PW 26-421000 GENERALPART 1 LOCATION AND CONDITIONSA. The Project is located at Orchard Park 2100 Edelweiss Street, Oxnard. The Structure wasconstructed in 1981.B. This Project includes the following documents which are incorporated into the ContractDocument by reference:1. PW 26-42 Plans Signed 2025.10.20.pdf consisting of four (4) plan sheets depicting theProject description, site details, and photographs.The Plans and Specifications show conditions as they are supposed, or believed by the City to exist.The City does not warrant the completeness or accuracy of such information. It is the Contractor'sresponsibility to ascertain the existence of any conditions affecting the cost of the Work.Bidders are required to conduct their own investigations as to the existing conditions affecting the Workto be accomplished under the plans and specifications. If the Bidder chooses not to visit the site(s) orconduct investigations, the Bidder will nevertheless be charged with the knowledge of conditions whichreasonable inspection and investigation would have disclosed.All inquiries or questions regarding this Project are to be addressed to the City of Oxnard viaemail to the Construction Project Coordinator at pw-publicprojects@oxnard.org.PART 2 - DESCRIPTIONThe Orchard Park Restroom Roof Replacement Project involves the removal and replacement of theexisting roof covering on the single-story public restroom facility at Orchard Park. The structure isapproximately 600 square feet (33 feet by 18 feet).The existing flat roof design includes crickets that direct water toward two (2) side scuppers. However,due to significant wear and deterioration of the roll roofing, active leaks have developed, resulting inmoisture damage to the soffit area - particularly affecting the 2x6 tongue-and-groove wood panelingbeneath the roof overhang.The Project scope includes a full tear-off of the existing roofing system and installation of a new 3-ply,torch-applied modified bituminous membrane roofing system. Work will also include as-needed repairsto deteriorated plywood, fascia, and flashing, installation of new metal coping over exposed roof beams,and repainting of all affected surfaces to match existing finishes.12000 SCOPE OF WORKThe Scope of Work generally includes the following tasks as further described in these SpecialProvisions:1.1 REMOVAL OF EXISTING ROOF MATERIALS:A. Remove existing roof membrane, metal coping, and flashing down to the wood surface,ensuring proper disposal of all removed materials.B. Expose the wood deck to inspect its condition for preparation to adhere to allmanufacturer guidelines.C. To the best of the Citys knowledge based on building age, material, and tests on similarstructures, the park restroom roof does not contain any asbestos containing materials(ACM).1.2 PREPARATION OF ROOF DECK AND FASCIA BOARD REPAIRSA. Thoroughly clean the wood roof deck, removing any dirt, debris, and contaminants toensure proper adhesion.B. Inspect and repair damaged plywood sheathing, replacing any sections that areweakened, warped, or unsuitable for re-roofing.C. Replace dry rot fascia boards. The contractor shall use cedar, redwood, or applicablehardwood rated for fascia board for any and all wood replacement.D. Level the roof deck as necessary to create a smooth and even surface for proper slopeand drainage.E. Maintain existing drainage slopes and when applicable to roof crickets directing water toside scuppers.F. Ensure the surface is clean, dry, and free of debris before applying roof deck primer.G. Torch-down application and material installation shall comply with best practicesrecommended by the CERTA (Certified Roofing Torch Applicator) program, as providedby the National Roofing Contractors Association (NRCA), the Midwest RoofingContractors Association (MRCA), Asphalt Roofing Manufacturers Association (ARMA),and the United Union of Roofers, Waterproofers, and Allied Workers.H. All application procedures shall also comply with the safety standards outlined in NFPA241, OSHA 29 CFR 1910, 29 CFR 1910.12, 29 CFR 1926.16, and 29 CFR 1926 SubpartF.1.3 TONGUE AND GROOVE WOOD PANELING REPAIRS IN SOFFIT:A. Remove, replace, prime, and paint water damaged visible tongue and groove 2X6 soffitunderside boards.B. T & G boards (2 x 6) shall be replaced/secured in kind and painted to match existingwood species, dimensions, and orientation, as best as possible.PW 26-4221.4 INSTALLATION OF MODIFIED BITUMINOUS MEMBRANE TORCH-DOWN 3-PLY ROOFINGAPPLICATION:A. Furnish and install a new torch-applied, modified bituminous membrane