REQUEST FOR QUALIFICATIONSOrange Water and Sewer AuthorityMason Farm WWTP Bypass Channel Stabilization and DredgingIssue Date: December 5, 2025Submittal Deadline: January 13, 2026 at 2PM1. INTRODUCTIONYour firm is hereby invited to submit a written statement of qualifications to provideprofessional and engineering services related to the design and permitting of stabilizationmeasures for the Morgan Creek bypass channel at the Mason Farm Wastewater TreatmentPlant (WWTP) and dredging of the channel as indicated in Sections 2 through 4 below.OWASA will conduct a Qualification-Based Selection process to identify the best qualifiedfirm, or team of firms, with which to negotiate a contract. All firms submittingqualifications must have demonstrated experience and expertise the hydraulic analysis ofchannels, floodplain and floodway modeling, and in the design and permitting of channelstabilization and channel dredging.To be considered, responses to this RFQ must be received by 2:00 p.m. EST on Tuesday,January 13, 2026. Refer to Section 5 – Submittal Requirements for details.2. OBJECTIVESThe objective of this project is to provide profession and engineering services to stabilizeerosion and scour on the banks of the Morgan Creek bypass channel on the south side ofthe Mason Farm WWTP. During Tropical Storm Chantal, erosion occurred on the banksof the channel and a post storm inspection noted that there is significant streambankinstability along the bypass channel. At the eastern end of the bypass channel, near wherethe channel rejoins Morgan Creek, deposition has occurred within the channel, reducingthe flow area.3. BACKGROUND AND DESCRIPTIONThe Morgan Creek Bypass channel is located along the south side of the Mason FarmWWTP and allows a portion of stormwater flow in Morgan Creek to flow on the south sideof the plant. The manmade channel has some slopes armored with rip rap, but others arenot armored. During Tropical Storm Chantal in July 2025, high flows and floodingoccurred in the Morgan Creek drainage basin. Portions of the Bypass channel slopesexperienced erosion and deposition occurred in the eastern end of the channel near whereit rejoins Morgan Creek. OWASA’s goal is to stabilize the side slopes of the channel andcreate stable banks. OWASA also wants to evaluate if the deposition in the channel shouldbe removed, and if so, design and contract for the removal of the material and restore thechannel dimension.4. SCOPE OF SERVICESThe engineering services required for this project are expected to be completed to meet theobjective outlined above and in general accordance with a scope of services as needed toaccomplish the tasks listed below. However, the final scope of services will be negotiatedwith the selected engineering firm and may include modified and/or additional tasks.1. Engineering services may include the following tasks:a. Hydraulic analysis of the Morgan Creek Bypass channel.b. Evaluation of erosion on the channel slopes. Prepare a recommendation,with estimate of cost, to stabilize the channel slope.c. Evaluation of deposition in the channel and recommendation forimprovements.d. Develop plans and specifications for channel stabilization and dredging.e. Prepare and submit permits for the project as need from Federal, State, andLocal agencies and authorities.f. Assist OWASA with bidding the construction work and make arecommendation of award.g. Provide construction phase services to monitor the contractors work and toinsure compliance with the design and permits.5.
