Brief Description: MnDOT requests letters of interest for an Independent Technical Review (ITR) of State Projects (SPs) 4705-51, 5905-31, and 6401-41. SP 4705-51 is a roundabout at the intersection of Trunk Highway (TH) 12 and County State Aid Highway (CSAH) 43 in Litchfield. SP 5905-31 is a white-topping project with ADA, Culvert Replacement, and Stormwater Management on United States (US) 75 from County Road (CR) 34 to Minnesota (MN) 30 in Pipestone. SP 6401-41 is a medium mill and overlay with ADA, Culvert Replacements, and Guardrail Replacements on US 14 from 0.3 miles east of CSAH 7 to US 71, with added pavement work on TH 330. The goal of this project is to provide MnDOT with a team that will serve as the ITR Team for design deliverables (including electronic design files, calculations, and reports) such as draft construction limit roll plot, final construction limit roll plot, and 15, 30, 60 ,90, and 100 percent detail design submittals for SPs 4705-51, 5905-31, and 6401-41.

Introduction and Project Information
Introduction- The purpose of this contract is to provide the State with a team that will serve as the ITR
Team for design deliverables (including electronic design files, calculations, and reports) for SPs 4705-51,
5905-31, and 6401-41. The design will be provided to the State by the State’s design contractor. The
State’s design contractor is not eligible to serve as the State’s reviewer. This work will be sporadic in
nature, coinciding with the deliverables under the State’s design contract, yet will be intense during
review submittal periods. Throughout the contract duration, the team will report weekly to the State’s
Project Manager during review operations; reporting on work completed and receiving guidance as
needed to perform the work.
Project Information
1. SP 4705-51 is a roundabout at the intersection of Trunk Highway (TH) 12 and County State Aid
Highway (CSAH) 34 in Litchfield.
2. SP 5905-31 is a white-topping project with Americans with Disabilities Act (ADA) improvements,
culvert replacements, and possible stormwater management on United States (US) 75 from
County Road (CR) 34 to Minnesota (MN) 30 in Pipestone.
3. SP 6401-41 is a medium mill and overlay with ADA improvements, culvert replacements, and
guardrail replacements on US 14 from 0.3 miles east of CSAH 7 to US 71, with added pavement
work on TH 330.
Section 1.0 – Project Management (Source Type 1010)
1.1 - Kickoff Meeting - The Contractor will coordinate and conduct a Project Kickoff meeting that will
take place via Microsoft Teams. The meeting will establish communications protocol and discuss the
project schedule. The Contractor will receive available existing information from the State. The State
will provide deliverables as available, a brief discussion of known issues, and a review of the project
schedule.
1.2 - Project Instructions and Quality Assurance - Contractor will develop internal tools (Project
Instructions, Gantt Charts, Work Plans) to establish a schedule with defined deliverable dates,
budgets, roles, and responsibilities for the project team members throughout the project.
1.3 - Monthly Progress Reports, Invoices and File Keeping - Contractor will submit monthly progress
reports and invoices to State in the prescribed format. The Contractor will also supply an updated
schedule each month. When all project work is complete, Contractor will prepare a final invoice and
correspond with State to confirm the completed technical and financial status. Contractor will
assemble a complete project record in paper and electronic design files for archival purposes.
1.4 - Walk Through Meetings – Prior to each review submittal, the Contractor will attend a walk through
meeting where the project designer will share information about the project, allowing the review
team to focus their review while limiting efforts on portions of the submittal where information or
decisions are still outstanding.
1.5 - Comment Resolution Meetings - Contractor will attend comment resolution meetings. The intent
of the comment resolution meeting is to work through comments that the design contractor
wants/needs additional direction on or comments that conflict with other comments or portions of

