Town of Dauphin Island1011 Bienville Blvd. Dauphin Island, Alabama 36528Phone (251) 861-5525 Fax (251) 861-2154www.townofdauphinisland.orgINVITATION FOR BIDS: ADA BEACH ACCESSIBILITY MATSYSTEM PROCUREMENTThe Town of Dauphin Island (hereafter called “Town”) is requesting sealed bids from qualifiedvendors for the purchase of ADA‑compliant beach accessibility mat systems.1. PROJECT OVERVIEWThe purpose of this project is to improve public beach accessibility by installing roll‑outaccessibility mat pathways across sandy areas from beach access points toward the shoreline. Themats will provide improved access for individuals with mobility impairments, including thosewho use wheelchairs.2. FUNDING SOURCEThis project is funded in part by a grant awarded to the Town. Total procurement cost shall notexceed $45,000.3. SCOPE OF WORK• Provide modular beach accessibility mat sections.• Provide 8 angle kits (specific angles needed by the Town to be supplied later).• Provide anchoring hardware suitable for sandy environments.• Provide connection hardware for extending pathways.• Deliver materials to designated Town location within 30 days after issuance of purchase orderunless otherwise approved by the Town.• Total cost of all components and delivery not to exceed $45,000.4. TECHNICAL SPECIFICATIONSProposed products must meet or exceed the following minimum specifications:• Mat Width: 60 inches (5 feet).• Mat Length: 50 feet per section.• Material suitable for marine and coastal environments.• Material durable enough to withstand nearly continuous pedestrian and non-motorizedwheeled traffic.• Slip‑resistant surface suitable for pedestrian and non-motorized wheeled traffic: wheelchairs,strollers, beach access chair, walkers, etc.• UV‑resistant construction.• Modular sections capable of connecting to extend pathway length.• Anchoring system suitable for sand environments.• System shall be ACCESSMAT by AccessRec or approved equal. Any proposed equalproduct must demonstrate compatibility with the Town’s existing ACCESSMAT sections andconnectors and must meet or exceed all technical specifications listed herein. Documentationdemonstrating compatibility and compliance must be submitted with the bid.• Vendor must provide documentation demonstrating compliance with applicable ADA/ABAaccessibility standards for beach access routes.5. QUANTITYThe Town intends to purchase approximately 20 mat sections and 8 angle kits, subject to finalpricing. The Town reserves the right to adjust quantities in order to remain within the $45,000project budget.6. DELIVERY LOCATIONTown of Dauphin IslandPublic Works Department/Attn. BID SUBMISSION REQUIREMENTSBids shall be submitted in sealed envelopes with the following information on the front ofthe envelope: contractor’s complete name, address, & phone number, and “2026 ADABeach Mat Bid”.The following information shall be provided in the submitted packet:• Product description and technical specifications to include manufacturer’s product literature,indicating materials used, and other information required to demonstrate compliance withspecified requirements.• Pricing per mat section and per angle kit.• Estimated delivery schedule.• Warranty information.• Three references from other municipalities that have purchased your mat.8. BID SUBMISSION DEADLINE AND OPENINGSealed bids will be received by the Town of Dauphin Island until April 17, 2026 at 1 pm (CST),at Town Hall located at 1011 Bienville Blvd., Dauphin Island, Alabama 36528. Bids will bepublicly opened and read aloud immediately thereafter.9. EVALUATION CRITERIA• Compliance with technical specifications.• Cost effectiveness.• Product durability and warranty.• Vendor experience with coastal or municipal projects.• Delivery timeline.• The Town reserves the right to determine bidder responsibility, including review of vendorexperience, references, and prior performance on similar municipal or coastal projects.10. TERMS AND CONDITIONSThe Town reserves the right to reject any or all bids, waive minor irregularities, and accept thebid deemed most advantageous to the municipality. The Town reserves the right to reject any bidthat does not comply with the requirements of this solicitation or applicable law. By submitting abid, the bidder certifies that the bid is genuine and not made in the interest of or on behalf of anyundisclosed person, firm, or corporation and that the bidder has not colluded with any otherperson or entity.12. FEDERAL GRANT COMPLIANCEThis procurement is funded in part through a federal grant. Vendors must comply with allapplicable federal requirements including 2 CFR Part 200 and applicable domestic preference /Buy America provisions. Vendors shall certify that materials supplied comply with theserequirements.13.
