The proposal is to include all the services needed to complete this projectsuch as design, surveying, land and or easement acquisition, development of bid packages,bidding, construction administration, construction observation, and grant administration.The project scope is as follows:Project Description – Purpose and NeedThe purpose of the proposed project is to restore a critical multimodal connection along theEcusta Trail, formerly known as the Estatoe Trail. This trail is the only continuous greenwaycorridor linking downtown Brevard, surrounding neighborhoods, and Brevard High School toPisgah National Forest and the Davidson River Campground. It serves both commuters,students, employees, and residents traveling to schools, businesses, and downtowndestinations and recreational users seeking safe, non-motorized access to forest resources.The collapse of two aging boardwalk segments has severed this corridor, forcing users ontobusy roadways, reducing safety, and breaking the regional connection. Replacing and realigningthese sections is necessary to restore connectivity, enhance safety, and advance the local andregional goals for non-motorized mobility.Project Activities to Be FundedThe proposed project will address two collapsed boardwalk segments:• Segment 1 (approx. 250 LF): Replacement of elevated boardwalk with a 12-foot-wide, at-gradeasphalt greenway. This design will include appropriate earthwork and drainage features such asa vegetated swale and culvert.• Segment 2 (approx. 300 LF collapsed boardwalk / 815 LF realignment): Removal of the failedstructure and realignment onto a stable, abandoned railroad bed. The new section will be a 12-foot-wide, at-grade asphalt path, providing a safer, more durable alignment outside of wetlands.Project Activities to Be FundedProject activities include engineering design, environmental review and permitting, demolition ofthe existing boardwalks, construction of the realigned trail sections, and projectdocumentation/close-out.Design Concept and StandardsThe overall design concept prioritizes long-term durability, safety, and accessibility by replacinghigh-maintenance boardwalk structures with stable, at-grade asphalt paths. Both trail sectionswill be constructed to meet the AASHTO Guide for the Development of Bicycle Facilities, ADAaccessibility requirements, and local/regional greenway standards. Asphalt surfacing withappropriate subgrade preparation will ensure a long service life and reduced maintenance. Nobridges or major culverts are affected.Unusual Design Elements and Environmental ConsiderationsThe primary unusual element involves removal of deteriorated boardwalk within a jurisdictionalwetland. This work will require the use of crane mats and low-ground-pressure trackedequipment to minimize permanent impacts and comply with permitting conditions. Relocating2/13Segment 2 onto the abandoned rail bed avoids continued construction and maintenance withinwetlands, providing both environmental and cost benefits.Safety FeaturesSafety improvements will include 12-foot trail width for two-way travel, appropriate pavementmarkings, signage, and trail-edge treatments where necessary. The at-grade design eliminates theelevated structures that previously presented fall hazards and long-term maintenance risks, whileproviding greater visibility and more resilient infrastructure for both commuters and recreationalusers.The City has been selected to receive a Federal Lands Access Program (FLAP) grant in theamount of $1.1M to cover all costs associated with this project including all of the above items inaddition to construction cost. The selected designer will also need to assist the City in drawingthe grant funds down from the U.S. Department of Transportation Federal HighwayAdministration.PROPOSALS ARE ACCEPTED AS ELECTRONIC SUBMISSIONS ONY AND MUST INCLUDEA CURRENT SF-330 AS DESCRIBED BELOW IN SECTIONS 5 AND 6:1.1 Expertise RequiredThe Firms selected for these service agreements shall be able to demonstrate expertise andexperience in the following:1) Working with similar sized municipalities to complete similar projects.2) Generating accurate cost estimates.3) Project scheduling, including grant administration, design, permitting, bidding, andconstruction.4) See Appendices for Scope of Services by Discipline that may be used in this project.A – Traffic/Civil EngineeringB – Utility/ Civil EngineeringC – Topographical SurveyingD – Environmental Services2.0 Qualification PackageQualification Packages shall be in the following format and order and shall include a Form SF330:2.1 IntroductionThis section shall contain the “Information Sheet” and a Letter of Interest, no longer than two (2)pages, signed by an authorized representative of the offering Firm. The table of contents shallfollow the cover letter.3/132.2 Firm InformationInclude at a minimum:a. Office Location(s)b. Business Structure (Corporation, Joint Venture, Partnership)c. History of the Firm, number of years in business, present ownership and keymanagement individuals. Describe any anticipated or existing changes in overallcorporate management ownership.d. Describe and explain the nature of any litigation, major disputes, contract defaults, andliens in the last 10 years.e. Total number of staff.f. Please provide a summary document identifying the project data demonstrating thefirm’s ability to meet project time and budget requirements that sites example projects.2.3 Management and Team LocationEligible engineering Firms are businesses that have a qualified Project Manager and asubstantive project support team located within 150 miles of City to provide prompt support ofCity staff and the projects associated with this Agreement.2.4 Firm Experience and QualificationsBriefly describe the Firm’s and proposed team’s related experience in performing projects in asimilar sized municipality for the discipline which you are applying. Highlight this experience byincluding discussions on a minimum of the Firm’s three (3) most recent projects of a similarscope and size, clearly demonstrating the ability to meet time and budget requirements.The following minimum information should be included for each project:a. Project Name and locationb. Owner's name with Owner’s Project Representative, phone number and e-mail addresscontact informationc. General description of the projectd. Date awarded and date completed, or date of anticipated project completion.e. Firm Team member(s) roles on the project.f. Firm’s proposed key team members (both Firm and Local Team respective individuals)who worked on that specific project.g. Any data demonstrating ability to meet the Owner’s project time and budgetrequirements.h. Any licenses, certifications or accreditations your company holds that are relevant to theservices to be performed.4/132.5 Project Team and ResourcesThe project team shall consist of members with demonstrated knowledge in performing projectsin a similar sized municipality for the discipline which you are applying. The project team shallbe led by an engineer that is professionally licensed as such in the State of North Carolina.Additionally, the Project Manager must have experience managing projects of comparable size,scope, and complexity. Each key member from the Firm and their Local Firm consultant(s) shallbe identified and have a resume specific to this Qualification, which shall include but not limitedto:a. Employees (name and title) who are available and offered to perform the work, theirskills, qualifications, experience and level of expertise.b. Provide an Organizational Chart of these resources. The chart should identify key teammembers and their office location. If applicable, the chart should also identify Local Firmteam member companies with their office locations. Provide the resumes (included in theAppendix) for key staff members of the entire team that will have responsibility for thework.c. Identify the experience and qualifications of both the Project Manager and the keyproject team members that are relevant to the services to be performed.d. Identify proposed Local Firms utilized as a part of your team and their role(s) in yourapproach to the project.e. Any special employee training or certification of the project team members.f. Any specialized equipment your company owns that would be used in performing thework.g. Current and projected workload of the proposed project team.2.6 Project ApproachPlease describe your Firm’s approach to meet or exceed the proposed services defined inSection 1 above. Include any innovative or unique solutions that were utilized on other projectsthat provided the client with a cost-effective inspection and report2.7 Schedule and DeliverablesThe firm should include an optimum schedule as appropriate for the Scope of Work detailed inthis Request for Qualifications. The schedule should identify the anticipated meetings,milestones, and deliverables for the Project according to the proposed project approach2.8 Previous Work with CityPlease provide information on your previous work awarded and/or completed with the City in thepast five (5) years, indicating the Project name, Date awarded, Date completed (if applicable)and Project Value.3.0 Insurance RequirementsThe City shall be named as an additional insured for its interest on all policies of insuranceexcept Worker's Compensation as regards ongoing operations, products and completed5/13
