The City ofUpland is requesting proposals from qualified civil engineering firms, licensed in the State ofCalifornia, for the purpose of entering into a professional consultant services agreement toperform engineering design services in connection with pavement rehabilitation and utilityimprovements along 19th Street, from Mountain Avenue to Euclid Avenue. The City intendsto award a Professional Services Agreement (Agreement), to a firm deemed to be mostqualified to provide services as required by the City. The Agreement to be executed shallbe in the form attached hereto as Attachment A.The California Labor Code section 1770, et seq., requires that certain consultants and/orsubconsultants on public works projects pay their workers based on the prevailing wagerates which are established and issued by the Department of Industrial Relations,(http://www.dir.ca.gov). Proposers of this RFP agree to adhere to the prevailing wagerequirements and use the wage schedules applicable at the time the work is performed,which can be obtained from the Department of Industrial Relations Internet site at:(http://www.dir.ca.gov/OPRL/DPreWageDetermination.htm).Any consultant or subconsultant who submits a proposal or performs work that requires thepayment of prevailing wages under the state law must be registered with the Department ofIndustrial Relations. This includes not only work performed by the building and constructiontrades, but also other types of work, including trucking, surveying, and material testing, ifthat work is subject to prevailing wage requirements.PROJECT LOCATION AND BACKGROUND19th Street is an east/west directional transportation corridor that carries approximately4,500 vehicles per day and is classified as an other principal arterial road under theCalifornia Road System (CRS) Maps. Within the City of Upland, 19th Street provideseast/west connectivity throughout the city. The location of the proposed project is shownon the attached project location map (Attachment B). The improvements proposed under this project consistprimarily of street infrastructure rehabilitation (i.e. curbs, gutters, sidewalks, curb ramps,asphalt pavement, etc.), upgrading existing fire hydrants, installation of new water mainpipe line, installation of new copper water services, water main pipeline connections to sidePage 2 of 12Request for ProposalsEngineering ServicesProject No. 7343, & 914119TH Street Reconstruction Pavement Rehab. & Utility Imp.Mountain Avenue to Euclid Avenuestreets, replacement of existing brick sewer manholes, all with associated appurtenances,and upgrading roadway striping to include shared lane and buffer zones.The Scope of Work includes the following:Task 1 – Project AdministrationIt will be important for the Consultant to prepare and implement an efficient andeffective Project Management Plan to keep the project on schedule. Consultant shallattend an adequate number of meetings to effectively manage the project andprovide deliverables listed in other sections of the scope of work. At a minimum,Consultant should budget for the following items:A) Project Schedule, Status Reports, Invoices, Administration1. Prepare a project design schedule and update schedule monthly.2. Prepare and submit with invoice monthly status reports providing anoverview of progress made during the month and tasks to beaccomplished the following month.3. Submit invoices which follow the task items provided in the hours/feetable provided with the proposal and/or used as a basis for the contract.Provide a brief narrative by task of the work performed during the billingcycle and copies of invoices for direct expenses.B) Engineering Phase Meetings1. The City will provide all available City-owned facilityrecords at no cost to the consultant.Utility Potholing InvestigationThe Consultant is required to provide potholing investigation with potential existing utilityconflicts. Consultant is required to:• Retain Service of Contractor.• Obtain a no-fee Partial Street or Lane Closure Permit from the City.Geotechnical Investigation & ReportThe Consultant is required to provide a geotechnical investigation to assess and recommendan appropriate roadway structural pavement section for 19th Street, from Mountain Avenueto Euclid Avenue. City anticipates the general scope of services to include the following:• Obtain a no-fee encroachment permit from the City for subsurface investigationwithin the street, and coordinate boring/coring locations with the City Engineer inadvance to the field work.Page 5 of 12
