ADVERTISEMENT FOR QUALIFICATION STATEMENTS (RFQ)

Des Moines Public Schools (Owner) has entered into a Construction Manager at Risk Contract with Story

Construction (CMaR) for the construction of the Studebaker Elementary School Addition Project. This

advertisement is to solicit, receive and evaluate the qualifications of Prospective Bidders to participate in the

bidding and construction of and/or supply of material or equipment for the Project.

Per Iowa Code Chapter 26A, Prospective Bidders interested in providing a sub-bid for a Scope Package on the

Project must complete and submit a Statement of Qualification (SOQ) by the submission due date and be

deemed qualified to be eligible to bid the project.

Project Description:

The project includes an approximately 13,750 square foot, single-story addition

to and existing elementary school. The program of spaces is to include eight Pre-kindergarten – 2nd grade

classrooms and associated support spaces. Additional components of the project will include: storm shelter,

parking lot, selective demolition to tie the addition into the existing building, and a new playground.

Story Construction will receive completed Statements of Qualifications (SOQ) documents until the submission

deadline of 5:00 PM. on Friday, June 19, 2026.

All submissions shall be made via email only to: estimating@storycon.com .

Requests for Clarifications and Questions: Please submit all questions directly to Story Construction at

jreams@storycon.com. Questions must be submitted no later than 5:00 PM on Friday, June 5, 2026.

Submission Withdrawal: Submissions may be withdrawn by the submitter with written request received by

Story Construction prior to the submission deadline.

SUBMISSION ACCEPTANCE: Story Construction and/or the Owner will review and evaluate submitted

Statements of Qualification (SOQ) based upon an objective evaluation process and statutory criteria. Submissions

that meet or exceed the minimum will be deemed as an approved sub-bidder for the project.

Story Construction or the Owner retain the right to reject any/all submissions if documentation is flawed,

incomplete, or insufficient to properly evaluate. Submissions must be fully completed, on the correct form and

include all supporting documentation to be considered responsive.

The acceptance of Statements of Qualification (SOQ) by Story Construction and/or the Owner does not constitute

a contract or promise to award a contract to the submitter.
