PGCMLS librariesfunction as inclusive community hubs—both physical and digital—dedicated tolifelong learning, equity, and access.PGCMLS acknowledges that it operates on the traditional lands of theMattapanient, Patuxent, Piscataway, Moyaone, Pamunkey, and Mattapanientpeoples, past and present, and remains committed to responsible stewardship of theland and communities it serves.PGCMLS Foundation Member OverviewThe Prince George’s County Memorial Library System (PGCMLS) Foundation isgoverned by a board of directors and affiliated leadership who support theFoundation’s mission to strengthen philanthropic engagement and enhance libraryservices throughout Prince George’s County. The Foundation’s leadershipcomprises the following roles:• Chair, PGCMLS Foundation Board of Directors – Provides strategicoversight and leadership for the Foundation’s initiatives and supportsalignment with PGCMLS goals.• Vice Chair, PGCMLS Foundation Board of Directors – Assists the Chairin governance and supports board functions to advance Foundationpriorities.• Secretary, PGCMLS Foundation Board of Directors – Oversees records,documentation, and communication in support of the Board’s activities.• Treasurer, PGCMLS Foundation Board of Directors – Providesfiduciary oversight and ensures sound financial stewardship of theFoundation’s resources.• Board Director, PGCMLS Foundation – Contributes to strategic decision-making, community engagement, and resource development for theFoundation.Prince George’s County Memorial Library System Foundation reserves the right to reject allproposals.3PRINCE GEORGE’S COUNTY MEMORIAL LIBRARY FOUNDATION SYSTEMREQUEST FOR PROPOSALRFP-FN-2026-005FINANCIAL AUDIT• Ex-Officio Member (Chief Executive Officer, PGCMLS) – Serves as anon-voting member of the Foundation’s Board, offering institutionalperspective and alignment with PGCMLS operations.Point of ContactAll communication regarding this RFP or any matter relating thereto must betransmitted electronically by email to the single Point of Contact (“POC”) asfollows, phone calls and visits will not be accepted:POC: Tee Bonés, Procurement SpecialistEmail: procurement@pgcmls.infoAcceptable SubmissionsNo email submission shall be accepted. Each prospective Audit Firm shall submitone (1) original and four (4) copies of both sections of the proposal which willconsist of a technical section proposal (including a signed certification) and asealed dollar cost bid must be mailed or hand-deliver to:Attention: ProcurementPrince George’s County Memorial Library System9601 Capital Lane, Largo, MD 20774Audit Firm shall bear the responsibility of ensuring its submissions are receivedand acknowledged by PGCMLS. The Library Foundation reserves the right toreject any or all proposals submitted. The Library Foundation reserves the right,where it may serve the Library Foundation’s best interest, to request additionalinformation or clarification from proposers or to allow corrections of errors oromissions. At the discretion of the Library Foundation, Audit Firms submittingproposals may be requested to make oral presentations as a part of the evaluationprocess. Submission of a proposal indicates acceptance by the Audit Firm of thePrince George’s County Memorial Library System Foundation reserves the right to reject allproposals.4PRINCE GEORGE’S COUNTY MEMORIAL LIBRARY FOUNDATION SYSTEMREQUEST FOR PROPOSALRFP-FN-2026-005FINANCIAL AUDITconditions contained in this RFP, unless exceptions are clearly and specificallynoted in the proposal submitted.In order for proposal to be considered for this RFP, please submit a proposal asdescribed below no later than 4:00 p.m. on April 06, 2026.Audit Firm InquiriesAny questions relating to this RFP shall be directed via email no later than 4:00p.m. on March 23, 2026 to the Procurement Specialist at:procurement@pgcmls.infoNo other email address will be accepted. All questions received will be answeredand distributed via email to all prospective bidders to ensure a fair and transparentprocess.Standard/Licensure RequirementsThe selected Contractor shall provide documentation to the Library Foundationevidencing all necessary licenses/documents to perform the services prior to theawarding of the contract.ExperienceFive years or more experience working with government agencies and preferablynon-profit organizations.Basis of AwardA copy of any contract, retainer letter or other such agreement which the proposermay request the Library Foundation to execute shall also be attached to theproposal.The Audit Firm best meeting experience, capability, audit approach and costrequirements as determined by the Library Foundation will be selected. TheLibrary Foundation's evaluation will be based on the requirements contained in thisproposal, the proposed fees and expenses, and any other factors which the LibraryFoundation considers relevant. Preference will be given to bidders who have hadexperience auditing public libraries under GASB 34 regulations.Prince George’s County Memorial Library System Foundation reserves the right to reject allproposals.
