PUBLIC NOTICE – REQUEST FOR PROPOSALS
FOR THE CONCESSION SERVICE OF OPERATING EQUINE STABLES AND RELATED
SERVICES AT OAK MOUNTAIN STATE PARK
Notice is hereby given to all interested persons that the State of Alabama, Department of Conservation and Natural
Resources, State Parks Division (DCNR) will receive proposals in Pelham, Alabama, at the time and date
hereinafter specified, for the exclusive concession service of operating equine stables and other related services
at the Stables at Oak Mountain State Park (Park) in Shelby County, Alabama by concession agreement.
The facilities within the Park to be operated by successful vendor will be specified in the concession agreement.
Each vendor should personally examine the locations offered.
General Scope:
Facilities include stables, riding arena, and other specified park approved pastures.
Operate equine stables 7 days a week with agreed upon scheduled operating hours based upon park
occupancy, special events, holiday, and weather.
Offer overnight and extended boarding, guided equine trail rides, riding lessons, and other related services
at reasonable rates.
Maintain all stalls, paddocks, and associated boarding areas in clean, sanitary, and safe conditions at all
times to support the health and well-being of animals, staff, and visitors.
Provide comprehensive daily care with records for all boarded animals, including, but not limited to,
feeding, watering, monitoring of health conditions, and coordination of routine and emergency veterinary
care as needed.
Ensure all boarded horses have current annual Coggins testing in accordance with applicable regulations.
Proof of negative Coggins tests shall be required for all boarded animals as well as any visiting horses
prior to entry.
Maintain accurate and up to date veterinary and health records for all boarded animals. All records shall
be made available for review upon request.
Responsible for maintaining the cleanliness and appearance of the public restrooms and grounds in the
facility area.
Responsible for all lawn care in the facility area.
Items Required to be Submitted with Proposal:
a) A description of vendor’s business and a summary of services
b) Proof of no less than 5 years of vendor’s actual experience in the operation of equine stables and related
services
c) The percentage remittance amount based on gross revenue from concession operations the vendor
proposes to pay
d) A complete financial statement
Successful Vendor General Requirements:
a) Execute the concession agreement and submit all required documents and forms within 20 days of receipt
b) Along with concession percentage remittance, submit a mandatory 5% of gross revenue, to be used for
general maintenance of facilities with receipts provided; and $75.00 a month for utilities
c) Any improvements or changes to facility or grounds must be pre-approved by Park
d) Vendor must be present for quarterly inspections of all facilities, grounds, and records
e) Provide a performance bond in the amount of $15,000.00
f) Certificate of Insurance with a minimum combined single limit of liability of $100,00.00
g) Additional documents, including background checks, are required to enter the concession contract. For a

THE DEADLINE DCNR WILL RECEIVE SEALED PROPOSALS IS 2 PM CST ON THURSDAY,
APRIL 23, 2026. PROPOSALS MUST BE MAILED TO: OAK MOUNTAIN STATE PARK, 200
TERRACE DRIVE, PELHAM, AL 35124. IT IS THE SOLE RESPONSIBILITY OF THE VENDOR TO
ENSURE THE STATE PARKS DIVISION ACTUALLY RECEIVES THE PROPOSAL PRIOR TO THE
ADVERTISED DEADLINE. NO PROPOSALS SHALL BE RECEIVED AT ANY TIME FOR ANY
REASON AFTER THE DEADLINE STATED HEREIN.
All proposals should be submitted in sealed envelopes in the form and manner prescribed and should be
marked clearly on the outside of the envelope with the words “SEALED PROPOSAL - OPERATION OF
EQUINE STABLES AT OAK MOUNTAIN STATE PARK, TO BE OPENED AT 2 PM CST FRIDAY,
APRIL 24, 2026” to avoid the opening of the proposal as ordinary mail. PROPOSAL MUST INCLUDE ALL
REQUIRED INFORMATION AND DOCUMENTS AS STATED IN THIS NOTICE. NO ALTERATIONS OR
EXCEPTIONS SHALL BE ALLOWED TO THE TERMS AND CONDITIONS OF THIS REQUEST. Timely
proposals will be opened at 2 PM CST on Friday, April 24, 2026.
The successful vendor will be granted a concession agreement for a 2 year term. The term may be extended upon
mutual agreement of the parties.
The best interests of DCNR and the public shall be considered as the key factor in selecting or not selecting a
responsible vendor.
All requirements of Ala. Code Section 9-14-20 et seq. (1975) and other applicable state, federal, and local laws
shall govern this request, responses, any resulting contract, concession facilities, and related activities whether
or not stated in this request. All interested parties agree to comply with all applicable laws.
All responses received will be subject to the Alabama Open Records Act, Ala. Code Section 36-12-40, (1975), as
amended, and may be subject to public disclosure upon request.
