The Village of Woodridge is soliciting sealed proposals from qualified firms to provide

Commissioning Authority (CxA) services for two separate projects: (1) the Village Hall HVAC

Replacement located at 5 Plaza Drive, Woodridge, IL 60517; and (2) the New Public Works

Facility to be located at 7225 Janes Avenue, Woodridge, IL 60517.

Proposals will be accepted at the Woodridge Village Hall, Five Plaza Drive, Woodridge, until the

date and at the time shown below.

PROJECT DESCRIPTION

Village Hall HVAC Replacement: comprehensive replacement of end-of-life HVAC

systems in an occupied ±27,000 SF facility with construction values is estimated to be in

the range of $1.7 million.

New Public Works Facility: commissioning for a new ±68,000 SF public works building

with construction value is estimated to be in the range of $20 million.

PROJECT SCHEDULE

The solicitation period will be 4 weeks. The Commissioning Contract Award is scheduled

for January 2026.

SELECTION BIDDERS

The Village will select a Commissioning Authority (CxA) using a best-value evaluation

that considers both qualifications and cost. Proposals will be scored on relevant project

experience, team qualifications and certifications, understanding of the

plans/specifications and proposed commissioning approach, staffing, schedule, and

capacity, past performance and references, and the clarity and completeness of required

submittals. Cost will be evaluated for each contract line-item fee. The Village may

request interviews, seek clarifications, negotiate scope and fee with the highest-ranked

proposer, and, if negotiations are unsuccessful, proceed to the next highest-ranked

proposer. Award will be made to the proposer whose offer is most advantageous to the

Village, all factors considered.

SUBMISSION

In addition to the cost proposal as delineated in the RFP document, interested firms

must complete AIA Document C305-2024, Consultant’s Qualification Statement, the

completed Certification and Affidavit Forms included as Exhibit F, and a narrative

description of the proposed commissioning approach for each project. The description

should show an understanding of the plans, specifications, schedule, and staffing needs

for each project.

The RFP and supporting material will be available online at http://www.woodridgeil.gov

under “My Government,” “Finance,” and “Bids Purchasing” or directly at

https://www.woodridgeil.gov/my_government/finance/bids_purchasing.php beginning on

11/20/25. The RFP has seven (7) exhibits that must be collected and reviewed by the

respondent. The exhibits will be made available to any interested parties upon request to

Chris Giacalone at cgiacalone@ccsdifference.com. Due to the size of the files a link to

download the files will be provided once requested.

Interested vendors may submit requests for information (questions) to Chris Giacalone

via the following e-mail cgiacalone@ccsdifference.com by 2 PM on 12/11/25. The

subject line for requests for information shall be “Village of Woodridge – Commissioning

Services Proposal - RFI”. Questions will be responded to and posted via addendum to

the Village website by 12/16/25.

Proposals will be accepted at the Woodridge Village Hall, Five Plaza Drive, Woodridge,

until December 18, 2025 - 2:00 pm (CST).