the plans. Comment resolution meetings will be held at the conclusion of the comment period for all
formal submittals.
1.6 - Summary of Meetings:
A) Kickoff Meeting – 1 for all 3 projects via Microsoft Teams
B) Walk Through Meetings – 3 meetings, 1 per project
C) Design Review Comment Resolution Meetings – 4 per project
D) Layout and construction limit comment resolution meetings – 4 per project
E) Biweekly project manager update meetings (as needed)
1.7 - Project Management Deliverables and Due Date(s) or Time Requirements
State’s Deliverables:
A) Review and respond to submittals (within 3 weeks)
B) Coordinate internal reviews (within 3 weeks)
C) Provide copies of project correspondences and project information (as needed)
D) Attend meetings (as needed)
E) Approve deliverables (as needed)
F) Monitor quality control (at all turn-in milestones)
Contractor’s Deliverables:
A) Coordinate and attend meetings (as defined in tasks 1.1, 1.4 and 1.5)
B) Hold an update meeting or conference call with the State’s Project Manager (biweekly or as
needed)
C) Prepare meeting agendas, displays, and meeting minutes (as needed)
D) Prepare and submit invoices and progress reports (monthly)
E) Provide timely copies of critical correspondences and project issue data (as needed)
F) Monitor, document, and submit quality control process documentation (at all turn-in milestones)
Section 2.0 – ITR
2.1 - ITR - The Contractor’s ITR Team will be responsible for providing comments on design deliverables
(including electronic design files, calculations, and reports). Review will take place at all design
submittals. Also, design review may take place as individual work packages are completed which
may take place prior to or after formal plan submittals. The Contractor will ensure the format of the
construction plans comply with State Traffic Engineering Sample Plans, State District 8 Example
Plans, State Design Scene, and current State Computer Aided Design and Drafting (CADD) Data
Standards.

Electronic Design Files – The electronic design files will include all CADD, quantity, computation,
modeling, and other related data files.
The Contractor’s ITR Team will work at project submittals and use Bluebeam to document review
comments. The Contractor will be provided a schedule for turn in deadlines upon contract execution

that will be updated as the project progresses. It is expected that the ITR Team will inform the State
as comments or concerns are made aware that require the State’s input for direction.
A very high level of roadway design experience and skill is required. All services will be performed in
accordance with established standard procedures and best practices of the State. Prior to furnishing
any services, the Contractor’s ITR Team will meet with the State’s Project Manager and District staff
to become familiar with the State’s standard procedures and best practices and with informal
procedures and best practices, particularly regarding file transfer and communications.
Contractor’s ITR Team must be trained, highly skilled, and have extensive experience in geometric
layout development, roadway hydraulics, traffic engineering, and roadway plan assembly. The ITR
Team must have a high level of experience with OpenRoads Designer 2025 software.
2.2 - Geometric Layout Review (Source Type 1140)
The Contractor will provide in-depth geometric layout review to the State. The Contractor will
review such items as; Draft Conceptual Geometric Layout, Conceptual Geometric Layout,
Preliminary Geometric Layout, Final Geometric Layout, design vehicle memo, design memorandum,
alternative alignments and profiles, preliminary cross sections, proposed pond locations, and
preliminary construction limits. The Contractor will ensure the geometric layouts are consistent with
the project scoping report, design memo, design vehicle memo, Intersection Control Evaluation (ICE)
reports, Highway Safety Manual (HSM) analysis, and vehicle turning movements.
2.3 - Construction Limit Roll Plot Review (Source Type 1200)
The Contractor will provide in-depth construction limits review to the State. The Contractor will
review such items as; Draft and Final Construction Limit Roll Plot. The Contractor will ensure the
draft and final construction limit roll plot consider final typical sections, approved roadway profiles,
final roadway alignments, final ADA recommendations, special ditch grades, stormwater
management features, stormwater treatment or rate control locations (permanent and temporary),
culvert and storm sewer replacement locations, riprap placement, utility relocations (including City
sanitary sewer and watermain), entrance tie-ins, local street tie-ins, guardrail replacement locations,
landscaping locations, adjacent business and or residential development, construction
staging/detours, and any other elements needed to acquire right of way (ROW).
2.4 - ADA Detailed Design Review (Source Type 1250)
The Contractor will provide in-depth ADA detailed design review to the State. The Contractor will
ensure the Pedestrian Facilities Layout for the project is based on preliminary pedestrian facilities
recommendations. The Contractor will ensure the ADA design details for the project are consistent
with the Final ADA Field Walk Recommendations and in accordance with State’s ADA Project Design
Guide, State’s Transportation Project Development Process (TPDP), State’s CADD Standards, and
Public Rights-of-Way Accessibility Guidelines (PROWAG) for pedestrian facilities.
2.5 - Detailed Design Review (Source Type 1250)
The Contractor will provide in-depth detailed design review to the State. The Contractor will review
such items as; Construction Plans at 15, 30, 60, 90, and 100 percent detail design submittals, Special
Provisions, and cost estimates. The Contractor will review the electronic design files and models
along with the typical submittal documents such as draft plan set, cross sections, hydraulic memos,
etc. The Contractor will ensure the construction plans prepared for the proposed roadway
improvements are consistent with the horizontal alignments, typical sections, profiles, cross

