Overview
Summit County Government (“County”) and Town of Breckenridge (“Town”) are soliciting bids from qualified contractors to provide services for the 2026 QUANDARY PEAK AND MCCULLOUGH GULCH PARKING AND/OR SHUTTLE SERVICE.
Note: This Request for Proposal is for any contractor wishing to manage the (1) parking management and reservation system, (2) shuttle service, or (3) the combined parking management, shuttle service, and reservation system.

REQUEST FOR PROPOSALSfor2026 QUANDARY PEAK AND MCCULLOUGH GULCH PARKING AND/OR SHUTTLE SERVICEPOSTED: FEBRUARY 5, 2026Proposals Due:MONDAY MARCH 9, 2026 by 5:00PM MST/MDTOverviewSummit County Government (“County”) and Town of Breckenridge (“Town”) are soliciting bids from qualifiedcontractors to provide services for the 2026 QUANDARY PEAK AND MCCULLOUGH GULCH PARKINGAND/OR SHUTTLE SERVICE.Note: This Request for Proposal is for any contractor wishing to manage the (1) parking management andreservation system, (2) shuttle service, or (3) the combined parking management, shuttle service, andreservation system.BackgroundThe primary goals of the Quandary Peak and McCullough Gulch parking reservation and shuttle system areimproving public safety, decreasing congestion on surrounding roads, and allowing emergency vehicle access.2026 will mark the sixth year of this system, and operations are anticipated to remain similar to last year.Parking Reservation SystemIn 2025, parking reservations were required from June 14 to September 14, and visitors could purchase a full day(5:00 AM to 3:00 PM) or short-term (4 hours) reservation up to two weeks in advance. Full day parking was $30on non-peak days (Monday – Thursday) and $55 on peak days (Friday – Sunday, plus holidays), and short-termparking was $10 for non-peak days and $20 for peak days. The Quandary Peak Trailhead parking lot has acapacity of roughly 70 spaces. After 3:00 PM, parking was free and available on a first-come, first-served basis.To discourage overnight parking, parking was not allowed between 12:00 AM and 4:00 AM.From June 14 to September 14, visitors purchased a total of 6,160 total parking reservations. Of the total parkingreservations in 2025, visitors reserved 4,356 full day reservations and 1,804 short-term reservations. Julycontinued to be the most popular month to reserve a parking space, followed by August, then June. Use wasevenly distributed throughout the week, although Saturdays and Sundays continue to be the most popular days toreserve a parking spot. Parking lot utilization (reservations made compared to overall space availability) isestimated to be approximately 95% on most days.Shuttle ServiceIn 2025, the contractor provided a combination of shuttles (14, 19, 25, and 36-passenger) based on the anticipatedcapacity of the day. From June 14-30 and September 2-14, the contractor operated only two shuttles, and duringpeak season from July 1 to September 1, the contractor operated three shuttles. During peak season, two shuttlesran every 30 minutes from 5:00 AM to 5:00 PM between the Breckenridge South Gondola Parking Garage (80North Park Avenue) and the Quandary Peak Trailhead. A third shuttle ran every 30 minutes from 5:00 AM to8:00 AM between Breckenridge and the Quandary Peak Trailhead, and then stayed on-site to travel to and fromMcCullough Gulch from 8:00 AM to 5:00 PM. This third shuttle ran every 20 minutes once on-site. A round-tripticket from Breckenridge to the Quandary Peak Trailhead was $7 per passenger and free for local residents withproof of residency. The McCullough Gulch shuttle service was included free of charge with the purchase of aparking reservation or shuttle payment.From June 14 to September 14, visitors purchased 9,842 shuttle tickets, a 19% increase from 2024 (n=8,285tickets). Similar to last year, shuttle tickets were free for Summit County residents, and residents ‘purchased’ 176SCG Version 02.22Summit County local passes in 2025.Total ridership on all four routes was 49,314 passengers and 214 dogs, a 69% increase from 2024 (n=29,224passengers). It is important to note that this total number includes passengers who were “double counted” (i.e.,those who rode the shuttle more than once during a single day such as those riding from Breckenridge toMcCullough Gulch and back). Of these total passengers, 19,612 passengers rode the shuttle to and fromBreckenridge and the Quandary Peak Trailhead, and 29,702 passengers rode the shuttle to and from McCulloughGulch. Saturdays were the most popular days to utilize the shuttle system, and ticket sales were almost double thatof any other day. Shuttle ticket purchases followed a bell-shaped curve, with purchases increasing as the weekprogressed and peaking on Saturday. July was the most popular month to utilize the shuttle system.Request for 2026 ServicesThe County and Town are requesting bids from qualified applicants to provide a (1) parking management andreservation system, (2) shuttle service, or (3) combined parking management, shuttle service, and reservationsystem during the 2026 season. The earliest anticipated start date for the system is June 13, 2026, weatherdependent. Note that the informational website will need to be live by May 1, 2026, and the reservation systemwill need to be operational two weeks prior to the shuttle service and paid parking beginning.1. Parking Management and Reservation System Only (Attachment A)a. Contractors wishing to manage parking and provide a reservation system independent of the shuttleservice are encouraged to submit a bid that should include the following, as set forth in “Attachment A:Scope of Work and Bid Instructions for Parking Management and Online Reservation System Only:”i. Provide parking management and a user-friendly web-based reservation system.ii. Monitor paid parking reservations and provide daily enforcement during peak times at theQuandary Peak Trailhead parking lot.iii. Collect parking reservation data and provide satisfaction surveys to inform future parkingmanagement decisions.iv. Create and manage a parking information, reservation, and payment webpage.v. Provide timely customer service and handle customer questions and complaints about theparking reservation and shuttle system.vi. Communicate regularly with Summit County and Town of Breckenridge staff to addresschallenges and opportunities as they arise, and provide a season end report of data.2. Shuttle Service Only (Attachment B)a. Work shall be completed as set forth in a contract forthis project to be negotiated with the County and Town, with input from stakeholders, based upon the contractor’swritten proposal as outlined in Attachment A and/or B.Date and time of serviceService will be performed on an ongoing basis beginning in MAY (parking/reservation system) or JUNE (shuttlesystem) 2026 and ending SEPTEMBER 2026. Service will be performed on a regular schedule to be agreed uponprior to contract. Potential schedule should be included in contractor's written proposal.Indemnification and InsuranceContractor shall indemnify and hold harmless the County and Town from and against all claims, damages, losses, andexpenses arising out of or resulting from acts or omissions of the Contractor, Contractor’s sub-contractors or otherwisearising out of the performance of services by Contractor. No later than seven (7) days following the execution of anIndependent Contractor Agreement between the County, Town, and Contractor, the Contractor shall provide the Countyand Town with certificates of insurance evidencing the types and amounts of insurance specified below:a. Worker’s Compensation and Employer’s Liability:i. Worker’s Compensation must be maintained with the statutory limits.ii. Employer’s liability is required for minimum limits of: $1,000,000 Each Accident $500,000 Disease Policy $1,000,000 Disease Each Employeeb.
