INVITATION TO BIDSealed bids for the Pedestrian Walkway project, will be received at: City of Cape Girardeau City Hall, 44 N. Lorimier, CapeGirardeau, MO 63701, ATTN: Sarah Young until 4/21/2026 at 10:00 AM local time. All bids shall be submitted in the form ofhard copy attached.This project, TAP-1501(022), is in required combination with TAP-1501(021). Bids will be combined.The proposed work includes grading and sidewalk construction along Cape Rock Drive.Proposals will be publicly opened and read aloud on 4/21/2026 at 10:00 AM local time in the Hub Conference Room, 2nd floorat City Hall. A certified or cashier's check or bid bond executed by the bidder and an approved Surety Company, in the amountof five (5%) percent of the bid shall be submitted with each Proposal.All questions concerning the project shall be submitted in writing to the City of Cape Girardeau Project Manager, Sarah Young,by 12:00 Noon, prevailing local time, on 4/17/2026. A mandatory pre-bid conference will be held on 4/14/2026 10:00 AM localtime, in the Port Conference Room, 2nd floor City Hall 44 N. Lorimier Street, Cape Girardeau, Missouri 63701.The Owner reserves the right to reject any or all Bids with MoDOT concurrence, including without limitation the rights to rejectany or all non-conforming, non-responsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believesthat it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsiveor the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established byOwner.Owner also reserves the right to waive all informalities not involving price, time or changes in Work and to negotiate contractterms with the Successful Bidder.Plans, specifications, proposal form, and contract for said improvement may be viewed and/or obtained from the City’s websiteat: www.cityofcape.org/bidsAll labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate ofwages of work of a similar character in this locality as established by the Department of Labor and Industrial Relations (FederalWage Rate), or by the prevailing wage law of the State of Missouri, whichever is higher.Pursuant to 285.530 R.S. Mo, the bidder must affirm its enrollment and participation in a federal work authorization programwith respect to the employees proposed to work in connection with the services requested herein. Additionally, pursuant to292.675, R.S. Mo, the bidder is informed that all contractors or subcontractors doing work on this project to provide, and requireits on-site employees to complete, a ten (10) hour course in construction safety and health approved by the Occupational Safetyand Health Administration (“OSHA”) or similar program.The City of Cape Girardeau hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuantto this notice, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded fullopportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color,religion, creed, sex, ancestry, or national origin in consideration for an award.The prime contractor must go through the MoDOT pre-qualification process and be in the MoDOT approved contractor listing.The prime contractor must have a fully responsive contractor questionnaire on file with the Missouri Highways andTransportation Commission (MHTC) at least seven (7) days prior to the date and hour of the bid opening (See Section 102.2 ofthe Missouri Standard Specifications for Highway Construction).The DBE Goal for this project is 0%No 2nd tier subcontracting will be allowed for the project.The project will be awarded to the lowest, responsive, responsible bidder.Jake Garrard, PECity Engineer, City of Cape Girardeau, MO
