Offerors mayadd to, or alter, the following scope of work, as they see fit to accomplish the work.Specifically, the selected offeror will provide professional engineering services for the designof Keswick Park – Upper Area based upon the following assumptions:(1) Design based on the boundary, topography and underground utility survey, provided by thecity.(2) Design documents based on the approved conceptual master plan, see Appendix B, andthe outcome of two (2) additional public input meetings conducted by the selected firm forthis project.(3) Permitting will be required with DeKalb County.(4) Geotechnical services, if required, will be provided by the City.(5) Offeror will provide project management, civil engineering, landscape architecture andstructural design for the project.(6) Offeror will procure sub-consultants for the project.(7) Photometric studies will be needed for the field, parking lot and pathway lighting.(8) Stormwater management design shall achieve both water quality/runoff reduction andchannel protection. Infiltration-based, vegetative green infrastructure practices should becontemplated in addition to underground detention.(9) Land disturbance will be greater than 1 acre, therefore 3-phase erosion control plans andsubmittal of an NOI will be required.2City of ChambleeKeswick Park Master Plan ImplementationPR-2026-02(10) No GDOT permitting will be required.(11) New pavilions will be prefabricated structures and approximately 25’ x 15’.(12) Irrigation design is included in scope. An irrigation pump is not required.(13) Water and Electrical service are located within the survey area. Offsite utility design is notincluded in the scope.(14) Meetings are limited to those defined in the scope of services.(15) Plans will be distributed to prospective bidders as PDF’s.(16) Reimbursable expenses for mileage and printing included in the scope of services.(17) Permitting fees, if any, will be provided by Client.(18) Construction duration is expected to be 12 months.(19) Construction meetings will occur bi-weekly.The scope of work shall consist of, but not be limited to, public input meetings; schematicdesign; design development; construction documents and permitting; bidding assistance; andconstruction project management. These tasks are outlined below.1. Preliminary ActivitiesA. Hold Kick-Off MeetingHold a kick-off meeting at the City offices or the project site to review the scope of work,schedule, and budget to ensure mutual understanding and to coordinate the work. Discussspecial restriction with construction within Keswick Park due to this being within aneighborhood.2. Public Meetings and Master PlanA. Hold Public Input MeetingsHold two (2) public input meetings to gather additional feedback and incorporate publiccomments into the conceptual master plan. Conduct meeting with the Client to review draftmaster plan, and revise and render final master plan based on Client meeting.3. Schematic DesignA. 30% Schematic DesignPrepare 30% level (schematic design) construction plans based on the final site conceptplan.The schematic design plans will include the following drawings.a. Cover Sheetb. Survey of Existing Conditions (by others)c. Demolition Plansd. Staking Planse. Grading and Drainage Plansf. Landscape Plansg. Architecture PlansB. Prepare preliminary hydrology study model.C. Update master plan cost estimate.3City of ChambleeKeswick Park Master Plan ImplementationPR-2026-02D. Meet with the City to review the schematic design level plans and costestimate.E. Incorporate the City’s comments into the design.F. The City to approve schematic design submittal prior to the design teamproceeding on to the design development phase.G. Deliverables:• Two printed sets of the schematic design submittal• PDF of schematic design submittal• Schematic design cost estimate• Memo of meeting with City4. Design DevelopmentA. 50% DesignPrepare and submit 50% level (design development) construction plans to the City. The designdevelopment will include the following drawings:• Cover Sheet• Survey of Existing Conditions (by others)• Demolition Plans• Staking Plans• Grading and Drainage Plans• Utility Plans• Site Lighting Plans• Construction Details• Tree Protection Plan• Landscape Plan and Details• Architecture, Mechanical, Electrical, Plumbing and Structural PlansOnce the City has reviewed the submittal, a status meeting will be held at the City offices orproject site to review City comments and discuss schedule to complete.B. Preliminary stormwater sizing.C. Prepare an updated cost estimate for the design development plans.D. Meet with the City to review the design development level plans and costestimate.E. Incorporate the City’s comments into the design.F. The City to approve Design Development submittal prior to the design teamproceeding on to the Construction Document Phase.G. Deliverables:• Two printed sets of the Design Development submittal• PDF of Design Development submittal• Design development cost estimate4City of ChambleeKeswick Park Master Plan ImplementationPR-2026-02• Memo of meeting with City• Schedule – updated project schedule5. Construction Documents and PermittingA. 95% DesignPrepare and submit 95% level construction plans and specifications to the City for final review. Theconstruction plan set will include the following drawings:• Cover Sheet• Survey of Existing Conditions (by others)• Demolition Plans• Staking Plans• Grading and Drainage Plans• 3-Phase Erosion Control Plans• Construction Details• Utility Plans• Profiles• Site Lighting Plans• Tree Protection Plans• Landscape Plans and Details• Irrigation Plans and Details• Architecture, Mechanical, Electrical, Plumbing and Structural PlansB. Update the cost estimate based on the 95% construction plans.C. Complete the stormwater hydrology report.D. Meet with the City to review the construction documents and updated costestimate.E. Prepare technical specifications.F. Submit plans to City of Chamblee and DeKalb County for permit review.G. Monitor and respond to agency comments, as required, for permit issuance.H. Deliverables:• Two printed sets of construction plans• PDF of construction plans• PDF of updated cost estimate• PDF of technical specifications• PDF of hydrology report• Memo of meeting with City• Annotated responses to permitting requirements• PDF of approved plans• Schedule – updated project schedule5