roofing systemin accordance with manufacturer specifications and industry best practices.B. Installation of modified bituminous membrane torch-down 3-ply roofing application:C. Install a high-quality 3-ply torch-down installation over the prepared roof deck, ensuringproper alignment, overhang, manufacturer recommended seam overlap and propercoverage by providing a continuous layer across the entire deck.D. Torch underside to melt the bitumen onto the roof deck. Installation crew shall adhereto industry standard, manufacturer recommended application and safety standards.1.5 METAL DRIP EDGE/COPING:A. Install new galvanized steel coping (22-gauge min) along all perimeter edges with 2-inchminimum drip edge along exterior side and shall have a minimum 2-inch overlap betweenadjacent sections.B. Install 2-inch metal coping over all beams (8X), ensuring each cap fits snugly along thebeams top surface to provide weather protection. Metal coping shall be secured usingroof screws or other fasteners to attach and secure the coping to the beam.C. Joints or seams between the sections of coping, apply a bead of weatherproof sealantto ensure a waterproof seal.1.6 PLUMBING AND PENETRATION SEALING:A. Repair or replace any broken vent piping; seal all plumbing and other roof penetrationsper the specifications outlined by the manufacturer, using approved materials.B. Apply mastic as necessary to all damaged cap sheets, seams, and edges to ensure awater-tight seal. Color to match or blend with new roofing material.C. Seal any roof penetrations with high-performance/quality adhesives that can be used onroof covering membranes, ensuring that all gaps are properly filled and sealed.1.7 PRIME AND PAINT:A. All new/replaced wood shall be prime and painted with exterior grade paint to matchexisting dark brown-like paint color tone.B. Mix and apply paint material as per manufacturers instructions.C. Protect surfaces that will not be painted with drop cloths, masking tape, or heavy-dutymasking plastic.D. Clean all surfaces thoroughly to remove dust, debris, and other contaminants.E. Apply a high-quality, exterior-grade wood primer to all new wood surfaces, ensuring fullcoverage on all edges and ends.F. Allow primer to dry fully per the manufacturers recommendations.PW 26-423G. Apply two (2) coats of exterior-grade, weather-resistant paint in a color closely matchingthe existing soffit finish.H. Ensure proper drying time between coats for optimal adhesion and durability.I. Immediately clean any spilled materials and avoid paint smears or splatters on adjacentsurfaces.1.8 CLEAN-UP, FINAL INSPECTION, AND COORDINATION:A. Protect adjacent landscaping, hardscape, and public areas throughout constructionactivities.B. Perform work in a manner that minimizes disruption to park users and maintains publicsafety.C. Coordinate all inspections and key Project milestones with the Citys Project Manager.D. Promptly remove and legally dispose of all demolition and construction debris off-site.E. Complete a final clean-up and site restoration to the satisfaction of the City.F. Conduct a final inspection to verify that all work has been completed according to thespecifications.2000-01 MOBILIZATION AND DEMOBILIZATION (BID ITEM #1)PART 1 GENERAL1.1.RELATED DOCUMENTSA. Drawings and General Provisions of the Contract apply to this Section.1.2DESCRIPTIONA. MOBILIZATION - Mobilization shall consist of preparatory Work and operations,including those necessary for the movement of personnel, equipment, supplies andincidentals to the Project site; for the establishment of all temporary fencing, barricadesand facilities necessary for Work on the Project; and for all other Work and operationswhich must be performed or costs incurred prior to beginning Work on the variousContract items on the Project site.B. DEMOBILIZATION - Following completion of all Contract Work, demobilization shallinclude all activities and costs for transportation and removal of personnel, equipment,and supplies not required or included in the Contract from the site, including thedisassembly, removal, and site cleanup of offices, all temporary fencing, barricadesand facilities assembled on the site specifically for this Contract.PART 2 - MEASUREMENT AND PAYMENT2.1 BID ITEMMobilization and Demobilization shall be paid per the Bid Sheets Mobilization andDemobilization Bid Item at the Contract Unit Price per lump sum (LS), as shown in theBid. The total value for this item shall not exceed 5% of the Total Bid Price. Paymentshall be billed in the same percentage as WIP.PW 26-424
