INSTRUCTIONS TO OFFERORS - A. GENERAL INSTRUCTIONSDEFINITIONS, CAPITALIZATION, AND HEADINGS (MAY 2024)CLAUSE HEADINGS USED IN THIS SOLICITATION ARE FOR CONVENIENCE ONLY AND WILL NOT BE USED TO CONSTRUEMEANING OR INTENT.
