Student Van Transportation Bid Proposal
Wellesley Public Schools (WPS) is seeking proposals from specialized van transportation companies. The Invitation to Bid (IFB) will be released on January 19, 2026, at 10:00 AM E.S.T. A mandatory pre-bid conference is scheduled for Thursday, February 5, 2026, at 9:00 AM E. S. T. All questions regarding this Invitation for Bid must be submitted in writing or by email to the Assistant Superintendent for Finance and Operations at schoolbids@wellesleyma.gov no later than January 30, 2026 at 3:00 PM E.S.T.
The district will review all timely questions and issue a written addendum with responses, as appropriate. The mandatory pre‑bid conference will be used to review and clarify the written responses provided in the addendum; no new questions will be accepted or answered at the pre‑bid conference. Questions can be sent to schoolbids@wellesleyma.gov. Bids are due on Tuesday, February 12, 2026, at 10:00 AM E.S.T.

Actionon the award will be taken within thirty (30) days following the date set for theopening thereof. The Town will award one contract for all services under thisInvitation for Bid.1.03 The contract will be effective for five (5) years July 1, 2026, through June 30, 2031.1.04 The contract for furnishing Student Van Transportation for all designated children ofthe awarding School Department shall include the furnishing of all servicesnecessary and required, consisting of, but not limited to, the following in general:transportation equipment, maintenance of equipment, operation, supervision,safety instructions to drivers and help with instructions to riders, inspections,registration, licensing, insurance, reporting discipline, monitoring, and conformanceto all applicable laws, rules and regulations of the Commonwealth of MassachusettsDepartment of Motor Vehicles, and awarding School Committee during the term ofthis contract. The contractor shall keep itself fully informed of and agree to complywith pertinent Federal, State, and Municipal laws and ordinances, and rules andregulations in any manner affecting the services embraced in this contract.1.05 The Wellesley Public Schools reserve the right to accept or reject any or all bids orparts of bids, and also take any action as deemed by them to be in the best interestof the Town of Wellesley, School Department.1.06 The Wellesley Public Schools also reserves the right to waive any informalities in orreject all bids in whole or in part. Bids must be submitted for all schools included onthe list of schools.1.07 The routes and locations of stops provided in the bid form are estimates onlyprovided to compare bids. The Town or Wellesley Public Schools do not guaranteethat they will result in the actual route destinations, that all stops and routes will berequired under the contract, or that the list is exhaustive of the Town’s needs.1.08 Submit one (1) original and two (2) copies of the Certificate of Corporate Vote,Certificate of Tax Compliance, Certificate of Non-Collusion and the Bid ProposalCertification with the bid.1.09 Include a list of school systems currently serviced as well as any previously servicedby the bidder in the last ten years and the contact person’s name and telephonenumber for each.1.10 Inaccuracies in the specifications or questions must be brought to the attention ofthe Assistant Superintendent for Finance and Operations, in writing or email(schoolbids@wellesleyma.gov) no later than January 30, 2026.1.11 All the requirements and specifications for bidders must be complied with, unlessspecifically waived by the Wellesley Public Schools. These specifications andrequirements shall be attached to and made part of any contract awarded. Should acontractor fail to abide by these specifications and requirements and addendum,Wellesley Public Schools reserves the right to cancel the contract after serving thirty(30) days’ written notification.2.00 CONTRACTUAL RELATIONSHIP2.01 Contractor is to furnish transportation services to the awarding authority inaccordance with the provisions of these GENERAL SPECIFICATIONS andREQUIREMENTS and the bid forms.2.02 The successful bidder is required to carry out all reasonable requests of theWellesley Public Schools or its authorized representative.2.03 The successful bidder may not sublet, sell, transfer, assign, or otherwise dispose ofany portion of the contract without express consent of the Wellesley Public Schools.In cases prohibited by law, there will be no sublet, sale, transfer, assignment orother disposition of the contract.2.04 The Contractor will be required to provide the Transportation Department in theBusiness Office with all information required for proper completion