The awarded Contract, (hereinafter referred to as Contract) will be between the County and awarded Bidder, (hereinafter referred to as Contractor) in accordance with the model contract terms, conditions and scope of work. This is a fully electronic solicitation – only electronic bids submitted through the County’s online bidding system will be allowed; no other form of bid submittals will be accepted. Prior to submitting a bid, Bidders are advised to carefully read the instructions below, including the model contract and any solicitation attachments and/or exhibits.
BackgroundThe County is comprised of 22 departments and over 18,000 employees located throughout the County. The County’s core businesses are public safety, public health, environmental protection, regional planning, public assistance, social services, and aviation. The County of Orange may have over 100+ locations/facilities that may require servicing throughout the County.
The County of Orange is seeking to establish a regional cooperative agreement with a company or companies. A Regional Cooperative Agreement (RCA) is a cooperative contract for commonly used services and commodities executed by the Office of the County Procurement Officer to take advantage of the County’s economies of scale and reduce the duplication of efforts across the County.
The County may also allow local schools, cities, and other public entities to take advantage of RCAs which the County has competitively bid, although the County shall not be a signer on these contracts and shall have no legal liability to either the contracting entities or to third parties as a result of the contracts,
Contractor shall provide services for Paper Recycling (Revenue) Services. Such services include handling, transportation, and recycling of paper.
Contractor is to provide the services to various County facilities located throughout County of Orange on an as-needed basis. The Contractor will pick up an average of approximately twenty-three (23) tons paper recycling from approximately two-hundred seventeen (217) building locations within the County of Orange. The County makes no guarantee of the quantity or frequency of pick-ups. Pick-up locations may be added and/or deleted at any time during the Contract.
Individual agencies/departments or participating government entities will utilize the Contract by contacting the Contractor directly to participate in the program. Individual agencies/departments or participating government entity will provide the Contractor with their pickup location(s), and the name and telephone number of a contact person for each location. Each location will be given an account number for which media type and recycle weights will be reported by pickup date on a monthly basis to the assigned DPA at the County Procurement Office (CPO).
Each Department may have different hours of operations; however, all non-urgent services shall be completed within regular County business hours.
