The project will ultimately deliver a modern, consolidatedfacility that meets long-term operational needs of the Public Works Department.Why It’s Needed• Current operations are spread across multiple outdated facilities.• Existing PWOC site is constrained by steep terrain and floodplain.• Public Works is the only major department not housed in a modern, purpose-built facility.• Inefficient distribution of staff, vehicles, and materials limits service delivery and growthcapacity.Project Background• The Town has acquired a 14.56-acre site at 265 Simmons Road, NE, as the new PWOClocation.• Site rezoned from Agricultural (A) to General Industrial (I-2) with proffered conditions.• Concept Plan and Staff Report (Attachment C) outlines preliminary layouts for offices,workshops, storage, fueling, stormwater management, and parking.• Geotechnical investigation completed (Attachment D).Scope of ServicesTask 1 – Site Review & Preliminary Design (25% plan development level)• Kickoff & site review• Preliminary Master Plan refinement & cost estimate• Preliminary plans & renderingsTask 2 – Design Development• Intermediate (50%), pre-final (90%), and final design (100%)• Contract documents, cost estimates, specifications development at each stageTask 3 – Construction Support• Site inspections & documentation• Progress meetings• RFI/change order response• Project close-outOutcomeThe new PWOC will:• Consolidate Town operations into a modern facility.• Improve staff coordination, storage, and service delivery.• Support long-term growth and enhance community quality of life.Page |3SECTION II – PURPOSEThe Town of Christiansburg, Virginia (the “Town”) is soliciting proposals from qualifiedarchitectural and engineering firms (the “Consultant” or “Proposer”) to providecomprehensive planning and design services for a new Public Works Operations Center(PWOC). The Town’s objective is to master plan, design, and ultimately construct a modern,consolidated facility that supports the long-term operational needs of the Public WorksDepartment.The Operations Center is envisioned to include administrative offices, material storageyard and buildings, equipment storage yard and buildings, and other essential public worksfacilities. The selected Consultant will be responsible for delivering all project tasks—fromconceptual planning and preliminary design plan development.The Town’s Public Works Department plays a critical role in maintaining and operatinglocal infrastructure. Responsibilities include managing more than 250 lane-miles ofroadways, approximately 150 miles of water mains, 155 miles of sanitary sewer mains, andabout 8 miles of walking and biking trails, in addition to numerous buildings and parkingfacilities. These services underscore the Town’s commitment to reliable infrastructure,efficient municipal management, and community well-being. A modern, centralized PWOCwill enhance operational efficiency, improve service delivery, and support the Town’s long-term growth.The Town of Christiansburg anticipates awarding a single contract with addenda as a resultof this Request for Proposal through competitive negotiation. The contract will benegotiated and awarded following the procedure in the current Manual for theProcurement & Management of Professional Services, the Town of ChristiansburgProcurement and Surplus Property Manual.SECTION III – STATEMENT OF NEEDHistorically, Public Works operations have been spread across multiple sites throughoutChristiansburg, resulting in inefficiencies in staff coordination, equipment storage, andservice delivery. See Attachment A: Public Works Facilities Location Map.The current PWOC at 300 Scattergood Drive is limited by steep terrain and the presence ofa 100-year floodplain covering roughly half the property. While all other Towndepartments have transitioned into modern facilities, Public Works remains the last majordepartment without a consolidated, purpose-built center.The Public Works Department is vital to sustaining the Town’s quality of life. Coreresponsibilities include:Page |4• Maintaining the street, water distribution, and sanitary sewer systems.• Managing stormwater infrastructure, fleet services, and facilities.• Overseeing solid waste collection, snow removal, and community event support.• Providing traffic control, facility maintenance, and emergency response.The department employs approximately 85 full-time staff (101 at full staffing) across thesedivisions. However, staff, equipment, and materials remain distributed across outdated,undersized facilities, hindering efficiency and limiting the Town’s ability to accommodatefuture growth.To resolve these challenges, the Town has acquired a 14.56-acre site at 265 Simmons Road,NE, as the future home of the new PWOC.SECTION IV – BACKGROUNDPrior to purchasing the Simmons Road property, the Town’s Planning and EngineeringDepartments prepared a conceptual site plan in support of rezoning the site fromAgricultural (A) to General Industrial (I-2). Feedback from the Planning Commission andresidents helped shape development proffers and a planning framework for the newPWOC. Town Council subsequently approved the rezoning ordinance, which included fiveproffered conditions. See Attachment B: PWOC Rezoning Ordinance and Proffers.A Concept Plan, issued November 8, 2024 (printed November 1, 2024), is included asAttachment C: Concept Plan and Staff Report. Developed with input from Public Worksstaff, the plan outlines preliminary layouts for an administrative building, workshops,material and equipment storage areas, exterior storage yards, salt and brine storage,fueling facilities, staff and public parking, drive aisles, stormwater management,greenspace, and perimeter tree screening.As part of site due diligence, Schnabel Engineering performed a geotechnical investigation,including seven soil borings and field testing. Their findings and preliminaryrecommendations for grading and building construction are detailed in Attachment D:PWOC Preliminary Geotechnical Engineering Report.SECTION V – SCOPE OF WORKTask 1 – Site Review, Conceptual & Preliminary DesignA.