of state aidforms on a timely basis.2.05 By submission of this bid, each bidder and each person signing on behalf of anybidder certified under penalty of perjury, that to the best of their knowledge andbelief, the price(s) in this bid have been arrived at independently, withoutconsultation, collusion, communication or agreement with any other bidder orcompetitor, and further that the prices in this bid have not and will not beknowingly disclosed by the bidder prior to opening, directly or indirectly, to anybidder or competitor.2.06 The contractor shall procure all applicable permits, licenses, and approval necessaryfor the performance of services under this contract at Contractor’s expense.2.07 The successful contractor warrants by offering a bid and further by accepting theaward, that it will provide transportation as needed by the Wellesley Public Schoolsfor the school children of the Town, for the contract term, and for the bid price, plusadditions or minus subtractions.2.08 Nothing contained herein shall preclude the school administrators, acting with theWellesley Public Schools approval, from entering into an agreement(s), financial orotherwise, with parent(s) or existing contractor(s) for providing transportation tochildren, either singly or on a carpool basis.2.09 Payment is a function of per vehicle charge per day as further described and refinedon the bid pages. As such, the contracting School Department makes no guaranteesnor representations about the number of vehicles required hereunder during theterm of the contract. It is hoped and expected that the vehicle needs determined bythe Contractor’s routing, using the student list provided, will remain relativelyunchanged from bid time to start of service.2.10 The contractor, by offering a bid and by signing a contract, acknowledges the rightof Wellesley Public Schools to adjust the scope, schedule, route, and pick uplocations without limitations.2.11 The contractor must supply an office mailing address and a telephone number forthe schools and the Superintendent’s Office, through which the School Departmentmay make IMMEDIATE contact with the owner or the agent during the hours whichschool is transporting hereunder, or the Superintendent’s Office is in operation. Theowner or their agent must be willing to appear for conference with the SchoolCommittee and/or School Administrators, as necessary and requested.2.12 The successful bidder shall be responsible for prompt payment of all vehicle taxmoney due to the Town of Wellesley except where the vehicles may not be garagedwith the Town of Wellesley.2.13 Wellesley Public Schools reserves the right to deduct from sums due or to be duethe contractor. The prorated cost of the specific bus run that is late in arriving atschool (arrival after the start of a school curricular program in the morning, or inarriving at school after dismissal in the afternoon). Late in this context shall be a“window” of permissible times not less than 15 minutes in length and to bedetermined by the Transportation Department prior to the start of and during thework under this contract. Such monetary deductions from sums due or to be duemay commence after two such late arrivals or student(s) left behind incidents eachmonth. The School Administration will keep tardy arrival records and will decidewhich vehicles are late. For students left behind due to Contractor error, either inthe morning or afternoon, the Contractor will assume the cost of any/all alternatetransportation. Such costs will be deducted from sums due or to become due. TheSchool Administration must thoroughly check and satisfy Contractor error beforemaking deductions. Other remedies such as Clauses 10.01 through 10.04, Remedyand Law, shall also remain available and operative. The intent of this section is toforcefully elicit timely transportation. The Wellesley Public Schools shall take intoaccount unusual weather, traffic and other conditions, that are beyond theContractor’s control.2.14 Compliance with Prevailing Wage Laws: This contract is subject to state prevailingwage laws. The successful contractor shall be required to pay wages to all laborersand mechanics at a rate not less than the minimum wages and fring benefitsspecified in the attached wage determination schedule. The current wage scheduleprovided by the Massachusetts Department of Labor is provided as Appendix G.3.00 ABILITY TO PERFORM3.01 Wellesley Public Schools reserves the right to investigate the financial responsibilityfor any or all bidders to determine what assurance the Wellesley Public Schools mayhave of the Contractor’s ability to provide all services specified during the contractperiod.4.00 EQUIPMENT
