Project Description

The East Bay Municipal Utility District (EBMUD) is soliciting proposals from qualified contractors to provide Emergency Bypass Hose (EBH) testing services at various locations throughout the EBMUD water system.

The work includes, but is not limited to, fabrication and attachment of unique asset identification tags for each EBH hose segment; hydrostatic pressure testing and inspection of lay-flat, flexible, temporary water distribution hoses of varying lengths totaling up to 25,000 linear feet, and dewatering of EBH hoses.

Optional Site Walk is scheduled to take place on March 2, 2026* at 10:00 a.m. in Castro Valley, CA. Please RSVP by February 27, 2026 at 4:00 p.m. by email to lon.lee@ebmud.com .

The anticipated contract start date is June 1, 2026*, with an anticipated end date sixty (60) days after the start date.

Emergency Bypass Hose Testing and Certification
I. STATEMENT OF WORK
A. SCOPE
As part of East Bay Municipal Utility District’s (EBMUD / District) Emergency Bypass
System (EBS) intended to maintain water service during disaster relief, EBMUD
maintains 6-inch and 12-inch flexible temporary water distribution hoses at various
locations throughout the District. These Emergency Bypass Hoses (EBH) are lay-flat type
of different lengths (500-feet, 250-feet, 100-feet and 50-feet) with grooved end fittings.
This allows multiple hoses to be banded together as needed to bridge across damaged
distribution and transmission pipelines following a major seismic event or landslide. In
total, the District’s current inventory of EBH hoses is approximately 17,600 feet of 12-
inch size and 6,500 feet in the 6-inch size, most of which have been stored in metal
flaking boxes.
To maintain emergency preparedness, EBMUD intends to conduct a condition
assessment of the existing EBH hoses. As some of the hoses were procured in the early
2000s, they are nearing the end of their useful life and may need to be replaced on an
as needed basis. The results from the condition assessment will also be used to
determine which hoses need replacement.
It is the intent of these specifications, terms, and conditions to describe the testing and
certification of the EBH hoses for the formal condition assessment.
EBMUD intends to award a lump sum contract to the Proposer(s) who best meets the
District’s requirements.
B. PROPOSER QUALIFICATIONS
1. Proposer Minimum Qualifications
a. Proposer, Proposer’s principal, or Proposer’s staff shall have been
regularly engaged in the business of providing hose testing or mobile hose
testing services for at least five (5) years.
(1) Or, alternatively, Proposer, Proposer’s principal, or Proposer’s staff
shall have been regularly engaged in the business of manufacturing
or assembling lay-flat hoses for at least ten (10) years if less than
five (5) years of hose testing or mobile hose testing experience.
b. Proposer shall possess all permits, licenses, and professional credentials
necessary to perform services as specified under this RFP.

C. SPECIFIC REQUIREMENTS
1. Hydrostatic Pressure Testing
a. Provide all necessary manpower; supervision; equipment and material;
and coordination with EBMUD staff for hydrostatic pressure testing.
Equipment and materials might include test pump, portable air
compressor, pressure gauges, leakage measuring device, connections, test
caps and all other necessary apparatus.
b. Test Site: Testing shall be conducted at the District’s South Reservoir,
located at the intersection of Grove Way and Gail Drive, Castro Valley,
California. The nearest street address to the reservoir entrance is 1706
Grove Way, Castro Valley, California.
c. Test pressure shall be equal to the lowest working pressure rating of the
EBH hoses:
(1) 225-psig for 6-inch hose
(2) 150-psig for 12-inch hose
d. Test duration: 5 minutes, minimum, and for any additional time as
necessary to conduct examinations for leakage. Maintain test pressures
constant throughout the duration of the test.
e. Scope of testing
(1) Confirmed scope: Contractor shall complete testing of all hose
segments below within 8 working days after receiving the hoses
from the District at the Test Site.

(2) Optional scope: District may elect to conduct additional testing of
the following pending personnel availability. If elected, Contractor
shall complete testing of all hose segments in Optional Scope 1
within 6 working days and all hose segment in Optional Scope 2
within 3 working days after receiving the hoses from the District at
the Test Site.

(3) District retains the right to determine which hoses require testing
and may not elect to test any additional hoses beyond the
confirmed scope.
2. Provide asset identification tags with unique asset tag number for each EBH hose
segment to distinguish the hoses during testing and for the test reports (per
Paragraph I.D. Deliverables/Reports below).
a. Asset identification tags shall include the following character string for
unique asset tag numbers
(1) 6-inch hoses: 000-EBS-EBH-XXX-6, where XXX denotes a numerical
sequential identifier starting with 001.
(2) 12-inch hoses: 000-EBS-EBH-XXX-12, where XXX denotes a
numerical sequential identifier starting with 001.
b. Asset tags shall be constructed of two-ply laminated plastic.
(1) Minimum size: 1” x 2-1/2” x 1/16” thick
c. Tag attachment:
(1) Tag fasteners shall be plastic coated, flexible, multi-stranded 18-8
stainless steel cable.
(2) Cable shall be 7x7 strand core 0.036” cable diameter minimum with
0.044” coating diameter. Nylon ties are not acceptable.
(3) Clamps shall be stainless steel crimped clamping sleeves. Lead
clamps are not acceptable. Cable clamps shall be affixed so that the
