Public notice is hereby given that the PORT of Bremerton has issued a Request for Bids for the above-named project, with electronic bids due no later than the date and time given above.
Bids are to be submitted electronically through https://mrscrosters.bonfirehub.com. Bidders must create a login to submit a bid. The original bid bond hard copy is due to the Port before the bid deadline and is not to be received electronically. Deliver bid bonds labeled with bid opportunity “#03-15-0224 Port Orchard Marina Breakwater Replacement” to: Attn: Tim Petrick, Port of Bremerton, 8850 SW State Hwy 3, Bremerton, WA 98312. Bids sent via e-mail are not accepted. Questions are due by June 10, 2026 at 4:30 PM and are to be received online the “Q&A” section of the solicitation.

The Port of Bremerton is seeking bids for a breakwater replacement project at the Port Orchard Marina. This project will include new north and east breakwaters, approach floats, a new gangway, and demolition of the existing structures and utilities. The breakwater, approach floats, and gangways are performance specified for the fabricator's final design. The anchoring system for the floats in fully designed as well as the float utilities. Utility infrastructure includes dock water systems, dock fire systems, dock sewer systems, sewer forcemain, and electrical. The upland utility work includes temporary erosion and sediment control (TESC); existing utility protection, and site restoration, including paving and landscaping. The project mitigation requirements include the demolition of two timber piers located within one mile of the site. This project is anticipated to be completed in phases over two years.

Prevailing Wage Provision: The workers of all contractors and subcontractors on all Port "public works" as defined by RCW 39.04.010, shall be paid the "prevailing rate of wage" including "usual benefits" and overtime, paid in the locality as those terms are defined by Chapter 39.12 RCW. The contractor is responsible for obtaining and completing all required government forms and submitting same to the proper authorities. In accordance with RCW 39.12.030, applicable prevailing wage rates can be found online at https://secure.lni.wa.gov/wagelookup/rates/journey-level-rates.
Davis-Bacon Act, as amended (40 U.S.C. 3141-3148): In accordance with the statute, contractors must be required to pay wages to laborers and mechanics at a rate not less than the prevailing wages specified in a wage determination made by the Secretary of Labor. In addition, contractors must be required to pay wages not less than once a week.
The project is supported with funding from the following:
• 2023 Federal RAISE Grant (MARAD) - $9,400,000
• Washington State 2018 appropriation - $988,430
• Washington State 2021 BIG grant (US Dept. of Interior)- $1,200,000
• 2023 State capital and transportation budgets - $3,000,000
• Washington State Parks and Recreation Commission Clean Vessel Act - $397,973.00
Partial funding was through the Washington State Parks and Recreation Commission Clean Vessel Act Program, and in cooperation with U.S. Fish and Wildlife Service Clean Vessel Act Grant Program.
The Port Orchard Breakwater Project is supported with funding from Washington’s Climate Commitment Act. The CCA supports Washington’s climate action efforts by putting cap-and-invest dollars to work reducing climate pollution, creating jobs, and improving public health. Information about the CCA is available at www.climate.wa.gov.