sections, and construction limits identified in the approved final construction limit roll plot
submittal. The Contractor will ensure the construction plans are also consistent with the findings
and recommendations identified in the Project Design Memorandum, Project Scoping Report,
Geometric Layout, Construction Limit Roll Plot, State’s Specialty Offices Recommendations, State
District 8 Seeding Recommendations, State District 8 Design Standards, State Design Scene, the
Categorical Exclusion Determination (CATEX), and the Final Materials Design Recommendation
(MDR). The Contractor will ensure the construction plans are in accordance with the State’s TPDP,
Design Standards and Manuals, and Technical Memoranda. Bridge review will be limited to basic
bridge details, critical tie-ins, and transition locations within the roadway plans.
2.6 - Hydraulics Engineering Review (Source Type 1141)
The Contractor will provide in-depth hydraulics engineering review to the State. The Contractor will
review such items as; drainage areas, culvert liners, drainage models, pre and post construction
hydrology, special ditch grades, pond designs for National Pollutant Discharge Elimination System
(NPDES) compliance and rate control, draft and final Hydraulic Study Technical Memo, Final
Hydraulics Recommendation, and Stormwater Drainage Report. The Contractor will review the
preliminary and final sizing and locations of culverts and any storm sewer where required; and if
these are well designed to meet capacity or any regulatory requirements. The Contractor will review
the need, location, and size of water quality and retention ponds, infiltration areas, and temporary
sediment ponds per any regulations. The Contractor will review if the design/project complies with
all permit requirements and permitting agencies. This may include but is not limited to investigating
the needs for the Department of Natural Resources (DNR) Public Waters permit and Wetland
permit, County Ditch Orders, Watershed District, and NPDES. The Contractor will review all prepared
permits exhibits and permits applications for all permits required for this project. The Contractor will
review and advise on any wetland disturbance or any Wetland Conservation Act (WCA)
requirements. The Contractor will review and advise on any erosion control best management
practice (BMP) design and on any Stormwater Pollution Prevention Plan (SWPPP) requirements. The
Contractor must be trained, highly skilled, and have extensive experience in roadway hydraulics
analysis according to the State’s Drainage Manual. The Contractor must be experienced with
OpenRoads Designer 2025, HydroCAD, and HY-8 software.
2.7 - Traffic Engineering Review (Source Type 1250)
The Contractor will provide in-depth traffic engineering review to the State. The Contractor will
review and ensure the Traffic Management Plan (TMP), Signing plans and Division ST, Pavement
Marking plans, Lighting plans and Division SL, Signal Plans and Division SS, and
Detour/Staging/Traffic Control plans are in accordance with Minnesota Manual on Uniform Traffic
Control Devices (MN MUTCD), State Design Standards and Manuals, American Association of State
and Highway Transportation Officials (AASHTO) Standard Specifications and Design Guide, State
Technical Memoranda, State Typical Detail Sheets, State Sample Plans, and ICE Report(s).
2.8 - ITR Deliverables and Due Date(s) or Time Requirements

Section 3.0 – Project Schedule
The following Project Schedule is for the major deliverable items and is based off an assumed project
start dates (notice to proceed) noted below. The schedule should be adjusted accordingly as per the
actual notice to proceed date at the time of contract execution.
1. SP 4705-51: Construction date of 2029 and Letting date of 10/25/2028
2. SP 5905-31: Construction date of 2029 and Letting date of 11/15/2028
3. SP 6401:41: Construction date of 2029 and Letting date of 3/22/2028
The Contractor will be responsible for carrying out all work on the project according to the following
tentative schedule. The Contractor will coordinate any changes to the project schedule below with the
State’s Project Manager.
