General InformationThe City of Del Mar (City) is seeking proposals from qualified professional consulting firms(Consultants) to develop 1) an updated Climate Action Plan (CAP) and 2) greenhouse gas(GHG) emissions inventories for two years, with 2022 as a new baseline year (a requirementof the grant source the City is using to support project costs). About the CityIncorporated in 1959, the City of Del Mar is a Charter Law City with a Council-Manager formof government. The Del Mar City Council consists of five members, one of whom is chosenon a rotating basis for a one-year term as mayor. Del Mar is located just 20 minutes north ofdowntown San Diego on the southern California coast. Approximately 3,900 residents call this2.2 square mile city their home. The famed horse racing and annual County Fair that takeplace at the State-owned Del Mar Fairgrounds and over two miles of white sandy beachesmake Del Mar an inviting tourist destination. Residents and visitors enjoy excellent weatherand a variety of outdoor activities at the City's parks and Downtown Village.The City of Del Mar Climate Action Plan was updated in June of 2016. The City developed aCAP Implementation Plan and Monitoring Plan in 2019. Since the adoption of the CAP, theCity has implemented several measures that have resulted in a decrease in the City’s GHGemissions. SCOPE OF SERVICES REQUIREDThe Scope of Services is included in Attachment A to this RFP.IV. PROPOSAL FORMAT AND REQUIREMENTSTo be considered, proposals need to include the following content:1. Consultant’s ProposalThe proposal shall confirm Consultant’s understanding of the Scope of Services,demonstrate ability to meet the City’s needs for the project as outlined in this RFP, andshall include:o Title page showing the RFP number and subject, name of the firm, local address,telephone number; name, title, and email address of contact person and the authorizedcontract signer, if awarded; and date of submittalo A summary of the Consultant’s relevant experience, capabilities and qualifications.o Project delivery information, such as general approach, timeline for completion,methodology, technical review process, technology utilized, approach forcommunicating with the City, information needed from the City, and other projectspecific information, as appropriate.o Names, titles, contact information, and experience of each key team member.o Respondents may submit other relevant information they deem appropriate.2. Conflict of InterestConsultant is required to issue a brief statement disclosing potentially conflicting interests,including any litigation involving the Consultant or Consultant’s personnel which is adverse tothe City; and the listing of services currently being provided or provided within the last fourCity of Del MarCAP Update and GHG Inventory RFP No. 2026-02Page 3 of 4years to any person, corporation, partnership, or other entity that made application to the Cityfor a discretionary land use entitlement or City project.3. Client ReferencesList a minimum of three (3) references from municipalities or other public sector clients.4. Cost and Fee StructureProvide a detailed cost description and fee schedule for services. The cost description shouldbe broken into line items for the various items of work for the tasks identified in the Scope ofServices (Attachment A). One lump sum proposal will not be accepted. Also include acurrent fee schedule that indicates the standard fees for the various positions in the firm.Consultants shall expressly state the proposed fees are valid for the entire initial agreementterm, or specify the requested fee increases for the term of the agreement. Typically, the Citywill not consider annual increases of more than 3 percent or the San Diego Area ConsumerPrice Index (CPI), whichever is lower.5. Acceptance of or Requested Changes to the City’s Standard AgreementProposing Consultants must expressly state their acceptance of the terms of the City’sstandard agreement (Attachment B) or include requested changes and an explanation foreach change. Requested changes after the close of the RFP solicitation period will not beconsidered. The City will not agree to make any modifications to the indemnity and insurancerequirements sections. Generally, the City will only consider changes that would be legallyrequired for the City’s agreement to comply with federal, state, or local laws and regulations.6. Acceptance of RFP AddendumsProposing Consultants must expressly acknowledge review and acceptance of alladdendums to the RFP if any are issued before the close of the RFP solicitation period.V. EVALUATION CRITERIASelection of the successful proposal shall be generally based on the information provided in theproposals and any subsequent interviews, which may be held solely at the option and discretion ofthe City. At a minimum, proposals will be evaluated based on the following criteria: experience andqualifications; ability to understand and fulfill the Scope of Services; costs; proposal responsivenessand completeness; and other relevant evaluation criteria established by the City.VI. TERMS AND CONDITIONSA. Reserved Rights by the CityThe rights reserved by the Cities include, but are not limited to, the following:• Select and recommend for award the Consultant that best meets the needs of the City.• Require further documentation or information prior to entering into an agreement.• Conduct interviews or require oral presentations of any or all Consultants.• Reject any or all submittals or waive technicality and formalities in submittals, as wellas accept submittals in whole or in part, if deemed in the best interest of the City.• Amend or revoke this RFP. Any modifications, clarification, or additions will be postedon the City’s website as an addendum.• Terminate the RFP process or, in the event a contract has been awarded, the contract,for any firm that is found to have made a material misstatement or misrepresentationor that provided materially inaccurate information to the City.• Under the City’s best value evaluation method, the Consultant with the lowest ratesmay not necessarily be awarded this contract.City of Del MarCAP Update and GHG Inventory RFP No. 2026-02Page 4 of 4B. Compliance With ADA and WCAG 2.1If awarded the contract/agreement, the selected Consultant shall ensure that all digitaldocuments, web content, applications, and other deliverables created, provided, or deliveredunder this Agreement comply with the Americans with Disabilities Act (ADA), Section 504 ofthe Rehabilitation Act, and meet WCAG 2.1 Level AA standards. Specifically, the vendor must:1) Ensure all deliverables meet accessibility standards as outlined by the WCAG 2.1; 2) Uponrequest, Consultant must provide a Voluntary Product Accessibility Template (VPAT) todocument compliance; 3) Conduct accessibility testing using industry-standard tools andmethodologies, including automated testing and user testing by individuals with disabilities,ensuring compliance with WCAG 2.1 Level AA (or the most current standard); 4) Promptlyremediate any identified accessibility issues and provide fixes or updates at no additional costto the City; and 5) Ensure ongoing compliance with any future changes to relevant rules oraccessibility guidelines.VII.
