Late ProposalsIt is the responsibility of the Proposer(s) to see that their proposals have sufficient time to bereceived by the Purchasing Department before the submittal deadline. Any proposal, portionof a proposal, or requested proposal revision received at the City Purchasing Departmentafter the time and date specified will be returned to the Proposer unopened or, if by electronicsubmission, deleted without being opened.P26-18Page 2 of 7BGR Project Manager/EngineerVI. Withdrawal of ProposalsNo Proposer may withdraw their proposal for a period of ninety (90) days from the date ofopening. All proposals shall be subject to acceptance by the City during this period.To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal inwriting. All costs associated with the withdrawal (i.e., mailing fees) will be borne by theProposer.VII. RejectionThe City reserves the right to reject any proposals, waive any informalities or defects inproposals, or accept a higher-cost proposal if it is deemed to be in the best interest of theCity. The City also reserves the right to request clarification of any details from the successfulProposer. The evaluation of proposals and determination of the award will be at the discretionof the City and its judgment shall be final and without right of recourse by any Proposer.VIII. Information for ProposersA. Tax Exclusion: All Federal and State taxes must be excluded from the proposal price.Upon request, a tax exemption certificate for the City of Bangor shall be furnished tothe successful Proposer.B. Statement of Qualifications: The statement of qualification must include all sectionsand be returned with the proposal to be considered responsive.C. Required Insurance: Proposers are required to maintain the following insurancepolicies throughout the life of the project and name the City of Bangor as an additionalinsured where applicable and may be required to provide proof:1. Worker’s Compensation Insurance2. Employer’s Liability Insurance3. Comprehensive AutomobileLiability4. Commercial & General Liability5. Project SummaryThe Airport is experiencing a time of rapid growth and construction. Two construction projectsare mobilized at the domestic and international terminals with a number of capital upgradeor expansion projects affecting the same buildings in various stages of planning, design, anddeployment. These include bathroom refitting, heating system updates, and other facilityrelated projects.P26-18Page 3 of 7BGR Project Manager/EngineerThe City requests interested parties to identify an individual or team to support the Airport byproviding a project manager with support resources to augment the Airport staff efforts for aperiod of six (6) months. The City reserves the option to extend the agreement for anadditional period not to exceed three (3) months.Services requested of the selected party include project management for projects underconstruction, bid and implementation for projects under planning, and oversight of other smallprojects at the Airport. The position will include project management activities includingconducting and attending in person meetings at multiple locations on the Airport, conductconstruction site visits, reading construction plans, updating weekly reports, and trackingproject expenses. The successful candidate should have experience in project management,construction administration, engineering, or similar. The preferred candidate will haveexperience and capacity to quickly and smoothly support existing construction projectssubject to federal grant assurances and experience with federal grant funded projects.X. Statement of QualificationsSubmittals must be clear and concise, organized as indicated below, and with all identifiedrequirements listed. Include only the information requested or directly related to therequested information in each subsection. If you feel additional information is necessary tosupport your qualifications, you may include it at the end of the required information labeledas “Supporting Data”.In addition to the requirements below, other factors will be considered including competencein report preparation, on-site engineering supervision and project cost control.To be considered, please submit the following information:A. Title Page: 1 page maximum1. The name of this RFQ (P26-18 - BGR Project Manager”).2. The primary contact person of the Proposer’s team, including name,phone number, and email address. This person shall be the primary pointof contact for all matters pertaining to this RFQ.B. Cover Letter: 1 page maximum1. Include an introductory cover letter signed by a duly authorizedrepresentative of the Proposer.C. Firm Information: 4 pages maximum1. Identify the individual or team and include basic information abouteach individual, including name, location, number of years of experience,and key areas of specialty.2. Include an overall organizational chart.D. Qualifications and Experience: 1 page maximumP26-18Page 4 of 7BGR Project Manager/Engineer1. Provide relevant project information demonstrating previousexperience related to performing projects of similar scope. Previousexperience with Airports of similar size and function is highly desired.2. Project examples to include:i. Client organization name and location.ii. Service provided and date(s) of service.iii. A narrative description of the project goals, overall scope, andoutcome(s).iv. Additional project samples of work products for similar projectsmay be included by reference if desired.E. Statement of Availability: 1 page maximumProvide sufficient information to demonstrate the availability of proposed staff forthe duration of the project (e.g., percentage of total billable time available overthe course of the project).F. References:Provide three (3) references of previous projects for which you have providedsimilar services within the past five (5) years.G. Bid formXI. Evaluation of Qualifications and AwardThe evaluation of qualifications will involve:A. Selection Committee1. Will review the qualifications and cost proposal, and shall select, in order ofpreference and based on the criteria established below, the Proposer deemed tobe the most qualified to provide the services required. Qualifications will beconsidered before cost but cost may be used as a determining factor.2. Will consist of at least three (3) officials of the Bangor International Airport, City ofBangor.3. The Committee’s recommendation will be final, subject only to the ratification bythe Bangor City Council.B. The awarded Proposer shall not participate directly or indirectly in the discriminationprohibited by 49 C.F.R.
