Technical DrawingsITB 2026-04 MASHES SANDS PIER REPLACEMENTINTENT AND GENERAL INFORMATIONINTENT AND GENERAL INFORMATIONWakulla County, Florida through Invitation to Bid No. 2026-04 is soliciting bids from qualifiedbusinesses registered to do business in the State of Florida to construct a timber pier over landand a concrete pier for the portion located over water. The total square footage of the pier is8,010 (not including the pier head) and 1,485 total square footage for the pier head, as specifiedin the Scope of Services herein referred to as “the Services”.MANDATORY PRE-BID CONFERENCE AND MANDATORY SITE VISITA mandatory pre-bid conference is scheduled for March 12, 2026 @ 10:00 a.m. The meeting willbe held at the Wakulla County Board of County Commissioners Administration Office located at3093 Crawfordville Hwy., Crawfordville, FL 32327. The pre-bid conference is MANDATORY for allcontractors who plan to submit bids. Attendees must sign in at the pre-bid conference in orderto be authorized to bid on the project.It is the intent of this ITB to enter into a Contract with the successful Bidder to begin uponapproval of the Board of County Commissioners and the issuance of a Notice to Proceed (NTP),for the Work.Firms interested in preparing a bid for this ITB must complete the requirements set forth in thisITB, its attached documents and documents incorporated by reference (collectively referred toas the “ITB”). Under the bid process of Wakulla County, the conditions set forth herein arebinding on the Bidder as confirmed by the signature of a person with legal authority to bind theBidder on the cover letter transmitting its Bid to the County in response to this ITB.If this ITB is amended, the County Procurement Office will issue an appropriate addendum to theITB. Any addendums will be posted on the county website. If an addendum is issued, all termsand conditions of this ITB that are not specifically modified in the addendum shall remainunchanged. An addendum to this ITB will be issued if any of the date and/or time change unlessthe date(s) fall after the date the ITB Bid(s) are due. Specific dates/time will be determined ateach phase.It is understood and the Bidder hereby agrees to be solely responsible for obtaining all materialsand determining the best methods that will be utilized to meet the intent of the specifications ofthis ITB. Failure by the Bidder to acquaint themselves with the available information will notrelieve them from responsibility for estimating properly the difficulty or cost of successfullyperforming the work. Bidders are expected to examine the specifications and all instructionspertaining to the required commodities/services. Failure to do so will be at Bidder’s risk.The County reserves the right to reject any Bid found to be non-responsive, vague, or non-conforming. The County also reserves the right at any time to withdraw all or part of this ITB inorder to protect its best interests. The County is not liable for any costs incurred by the Bidder inpreparing its response, nor is a response an offer to contract with any Bidder. The successful contractor will provide the following services:The Mashes Sands Pier Replacement project consists of the completion of the pier replacementeffort stemming from damages associated with Hurricane Michael. The project will include theconstruction of a timber pier over land and a concrete pier for the portion located over water.Total square footage of the pier (not including the pier head) – 8,010Linear feet of the pier (not including the pier head) – 755’ – 10”Total square footage of the pier head – 1,485Linear feet of the pier head (lengthwise) – 55’The selected contractor will be required to resume and complete the construction of the pier inaccordance with approved plans and specifications. It is expected that a portion of the unfinishedwork may have warped or twisted over time and may require removal and replacement.Associated with the previous construction effort, the County has obtained a portion of therequired components such as pickets, decking and timber components. Bidders should reviewthe material inventory prior to bidding to determine any outstanding components that should beincluded in their bid.This project is made possible with funds from FEMA. The total funds available for this project are$3.6 million.
