Contracts are not let until Washington County awards the contractat a public meeting. The Washington County Building Services Division (herein referred to as theCounty) will administer the contract for this project.1.2 All proposals shall be submitted on the forms provided. All blank spaces for each proposal mustbe filled in, in ink or typewritten, and the bid form must be fully completed and signed whensubmitted. All proposals by corporations shall bear the official seal of the corporation, ifapplicable, along with the signature of a duly authorized officer of the corporation.This BID proposal package contains the following:1.02.03.0Attachment A – A2Attachment BAttachment CAttachment DInstructions to BiddersGeneral RequirementsMinimum SpecificationsResponsible Contractor Verification and Certification of ComplianceVendor/Contractor Acceptable Use PolicyBid Proposal FormCustomer References1.3 Intent of Documents. It is the intent of this document for the successful Bidder to provide theequipment, labor and materials for the provision and installation of an automated materialshandling system as described in the specifications herein.1.4 All proposal envelopes must bear the inscription “PROVISION AND INSTALLATION OF ANAUTOMATED MATERIALS HANDLING SYSTEM FOR PARK GROVE LIBRARY” and the name andaddress of the Bidder.1.5. The bid envelopes shall be addressed to Washington County Office of AdministrationDepartment, 14949 62nd Street North, Stillwater, Minnesota 55082.1.6. In case of a difference between written words and figures in a proposal, the amount stated infigures shall govern.1.7 In case of unit price difference from extended figure, the unit price shall govern.1.8 Alterations or erasures must be crossed out and the corrections thereof printed in ink ortypewritten adjacent thereto. The corrections must be initialed in ink by each person signingthe proposal.4 of 25Washington CountyAutomated Materials Handling SystemStillwater, MN1.9 Revisions or interpretations made by the County shall be by addendum issued prior to the dateset for bid opening. Any explanation desired by Bidders must be requested from the County’sauthorized representative in writing, and if explanation is necessary, a reply will be made in theform of an addendum, a copy of which will be forwarded to each Bidder who has received a setof these documents. Information obtained from an unauthorized officer, agent, or employee ofWashington County or any other person shall not affect the obligations assured by the Biddernor relieve him from fulfilling any of the conditions therein. For the purpose of this bid, theCounty’s authorized representative is Christina Mastro,Christina.Mastro@washingtonCountymn.gov.1.10 All bids must comply with and not deviate from the provisions of the contract documents.1.11 The County reserves the right to accept or reject any or all bids and to waive any defects ortechnicalities or to advertise for new bids where the acceptance, rejection, waiving, oradvertising of such would be in the best interest of the County.1.12 In addition to the base bid price, the bid award shall be based on, but not necessarily limited tothe Bidder’s adherence to all bid requirements.The County reserves the right to determine, in its sole and absolute discretion, whether theBidder is both a responsive and a responsible Bidder, and satisfactorily meets criteriaestablished in this invitation to bid.1.13 The County reserves the right to disqualify any bid, before or after opening, if there is evidenceof collusion with intent to defraud, or other illegal practices upon the part of the Bidders, or fornoncompliance with the requirements of these documents.1.14 Any modifications, insertions, deletions, or changes, except as caused by a County addendum,made on any material contained on the proposal sheets may be cause for the rejection of theproposal. Should any Bidder wish to submit amplifying data with this proposal, it should make astatement on the bottom of the proposal that such amplifying material is a part of the bid andattach said material to the proposal form.1.15 The County is not responsible for locating or securing any information which is not identified onthe proposal and is reasonably available to the Bidder. Accordingly, to ensure that sufficientinformation is available, the Bidder must furnish as a part of its proposal all descriptive materialnecessary for the County to 1.) determine whether the service offered meets the requirementsof the contract documents, and 2.) establish exactly what the Bidder proposes to furnish as tosupplies, equipment, and services.1.16 Bids received prior to the time of opening will be securely kept unopened. The officer whoseduty it is to open them will decide when the specified time has arrived and no proposal receivedthereafter will be considered. Bids received after the time set for opening will be returned tothe Bidder unopened. No responsibility will attach to an officer for the premature opening of aproposal not properly addressed and identified.1.17 The County shall not physically release or return to the Bidder any proposal for the purpose ofmodification, withdrawal, or any other purpose whatsoever, until after the proposals areofficially opened and acknowledged, and no proposal may be withdrawn for a period of thirty5 of 25
