Category: Procurement Status: Open Description: The intent of this Request for Proposal (“RFP”) is for the County of Loudoun, Virginia (the “County”) to obtain proposals from qualified organizations to establish a contract or contracts through competitive negotiation for the provision of Parent Support Partner (PSP) services to individuals enrolled in the County’s Intensive Care Coordination (ICC)/High Fidelity Wraparound (HFW) program through the Department of Mental Health, Substance Abuse & Developmental Services (MHSADS).
The County anticipates awarding a one (1) year contract with up to four (4) additional one (1) year renewal options for a maximum five (5) year contract for the services.
The County reserves the right to award to multiple Offerors, depending on the quantity and quality of responses received.

It shall be the Offeror'sresponsibility to advise the Purchasing Agent in writing if any language, requirement,specification, etc., or any combination thereof, inadvertently restricts or limits therequirements stated in this RFP to a single source. Such notification must be received bythe Purchasing Agent not later than fifteen (15) days prior to the date set for acceptance ofproposals.3.0 BACKGROUND INFORMATION3.1 Loudoun CountyLoudoun County, Virginia, is located 25 miles west of Washington, DC, in theWashington Metropolitan Area and provides a mix of suburban and rural living toits residents. Since the construction of Dulles International Airport, new businessand residential development have dominated the County’s historical agriculturaleconomy. The County’s population nearly doubled in the 1990s; since 2000, theCounty has been the fifth fastest growing county in the United States. The Countyis known for its beautiful scenery, rich history, comfortable neighborhoods, andhigh-quality public services. Its economy continues to grow and is responsiblefor a considerable share of Northern Virginia’s job growth during the past fewyears. Several major companies in the telecommunications, information, andairline industries are in the County. It is also known for its outstanding publicschool system.3.2 MHSADS General InformationMental Health, Substance Abuse and Developmental Services (MHSADS) hasserved the community since July 1, 1973, as the public agency responsible forplanning, organizing, and providing recovery- oriented services to individualsPARENT SUPPORT PARTNER SERVICESRFP #RFQ 692021Page 3 of 43experiencing serious mental illness and substance use disorders, persons withintellectual and developmental disabilities, and children with early developmentaldelays. MHSADS is one (1) of forty (40) public organizations in Virginia workingwith the Department of Behavioral Health and Developmental Services(“DBHDS”). Programs are directly operated or provided by private organizationslicensed by DBHDS. MHSADS receives funding from the County, theCommonwealth of Virginia, and grants from the federal government. MHSADSis required by state code to charge for services, and a sliding fee scale is utilized.The MHSADS also bills Medicaid, Medicare, and other insurance companies.MHSADS observes County rules and regulations regarding financialmanagement, personnel management, and purchasing activities, and directlyoperates contracts with many external parties for the provision of services.MHSADS functions as part of the Loudoun County Human Services system andpartners with numerous Departments within Loudoun County Government, toinclude the Department of Family Services (“DFS”), Health Department,Sherriff’s Office, Juvenile Court Service Unit, and Community Corrections.MHSADS offers varying combinations of the following core services:A. Emergency ServicesB. Mental Health and Substance Use Disorder Outpatient ServicesC. Psychiatric and Medication Management ServicesD. Support and Care Coordination Services (Case Management)E. Employment and Day Support ServicesF. Residential ServicesG. Early Intervention ServicesMHSADS supports individuals residing in a variety of settings throughout theCounty. MHSADS seeks to refer individuals in need of Mental Health SupportServices (“MHSS”) throughout Loudoun County, Virginia, and may seek services inlocations in surrounding localities. Mental Health Skill-building Services are definedas individualized training in functional skills and appropriate behavior related to theindividual's health and safety, activities of daily living, and use of communityresources; assistance with medication management; and monitoring health,nutrition, and physical condition. Services are being offered to empower individualsto achieve and maintain community stability and independence in the mostappropriate and least restrictive environment.4.0 OFFEROR’S MINIMUM QUALIFICATIONSOfferors must demonstrate that they have the resources and capability to provide thematerials and services as described herein. All Offerors must submit the documentationindicated below with their proposal. Failure to provide any of the required documentationshall be cause for proposal to be deemed non-responsible and rejected.4.1 The following criteria shall be met in order to be eligible for this Contract. Offerorsshall:PARENT SUPPORT PARTNER SERVICESRFP #RFQ 692021Page 4 of 43A. Provide resumes of personnel or recruiting strategy for personnel,specifically parents and/or guardians, who have “lived experience” insupporting youth with behavioral health needs to provide the Parent SupportPartner (PSP) services.B. Have an office located in Loudoun County or provide services in a privatesetting within Loudoun County such as access to conference rooms and/oroffice spaces and/or addresses that will afford privacy for any treatmentservices. Offerors must include a copy of their current BusinessProfessional and Occupational License designating the County location inthe proposal submission.C. Have at least three (3) years of experience in the delivery of behavioralhealth services including, but not limited to, ICC, HFW and PSP services.Offerors must include this information in the Reference section of theproposal submission.D. Provide personnel who have current training in Human Rights, HealthInsurance Portability and Accountability Act (HIPAA), Occupational Safetyand Health Administration (OSHA), behavior management/de-escalation,and Cardiopulmonary Resuscitation (CPR) and First Aid, and the availabilityto provide support and interventions. Offerors must include copies of theaforementioned training certifications for those staff members in theproposal submission.5.0 SCOPE OF SERVICESAll proposals must be made on the basis of, and either meet or exceed, the requirementscontained herein.5.1 PSP Program responsibilities. Contractor shall:A. Provide services from 8:30am - 8:00pm, Monday-Friday to accommodatethe family’s schedule.B. Receive referrals for individuals needing PSP services from MHSADSduring the business week via secure encrypted e-mail or e-fax.1. Upon receipt of a referral from MHSADS, the Contractor shall makecontact with the individual within two (2) business days of referral.2. Schedule/offer the first appointment to the individual within fivebusiness (5) days from the date of referral received.C. Provide PSP services for up to sixty (60) families at a time (an estimatedeighty (80) families per year) in the families’ homes and other naturalenvironments (i.e., community locations in Loudoun County).D. Provide each family with up to fifteen (15) hours of PSP services per month.E. Conduct at least two (2) face-to-face activities with the parent and/or youthevery thirty (30) days, for a minimum duration of forty-five (45) minutes.
