Category: Request for Proposals Status: Open Description: The City of Great Bend is soliciting proposals from qualified and experienced childcare providers to operate and manage a licensed daycare center within a designated space of The Front Door, located at 1615 10th Street, Great Bend Kansas, 67530. The goal is to provide highquality, affordable, and reliable childcare services for municipal employees and local citizens.

Plan & Spec Available: Location: The Front Door, 1615 10th Street, Great Bend, KS 67530.
- Space Available: See attached Exhibit A.
- Utilities and Maintenance: The City of Great Bend will provide water, sewer, trash, janitorial services and basic maintenance.
- Improvements: Any proposed renovations or alterations must be pre-approved by the City of Great Bend and will be at the proposer’s expense unless otherwise negotiated.Qualifications: The Municipality seeks to contract a licensed childcare provider to:
- Establish and operate a daycare program within the municipal facility.
- Deliver early childhood education and care services for children ranging from 6 weeks to 5 years old.
- Comply with all applicable state and local childcare licensing requirements.
- Provide services during standard business hours, with potential for extended hours based on demand.Special Requirements: Proposals must include the following:
1. Executive Summary – Overview of the organization and understanding of the project.
2. Experience and Qualifications – History of providing childcare services, including
references from similar projects.
3. Licensing and Certification – Proof of current licensure and compliance with state and local regulations, if applicable, or compliant licensing after inspection by state and local authorities in current facility.
4. Staffing Plan – Proposed staffing levels, qualifications, and background check processes.
5. Curriculum and Daily Schedule – Overview of educational approach and sample daily schedule.
6. Fee Schedule – Proposed fees for services and any subsidy models offered.
7. Insurance – Proof of liability insurance and worker’s compensation coverage if
applicable.
8. Financial Statement – A recent profit & loss statement or a projection of income and expenses.
9. Implementation Plan – Timeline for start-up, including hiring, licensing, and facility preparation.

Anticipated Start Date January 1, 2026Miscellaneous: The successful proposer will be expected to:
- Pay a monthly fee by the 1st of the month of $700 that includes rent and all utilities.
- Provide all furniture, equipment, accessories, etc. for function of a daycare.
- Design, staff, and manage a daycare program that meets or exceeds all applicable regulations and best practices.
- Ensure the safety, health, and well-being of all enrolled children.
- Develop and implement an age-appropriate curriculum.
- Provide nutritious meals and snacks in accordance with local health regulations.
- Maintain all required licenses, certifications, and insurance.
- Collaborate with the City of Great Bend on any operational needs or community events.
- Manage enrollment and fee collection directly with clients (families).
- Submit regular reports to the City of Great Bend on enrollment, staffing, and compliance.Related Documents: General environmental requirements
