to continue coverage during retirement. There is an approximate two month waiting period before coverage begins for new employees. New employees whose start date is between the first and the fifteenth day of the month may count that month as the first month of their required two month waiting period. Retirees are eligible upon retirement from service from the City. Children are eligible for coverage until the end of the calendar year that they attain age 26, regardless of student status.
The current dental plans are fully insured with some experience rating. Members presently pay 100% of the dental plan premiums for coverage. The dental plans offer three-tiered coverage options as follows:

The City currently contracts with Gallagher Benefits Services, Inc. (“Consultant”) to provide consulting services for group insurance plans and other employee benefits. The Consultant shall serve as agent of record for the services provided under any agreement(s) resulting from this RFP. Commissions are not required; however, if they are built into the rate structure, they must be disclosed in the Offerors Detailed Cost Summary – Plan Cost Form. Commission is currently being paid to Gallagher Benefit Services, Inc. for the Plans.
