REQUEST FOR PROPOSALS TOPROVIDE ENGINEERING SERVICESThe City of Corinth requests proposals from qualified firms or individuals toprovide engineering services for work related to the application andimplementation of the project titled Corinth Water Monitoring System ARC. Thisproject proposes install a water system monitoring network within its existingwater distribution infrastructure, improve system reliability, reducing water loss,and to ensure consistent delivery of a critical utility to existing businesses whilesupporting future economic growth in the region. The scope of the contract willinclude providing environmental and engineering design services as well asconstruction engineering and inspection.Interested parties are invited to submit a proposal in accordance with this requestto Brandy Smith, City Clerk, City of Corinth, 300 Childs Street, Corinth, MS38834, not later than 10:00 a.m. on June 17, 2026. Proposals must be submittedin a sealed envelope and marked on the outside as “Proposal for EngineeringServices/Corinth Water Monitoring System”.The Engineer will be responsible for preparing project cost estimates for theapplication preparation and if awarded, the selected Engineer will provide allengineering services through project closeout in accordance with federal, state,and local laws, regulations, and policies. The scope of work includes but is notlimited to the following if funded:1) Prepare plans and specifications for project including all services required fordesign and engineering phases of project including preliminary,environmental, and final design.2) Construct and distribute bid packets (insuring that all Federal and Staterequirements are met in contract preparation).3) Assist in bid opening and prepare bid tabulation4) Assist in the execution of construction contracts5) Conduct pre-construction conference with contractor, and staffrepresentatives, documenting files with minutes of meeting.6) Conduct work in-progress inspections giving periodic reports to the City andapproving any and all partial payment requests.7) Provide all services necessary for execution of the project includingconsultations, surveys, soil investigations, supervision, travel, “as built” orrecord drawings, rights of way assistance, testing, construction engineeringand incidental costs.The City of Corinth is an Equal Opportunity Employer. The City encouragesMinority-owned Businesses (MBEs) and Women-owned Businesses (WBEs) tosubmit proposals.Proposals received will be rated on the following system to determine the bestofferor:1) Qualifications- List of qualifications of each staff person assigned toproject. (40 points)2) Experience- Information regarding the experience and the projectspreviously undertaken, including the type and amount of grants awardedthe project activities, and the status of the projects. (40 points)3) Capacity for Performance – Identify the number and title of staff availableto be assigned to provide services (20 points)Proposals will be panel reviewed using the above selection criteria and arecommendation will be made to the Mayor and Board of Aldermen for approval.The City may hold proposals for a period not to exceed thirty (30) days for thepurpose of reviewing the content of the proposals and investigating thequalifications of the firms and assigned individuals. The City reserves the right toreject any or all proposals.Subject to ARC awards and removal of all environmental conditions, the City willaward a contract with the qualified individual or firm whose proposal has thehighest number of cumulative points and is determined to be the mostadvantageous to the City, price and other factors considered. The contract shallinclude scope and extent of work and other essential requirements. The contractwill be on a fixed price basis.
