COMPETITIVE SEALED QUOTESThe Town of Ipswich Department of Public Health (“Department”) shall enter intoprocurement contracts opioid abatement education services utilizing competitive sealedQuotes in accordance with G.L. c.111 §26.II. INTRODUCTIONThe Department is soliciting Quotes for opioid abatement education services under thisrequest for quotes (RFQ) for a term of fifteen (15) months with the possibility of two (2)one (1)-year extensions. The Department solicits Quotes from qualified firms to submitwritten fixed fee Quotes to develop and implement a community education campaignfocused on adults, including parents and caregivers, to promote awareness and accurateinformation about addiction, opioid use disorder and state resource navigations systems(including the MA Behavioral Health Helpline and Substance Use Helpline). Thiscampaign is being funded as part of the Town’s Opioid Settlement Funds, and it notsubject to annual appropriation.Quotes shall consist of two (2) parts: (i) a Technical, or non-price, Proposal whichincludes all information responsive to this RFQ except the proposer’s fee, and (ii) a PriceProposal.III. BACKGROUNDThe mission of the Department of Public Health is to protect the public health and theenvironment, prevent and control the spread of disease and promote sanitary livingconditions through the enforcement of state and local regulations including the StateSanitary Code, State Environmental Code, and Ipswich Board of Health Regulations.Additionally, the Department of Public Health is responsible for developing emergencypreparedness plans to respond to infectious disease outbreaks and other biological events.The Director of Public Health also serves as the Opioid Abatement Coordinator, who isthe point person for the community and outside agencies regarding Opioid SettlementFunds and associated activities.IV. SCOPE OF SERVICESAs part of a recent settlement with opioid companies, the Town has decided to pursuework on its community education campaign. Working with the Director of Public Health,acting as the Opioid Abatement Coordinator, the vendor will work to refine the existingcommunity education campaign. Furthermore, the vendor will be responsible fordeveloping a variety of types of marketing (content, digital, event, or print) so that theaudience has multiple opportunities to engage with the message. In addition to providingthe above work, the successful vendor will develop engaging and visually appealingpublic-facing materials.As part of the proposal, the vendor will be expected to identify key performanceindicators to measure the campaign’s success and track performance throughout thecampaign’s duration. After closeout of the campaign, the vendor will then analyze andsynthesize data collected and write a Summary Report after the campaign’s fifteen (15)-month run. Within two (2) weeks of the end of the campaign, the vendor will be expectedto deliver a printed and electronic draft report to the Department.Not later than two (2) weeks from the Department’s acceptance of the draft report offindings, the vendor shall provide the Department with one (1) pdf copy of the report.In addition to the presentation of the draft and final annual reports to the Department, thevendor will be expected to attend up to two (2) additional meetings with the HealthDirector.The vendor will be expected to routinely respond to Department telephone and/or e-mailinquiries within one (1) business day of the Department inquiry.V. INSTRUCTIONS TO PROPOSERSIssuing Office. This RFQ is issued by and for the Department with the assistance of theTown of Ipswich Purchasing Department. All RFQ inquiries shall be directed both to thePurchasing Department at purchasing@ipswichma.gov and to Colleen Fermon atcolleenf@ipswichma.gov not later than 12:00PM (noon) on Wednesday, November 26,2025.All written RFQ responses will be made available to all respondents upon closure of thebid process through ProjectDog.1. Submission of Quotes. Quotes must be submitted in two separate sealed documents,one marked “Technical Proposal RFQ #26-03” the other marked “Price ProposalRFQ #26-03”. The Technical proposal shall include all information responsive to thisRFQ except the proposer’s price, which shall be set forth in the Price Proposal. PriceQuotes shall NOT be submitted with Technical Proposal. Price Quotes shall bysubmitted using the form found at Attachment A. Technical Quotes shall besubmitted using the form found at Attachment B.All filings must be submitted not later than 12:00 p.m. Eastern Standard DaylightTime on December 3rd, 2025. The Department shall not be responsible fordelayed deliveries of Quotes. Any Quotes and/or unsolicited amendmentsreceived after the closing date and time will be rejected.No bids shall be accepted in person in Town Hall. All bidding materials must besubmitted on ProjectDog.Each proposal shall contain two (2) documents: the first shall be labeled:“Department – Opioid Education Technical Proposal – [Your Firm’s Name] RFQ#26-03” and the second shall be labeled: “Department – Opioid Education FeeProposal – [Your Firm’s Name]R RFQ #26-03.” All responses must include:a. A cover letter that is signed by an official with authority to bind the proposaland a statement that the proposal is valid through December 18, 2025.b. The name of your firm; address; telephone number and e-mail address.c. General description of your firm, including legal form (sole proprietorship;partnership; corporation); identification of primary business and any unrelatedbusinesses; number of employees; and identification of the principal ownersof the firm.d. Resumes of the education and support staff that will be assigned to theDepartment education campaign, including the individual who will haveprimary management responsibility for the Department project.e. A list of the Massachusetts public health systems for whom your firm iscurrently providing education campaigns and contact information for at leastthree (3) Massachusetts public health department references.f. A list of all public health systems for whom your firm has provided opioideducation campaigns for.g. Identification of any Massachusetts public health departments that haveterminated your services in the past three (3) years, along with an explanationfor the terminations.h. Identification of any non-Massachusetts public health departments that haveterminated your services in the past three (3) years, along with an explanationfor the terminations.i. A description of the proposed methodology to be followed, with particularemphasis to understanding the unique nature of Ipswich’s resident population.j. A proposed schedule or timetable for completion of the education campaign.k. Copies of three (3) prior studies that have been completed for a municipal orstate Health Department.l. A description of a successful public education plan that you are most proud of.m. Evidence of general liability insurance coverage for your firm.n. A list of any formal complaints; claims; legal actions or other proceedingsfiled with regulatory agencies; administrative agencies; arbitrators or courtsagainst your firm as a result of education campaigns provided to a clientwithin the past three (3) years.o.
